01:28So a panel of judges is currently on a fact-finding mission.
01:34They have to ascertain facts and then advise the collegium led by the Chief Justice of India
01:39on the next course of action and whether a case needs to be pursued in the right earnest.
01:44An investigative agency is brought in for legal procedures to move forward systematically.
01:49So three-member High Court panel of judges appointed by the Supreme Court.
01:53It is probing that burning pile of cash that was found at Justice Yashwant Verma's residence on the 14th of March.
02:02The Chief Justice of India had appointed an in-house inquiry panel in this case.
02:07And India Today gets you details of what the three-judge panel has been doing so far.
02:14There are big inputs coming in from India Today's Nalini Singh, my colleague, gets us more details on this big story.
02:23So what we are being told right now is that Justice Yashwant Verma is likely to be called upon
02:32by the three-member inquiry panel soon to answer certain questions about events on the 14th of March.
02:40And the alleged recovery of that burning pile of cash, that stash of cash that was found burning, his inputs on it.
02:48Justice Verma had sought, we are told, again this is sources telling India Today,
02:53Justice Yashwant Verma has sought legal advice ahead of his appearance before this three-judge inquiry panel.
02:59And a team of lawyers are now being consulted on the road ahead.
03:04Sources are also telling India Today that the honourable three judges intend to conclude the probe at the earliest.
03:12Remember, they're sitting judges and Chief Justices of high courts.
03:16They've left their work behind to carry forward investigations in this fact-finding case.
03:21They will place all the facts that they've ascertained in front of the Chief Justice of India.
03:26And the probe is expected to continue for the next several days until all witnesses have been examined in this case.
03:32And what we are now being told that during the course of the inquiry, in the past two days,
03:36all evidence gathered so far by the committee is now being examined by a panel of experts.
03:42The committee has sought help and assistance and guidance from forensic experts to examine evidence
03:49so that everything is as accurately put together as can be.
03:55Justice Verma is likely to be confronted with some of the evidence when he's called upon by this committee.
04:02And that's a big scoop that India Today's Nalini Sharma gets for us and we'll go across to her in just a moment.
04:09Justice Verma's personal secretary, and this becomes very important,
04:14Justice Verma's personal secretary apparently asked the Delhi police officials who had arrived there
04:20to leave the residence on the night of the 14th of March and come back only the next morning.
04:25Sources are indicating that this is a major lapse on the part of the Delhi police.
04:31When a call was made to the police, when the police team arrived there, when the fire brigade arrived there,
04:37why did the Delhi police team leave immediately?
04:41The scene of that incident was compromised that time itself.
04:47And I want to bring in India Today's Nalini Sharma for more on this.
04:51And Nalini has been painstakingly gathering details on investigations or the fact-finding so far.
04:58So Nalini, this becomes extremely interesting.
05:01Who asked the police to leave? Is this documented?
05:06How does this become very crucial and critical to the fact-finding so far?
05:11Gaurav, the first thing that we need to remember is that on the 14th of March when this fire incident had occurred,
05:18neither Justice Verma nor his wife were in town.
05:21In fact, it was only his staff and his children who were in the house.
05:25And that is essentially why when this fire broke out, the staff and his daughter had informed him via the telephone.
05:32There were in fact even police officials and fire officials who were both present at the location.
05:37And keeping that in mind, Justice Verma had specifically said that,
05:42sorry, the staff had specifically asked the police to ensure that the police leaves at that particular time of the night
05:50and comes back only the next morning.
05:52Is something that is there even in the report that was put out by the Supreme Court as well as the Chief Justice of India?
06:00And that's we've also gotten to know from multiple sources that this has occurred.
06:04So the big question that's arising at this particular point is that why was the police asked to leave
06:08and why was that spot where the fire had occurred on the night of the 14th of March not secured and not preserved by the police authorities?
06:16It was essentially due to this that sources have suggested that due to this major lapse by the Delhi police
06:22is why the scene has been compromised and as to whether or not there is still any viable evidence
06:28that they've managed to get from the spot is something that we'll know only once the detailed report of the three judges panel is out.
06:35Another thing that we're getting to know is that the videos that have been accessed by the three judges panel,
06:40those videos are going to be shown to Justice Verma whenever he's called in for appearing before the inquiry
06:46while asking him questions, while asking him to explain how that cash had reached his house,
06:51whether or not it belonged to him.
