00:00Legal experts are calling for existing laws to be strengthened and targeted legislation to mitigate the harmful effects of content generated by artificial intelligence.
00:11Lawyer Kit Sen Fung said this was the most effective way forward given the rapidly evolving digital landscape and the integration of AI tools across nearly all industries and sectors.
00:22He said the new law should help define what constitutes AI-generated content and impose disclosure requirements, including the watermarking of artificially produced images and videos.
00:34Fung suggested that the Communications and Multimedia Act 1998 and the Penal Code be updated to address AI-generated offenses and that the Computer Crimes Act 1997 be amended to cover AI-facilitated crimes.
00:48Lawyer Sarah Yong said that for now, it may be sufficient to apply Section 233 of the CMA to AI content that is considered obscene, indecent, false, menacing, or grossly offensive.
01:01She also said any content of a sexual nature may fall within offenses under the Penal Code, the Anti-Sexual Harassment Act 2022, and the Sexual Offenses Against Children Act 2017.
01:12Earlier this month, Science, Technology and Innovation Minister Chang Li Kang said his ministry currently has no plans to introduce specific legislation to regulate the misuse of AI technology.
