00:00The family of another drug war victim was called to President Ferdinand R. Marcos Jr.
00:05to help them give justice to the murder of his son.
00:09Details in the national news of Harley Valbuena of PTV Manila.
00:15After the arrest of the International Criminal Court,
00:17the former President Rodrigo Duterte,
00:20because of the case of Crimes Against Humanity,
00:22it is possible that the police in the Philippines
00:26became a part of the War on Drugs.
00:28According to ICC Assistant to Counsel, Attorney Cristina Conti,
00:33who is also a lawyer for victims of extrajudicial killings,
00:38she recommends filing a case against the police.
00:42I will study, but yes, I would recommend filing charges.
00:47As of tomorrow, domestic courts will entertain charges
00:55against the victim or the chief of police.
01:00According to Conti,
01:02the ICC wants to prosecute the highest-ranking official
01:06even if it cannot answer the justice system of the country,
01:11who will provide ways to answer the local courts
01:15for his crimes.
01:17For another lawyer of EJK Victims,
01:20Attorney Nery Colmenares,
01:22aside from the usual police,
01:24the police generals who carried out the War on Drugs
01:28should also be prosecuted.
01:31According to Colmenares,
01:32they will not be able to file a case during Duterte's time
01:36because the police were indoctrinating the victims.
01:47There was a child, for example, who was shot in the chest and was hit,
01:54but the death certificate came out as bronchopneumonia.
01:57So how can you file a case against the police?
02:00The court will say,
02:02your child was not killed.
02:04There is still fear felt by the bereaved families,
02:08especially since some of the police in EJK are still active in the service.
02:13According to Dalia Cuartero,
02:16the mother of the drug war victim, Jesus Cuartero,
02:20they tried to file a lawsuit with the Commission on Human Rights,
02:25but it was not successful because no one wanted to investigate.
02:29We would like to call on Mr. President
02:35to give us a chance to answer the police,
02:43not only to Mr. Duterte,
02:46but also to Mr. Bato de la Rosa,
02:48the general who was one of the perpetrators of the drug war.
02:53Aside from Duterte,
02:54the former PNP chiefs, Ronald Bato de la Rosa and Oscar Albayalde,
02:58were also involved in the ICC cases.
03:04Some of the convicts in the extrajudicial killings
03:07are the three police officers who were killed by Kian de los Santos.