06:53We'll be confronted with the kind of evidence that the team has gathered over the course of the inquiry of the past two days
06:58and Justice Verma on the other hand is also prepping for his defence.
07:02He's of course taken legal advice, he's sought legal advice from at least two senior advocates
07:07and two lawyers who had visited his house late on Wednesday.
07:10This includes senior advocates Siddharth Agarwal and Arundhati Katju
07:14along with advocates Tara Narula and Stuti Gujral
07:17who had all visited Justice Verma's house on Wednesday to prep him for the kind of questions that he can expect
07:24from the inquiry panel when he has to appear before them.
07:27We still don't know a specific date when he's going to be called
07:30but sources have confirmed to us that it's going to be soon
07:33because the entire inquiry is working in an expedited manner
07:37because the judges want to close off this entire inquiry as soon as possible
07:41and submit the report before the Chief Justice of India
07:43so that next steps can be taken in accordance with that.
07:46So Nalini, stay with me for a moment.
07:48What I want to understand was when this incident happened on the 14th
07:52Honourable Justice Verma wasn't at home, that's point one.
07:55Again Nalini, when the so-called evidence apparently disappeared
08:02and can you tell us the status of that evidence?
08:05When that disappeared, he again wasn't there.
08:08So how does he, it's only his premises.
08:12Is there anything that directly links up to Justice Verma in this case so far?
08:18Well Gaurav, it's really interesting the way that the things transpired
08:22between the 14th of March and the 15th of March
08:25because 14th March close to midnight is when the fire happens
08:28when Justice Verma and his wife are not at his residence.
08:31The fire officials come to the spot where they put out the fire.
08:35They are also the ones who recorded that video that has now caused such a stir
08:39amongst the public and has gone viral.
08:41So it was the fire officials who did all that.
08:43There were police officials also present on the spot
08:45but the police officials by the personal secretary of Justice Verma
08:49who is now also in the spotlight were asked to go away and come back the next day
08:53because Justice Verma was not at his house.
08:55Now it's important to remember that the personal secretary of a sitting High Court judge
08:59is also in the capacity of a judicial officer
09:02although of course not that of a High Court judge
09:04but still a judicial officer
09:06which is why the police did not refute a lot of the things that were being stated
09:12and they went away on the night of the 14th of March and came back only the next day.
09:16The reason why this is crucial, Gaurav, is because it's clearly stated
09:20that there is a possibility that on the early morning of the 15th of March
09:25before the police officials came back
09:27there was some debris from that outhouse that was actually removed.
09:31So whether or not that included some of the currency notes that were found
09:35or any kind of remains of the cash that was found that was even seen in the video
09:39is something that we don't know which is precisely the reason
09:42why even the sources are stating that that area was compromised
09:46and there is a good chance that evidence might have vanished in this entire matter
09:50which is why it's a major lapse by the police to not secure and preserve that area.
09:54In fact the preservation of that area was done yesterday on the orders of the inquiry committee
09:5912 days after the incident had happened.
10:02So what is the point of doing that still seems vague at this particular point
10:07why the cops did not act earlier regarding this
10:10but at the same time on the 15th of March when there was a visit to Justice Varma's residence
10:15by the Registrar General of the Delhi High Court as well as other officials
10:19they also visited that room and whether or not they found something in that room
10:23is something that we will get to know only when all of these witnesses have been examined
10:27and a report is put before the Chief Justice of India.
10:29What would be very pertinent to know at this stage Nalini is what did CCTV cameras see?
10:35Were CCTV cameras also looking inwards? Were they only looking outside?
10:39And of course do keep in mind there's that 70th Battalion of the Central Reserve Police Force
10:44of its Foxtrot company is deployed at his residence and somebody would have been on duty 24x7
10:50so the Delhi Police may have gone but then CRPF personnel were still there.
10:55Stay with me Nalini the Allahabad High Court Bar Association and there are other bar associations
11:00that have joined in are now up in arms.
11:04The presidents of the Bar Association of High Court of Allahabad, Lucknow, Gujarat, Karnataka
11:11Jabalpur branch of the Madhya Pradesh High Court they all came and met the Chief Justice of India
11:16and that's a big big story why? Because they want the Chief Justice of India
11:20to consider demands of the Bar Associations.
