00:00We will fight to bring each of these tariffs to an end.
00:07We're fighting in courts, challenging that these tariffs have been illegally imposed under U.S. law.
00:14We have filed disputes underscoring that they are in violation of our free trade agreement, CUSMA.
00:21We have gone to the World Trade Organization because these actions are against international trade law.
00:28We are responding today with, and we have responded throughout, with carefully calibrated and targeted counter-tariffs.
00:39Yesterday, I met with my Canada-U.S. relations advisor.
00:46I held a meeting of the Canada-U.S. relations advisory committee.
00:54I also convened the Prime Ministers of the provinces and territories for the third time this week.
01:02We are united. We are determined.
01:07As I told President Trump during our call last week, Canada will respond to the U.S. auto tariffs.
01:16Today, I'm announcing that the Government of Canada will be responding by matching the U.S. approach
01:24with 25% tariffs on all vehicles imported from the United States that are not compliant with CUSMA,
01:32our North American free trade agreement,
01:35and on the non-Canadian content of CUSMA-compliant vehicles from the United States as well.
01:42Our tariffs, though, unlike the U.S. tariffs, will not affect auto parts
01:47because we know the benefits of our integrated production system.
01:52And they will also not affect vehicle content from Mexico, who is respecting the CUSMA agreement.
01:59And, as well, we are developing a framework for auto producers in Canada
02:07to get relief from these counter tariffs as long as they maintain their production and investment in our country.
02:16Importantly, every single dollar raised from those counter tariffs, our counter tariffs,
02:23which could reach around $8 billion before remission,
02:28will go directly to our auto workers and the companies affected by those tariffs.
02:35And that's on top of the $2 billion fund we announced last week to build a made-in-Canada auto sector,
02:43a fund that a new Liberal government would implement should we be elected.
02:50Our tariffs will not affect auto parts because we know the benefits of our integrated production system.
03:01And they will not affect vehicle content from Mexico.
03:06And, as well, we are developing a framework for auto producers in Canada
03:12to get relief from these counter tariffs as long as they maintain their production and investment in our country.

04:02Our retaliatory tariffs that we previously announced in response to the United States' other tariffs will remain in effect.
04:10You know, we take these measures reluctantly.
04:14And we take them in ways that is intended and will cause maximum impact in the United States
04:20and minimum impact here in Canada.
04:25And we should be aware that the President and his administration have also signaled
04:29that tariffs will be applied on what the Americans term as strategic sectors,
04:35pharmaceuticals, semiconductors, lumber, and agriculture.
04:41In the days and weeks to come, we will tell our American counterparts that this would be a mistake,
04:49that the issue of tariffs is not on the table,
04:53that any new commercial measure would require a calibrated, but energetic, response from Canada,
05:02and that the time has come to deeply renegotiate our economic and security partnership.