11:23The Chief Justice of India and the SC Collegium, the Supreme Court Collegium
11:27has assured the Bar Associations that their demands will be considered.
11:34So what are their demands? Let's hear it from them.
11:41Corruption should be eradicated from judiciary.
11:44Immediately investigation must be conducted.
11:47Thorough investigation. Criminal law should be set in motion.
11:51Criminal law must be set in motion on Justice Yashwant Verma and all the people involved.
11:58Another demand is that the transfer order should be immediately withdrawn.
12:04If they are not going to do this then High Court Bar Association presidents and office bearers
12:12will join in Allahabad and second strike with the Allahabad High Court advocates to show solidarity.
12:21So let's take this step by step and let me get Nalini to respond to some of these points
12:28that are being raised by the High Court Bar Associations and not restricted just to Allahabad
12:33but across the length and breadth of our country and multiple High Court Bar Associations.
12:38One, withdraw Justice Verma's transfer to the Allahabad High Court
12:43and when I spoke to Anil Tiwari the president of the Allahabad High Court Bar Association
12:47he asked are we a dustbin something that he put in writing in his letter to the Chief Justice of India and the Collegium.
12:54Investigate the cash hole found at Justice Verma's residence.
12:58They want criminal investigations to be initiated.
13:01Action against criminal law against Justice Verma.
13:05Is that jumping the gun just as yet till the High Court panel doesn't submit its report but lawyers know law better.
13:12Eradication of corruption from judiciary is a point that they are raising and repeatedly now.
13:18Implement standard of judicial accountability.
13:22I want to once again bring in Nalini into this conversation.
13:26Nalini, this is now an issue that's being raised on the streets, in Parliament.
13:32Bar Associations are talking about it, lawyers are talking about it.
13:36I'm sure so are the honourable judges.
13:38It's the majesty of court and the supremacy of court that shouldn't come under cloud.
13:44Criminal action should be set in motion.
13:47Is this premature?
13:49Take our viewers through the demands and the road ahead.
13:56Well, Gaurav, it needs to be understood that all of these demands and this meeting also that happened with the
14:02Chief Justice of India of the members of the Bar Associations of different states
14:06is emerging out of the protest that was initiated by the Bar Association of the High Court of Allahabad
14:13when Justice Yashwant Verma was recommended to be transferred
14:17from the High Court of Delhi to the High Court of Allahabad.
14:20An important update in this is that the Centre has still not approved his transfer
14:25which means that till the time that is not done he is still going to continue being a sitting judge of the Delhi High Court.
14:30Another thing that we are given to understand regarding his transfer
14:33is that the reason why the Collegium has recommended his transfer
14:37is basically to ensure that this entire probe can be held
14:41without any kind of interference or without any kind of possibility
14:45of Justice Verma impacting any witnesses or the evidence in this case.
14:49Keeping in mind that he is not just a sitting judge
14:53but a very senior sitting judge of the Delhi High Court
14:56there was a very strong likelihood that there might be some kind of influence
15:00that he can get done on the enquiry itself
15:04in his capacity as a senior sitting judge of the High Court
15:07and to ensure that there can be no aspersions cast on this enquiry
15:11because it is a really crucial enquiry on the basis of which all future course of action will be decided
15:16is why his transfer was recommended in the first place.
15:19How soon the Centre is going to go ahead and approve the transfer and clear the file
15:23and get him sent to Allahabad High Court is a question that still remains to be answered
15:27and whether or not these protests and these objections by the Bar Associations
15:31is playing a factor in the delay by the Centre in approving his transfer
15:35is another thing that we are watching out for.

15:40Meanwhile, it's not just being discussed on the streets, it's not just being discussed in courts by Bar Associations
15:45even in Parliament, Congress leader and Lok Sabha member of Parliament Manish Tiwari
15:49demanded a statement from the Union Law Minister on the chronology and sequence of events
15:55in the matter of the alleged cash stash recovered from the official residence of Justice Verma
16:02at least that was caught on camera, we still do not know what and how much was the recovery
16:07but not just that, government sources tell India today they have no say on the issue as of now
16:12they will wait and watch for the Supreme Court inquiry to be concluded
16:18government sources are telling India today the Centre is not planning to bring back
16:23the National Judicial Appointment Commission anytime soon
16:28but it will hold talks with political parties on the issue.
16:34The reports about alleged aberrations in the judiciary
16:39have disturbed the conscience of all right-thinking citizens across the country.
16:45This House, Parliament is charged with the responsibility
16:50of exercising superintendence over the judiciary.
16:55It is charged with the responsibility of exercising oversight over the judiciary.
17:01The Chief Justice of India has appointed an in-house inquiry.
17:05I think we should respect the process, we should wait for that report
17:09but in the meanwhile, the Law Minister should come to this House
17:13and the Law Minister must relate the chronology of events as they have transpired
17:19what actually transpired, what does the government know,
17:22why is the government not making a statement about this?
17:26The factum of recovery money from the High Court judge
17:29is really eroding the confidence on judiciary.
17:32Such judges are also public servants like us.
17:35Transferring a judge, here a judge has been transferred from Delhi High Court to Allahabad High Court.
17:43This will not resolve the problem.
17:45Any High Court, I share the sentiment of the lawyers of the Delhi High Court,
17:50Allahabad High Court, these High Courts, Allahabad High Court, Calcutta High Court,
17:56like these courts cannot be the dumping ground.
18:03And on the 23rd of March, Union Law Minister Arjun Ram Meghwal
18:06had said he will reply later, once the probe is over.
18:11Listen in.
18:13Look, look, the Supreme Court is taking action in that.
18:17And you have also mentioned three,
18:19in which there are two honourable Chief Justices of the High Court
18:23and one judge of the High Court.
18:26Let their committee report come, then we will tell you.
18:42We heard Kalyan Banerjee, but what are the lawmakers thinking about this episode?
19:13And in fact, they deliberated and discussed over what steps forward could be taken.
19:19The floor leader said that they would get back after meeting, asking their party leaders.
19:25So that matter is already there in the upper house.

20:13While officially the government is not saying so,
20:16they're saying we are not bringing the NJSC right now,
20:19but is there some forward movement on that?
20:23Are consultations happening?
20:24Is an effort being made to get everyone on the same page on the NJSC?
20:29See, Gaurav, there's definitely something brewing,
20:32because the chairperson of the Rajya Sabha, Mr. Dhankar,
20:36has taken this forward with all the parties.
20:39And this has been a matter of much contention
20:42between the government and the judiciary in the past as well.
20:46So, there is a window, perhaps the government feels,
20:50where this could be mulled over.
20:54And that's one reason that, you know,
20:56we've been seeing in the past one week,
20:58ever since this entire row broke out,
21:01off and on there have been discussions and whispers
21:05and loud voices that have been talking about
21:09the accountability of the judiciary and how it is important
21:13so that the faith in the democracy
21:16and the institutions of the democracy are preserved.
21:19And that's one reason why we've seen
21:21that the government is also, you know,
21:24though waiting and watching as to what the report,
21:28the final report of the inquiry committee
21:30set up by the CGI actually says,
21:33and then perhaps the ball could move forward.
21:37Okay, and when it does,

21:51There's a major development in Jammu and Kashmir
21:58and Union Home Minister Amit Shah is talking about it.
22:02Amit Shah took to social media platform X to say
22:05another great news from the Kashmir Valley.
22:08Two more groups affiliated with the Hurriyat,
22:11namely the Jammu and Kashmir Tehreek-e-Istiklal
22:16and Jammu and Kashmir Tehreek-e-Istikmat
22:20have now discarded separatism and reposed their trust
22:24in New Bharat, in the Naya Bharat
22:27built by Prime Minister Narendra Modi.
22:30Under the Narendra Modi government,
22:32separatism is breathing its last
22:35and the triumph of unity is echoing across Kashmir.
22:40And this clearly will not be good news
22:44either for a state sponsor of radical Islamist terror,
22:48Pakistan, that has been fomenting terror
22:52and separatism in Jammu and Kashmir
22:55and an ecosystem that was cultivated by Pakistan
22:59including using ISI moles and agents
23:03like Ghulam Nabi Fai in the United States of America
23:07exposed only by the Federal Bureau of Investigation.
23:11But that's a story for another day.
23:13Mir Fareed joins me now for more on this big story.
23:18Ever since Article 370, changes were happening
23:22and you've been chronicling those changes on ground, Mir.
23:26Bring us details of what is the implication
23:29of Hurriyat coming apart brick by brick.
23:39Well, yes, Gaurav.
23:40In fact, it all started post Article 370 abrogation.
23:43We know the kind of crackdown
23:45that was initiated against the Hurriyat conference
23:47which we know is an umbrella,
23:49was an umbrella organisation of many small constituents
23:53but yes, two big parties,
23:54Saeed Ali Shah Gilani's Tehreek-e-Hurriyat
23:56and then Mirwise, Umar Farooq
23:59who also was chairman once of the APHC.
24:03Now, post that, obviously,
24:05the separatist activity came to a grinding halt.
24:07Their rank and file was taken care of
24:09offices seized and since we know that
24:12there was absolutely zero separatist activity,
24:15stone pelting, everything seized.
24:17Now, last two days, we've seen Jammu and Kashmir police
24:20once again initiating crackdown against the separatists.
24:24Now, we know that there were several FIRs against them
24:27under UAPS, so investigations are going on
24:29and once they get leads, they start those investigations.
24:32Now, while that is happening,
24:34Home Minister Amit Shah not once but twice
24:37took to X and talked about the fact that
24:41how Kashmir has changed
24:43and separatism obviously is breathing its last
24:48and that is something that he talked about
24:51and also gave the example of two more Hurriyat constituents,
24:54smaller constituents but Tehreek-e-Istikamat
24:57and Tehreek-e-Istiklal,
24:58they were part of the Hurriyat conference
25:00and they have not only said that they have absolutely
25:03nothing to do with the Hurriyat
25:05but also said that now they are the citizens of the country,
25:08they are vouched by the constitution,
25:10so that is a massive change of heart.
25:12Now, what has gone behind the scenes to ensure that
25:15obviously a lot of back-channel communications,
25:18a lot of effort,
25:19we also know, Gaurav, what happened in the elections
25:21when Jamaat-e-Islami, which again was a radical organisation,
25:26ideological fountainhead of the Hizbul Mujahideen,
25:29they also had a change of heart,
25:31they participated in the elections,
25:33so a lot of stuff happening behind the scenes
25:35but yes, Home Minister obviously saying that
25:39this is huge, two more Hurriyat factions
25:42or should I say constituents coming out
25:44and saying that they shun separatism
25:46and this is Naya Kashmir,
25:49which the government wanted to have
25:51post Article 370 abrogation
25:53and it seems it is going according to plan.
25:56Gaurav?
25:57Okay, so that's step one.
25:59What about funding that was made available?
26:01You know that ecosystem that was generated
26:04and had entrenched itself in various parts
26:07of Jammu and Kashmir
26:09and of course sadly in parts of Delhi,
26:11what about that terror-enabling ecosystem and funding?
26:15How successful has the government been
26:17in curbing funds availability to the separatists?
26:27Well, that obviously is the oxygen
26:29that ensured that this separatist activity went on.
26:33For years and years, the Hivala channels
26:35and all the money channels that came in,
26:38obviously that was the first thing that was choked,
26:41there was a relentless assault.
26:43We know, it's not only about the belt forces
26:46but institutions like the ED, Income Tax, NIA,
26:49all of them came together
26:51and the first thing that they did
26:53was to stop that money funding
26:55and that obviously has stopped.
26:58We also need to talk about the Srinagar-Muzaffarabad road,
27:02that communication that was cut off
27:05because that, as far as sources are concerned...
27:08Mir, give me a moment.
27:10I quickly want to cut across to Lok Sabha
27:12where Union Home Minister Amit Shah is speaking.

29:29people from all over the world come to it,
29:32from poverty to prosperity.
29:34When all these people left India,
29:37then India had 60% of the world's GDP.
29:45When they left,
29:47they did not want to take the travelers' travel
29:51with the economic strength of the country.
29:56They wanted to contribute to the culture of the world,
30:01to the education of the world,
30:03to the science of the world.
30:05That is why they left.

30:09our NRIs are around 1.72 crore.
