00:08We will be called murderers, the world will be our slaughter.
00:12We will be digging wells, will water be forbidden on us?
00:16In 1947, standing on the historic stairs of the Jama Masjid of Delhi,
00:24Bharat Ratna Maulana Abul Kalam Azad Sahib said,
00:29Muslims, where are you going? This is your country.
00:34Here are the graves of your forefathers.
00:38At that time, hearing these voices of Maulana Azad,
00:41people had put their heads down.
00:45Today, a bill has come in the parliament of the country in Delhi,
00:50which will ask us for the evidence of the stairs of the same Jama Masjid.
00:55To those same stairs, Maulana Azad, who was sleeping in his grave,
01:00will have to call out from his grave again,
01:03that this grave is my grave, it is not the property of any government.
01:08Mr. Speaker, where I am standing,
01:11in front of this parliament building, on the other side of the road,
01:15is the grave of President Fakhr-ud-Din Ali Ahmad,
01:18who was sleeping in his grave.
01:21Perhaps, I will have to call out from that grave,
01:24that this grave is my grave, it is not the property of any government.
01:28Mr. Speaker, I am standing here to speak against the Constitution,
01:32which is being devoted to the laws.
01:36Be it Article 14, 29 or 30 of the Constitution,
01:40it shouts and says that everyone in the country has equal rights.
01:44Article 26 says that everyone has the right to build temples, mosques,
01:50churches and gurudwaras for their religious work,
01:53and also the right to maintain them.
01:55But Dr. Babasaheb Ambedkar's Constitution is going to be crushed every day,
02:00the country has become so blind in its hatred for the Muslims,
02:05that in the open parliament of the country,
02:08the minority minister and the home minister of the government,
02:12lie and mislead the country.
02:15They speak lies.
02:18The government has named this bill as Umeed.
02:22The minister has been calling it a new hope for the Muslims of the country.
02:28No, Mr. Minister,
02:30neither is this bill a new hope for the Muslims,
02:34nor is it a new ray of hope.
02:37Mr. Speaker,
02:39the BJP has spread many lies in the name of Waqf throughout the country.
02:44Let's talk about their truth today.
02:47The Waqf Tribunal is told as if the Waqf Tribunal is a religious dream panchayat.
02:54Mr. Speaker, the truth is that
02:57the Waqf Tribunal is also a government judiciary,
03:00in which there are judges appointed by the government,
03:03in which there are administrative officials.
03:06They have not come from above.
03:08Mr. Speaker,
03:10the Home Minister of the country said in this meeting
03:14that no court can go against the decision of the Waqf Tribunal.
03:18Whereas the truth is that
03:20under Section 83.9 of the Waqf Act 1995,
03:24the High Court can not only review the decision of the Waqf Tribunal,
03:28but can also change it.
03:30The truth is that
03:32the Waqf Board itself is fighting many cases in court for its land.
03:37Mr. Speaker,
03:39yesterday, the Home Minister, the Minister of Home,
03:44and the Honourable Member of Parliament were talking about the 123 properties of Delhi.
03:49Let's talk about their truth.
03:53In 1911, when the British government decided to make Delhi a capital instead of Kolkata,
04:01then all the lands of the Muslims around Raisina Hills were acquired
04:08and Lutyen was given the responsibility of its construction.
04:12Like Central Vista, a mega plan of Lutyen zone was prepared.
04:16But the Muslims of that time,
04:18fought with the British government to save their places of worship.
04:24The matter reached the British government.
04:27Then it was decided that those religious sites will be allowed to remain.
04:32Be it the mosque next to India Gate, Zabtagan,
04:35Sunheri Bagh Mosque,
04:37Parliament Road Mosque,
04:39for the management of such 123 properties,
04:43in 1913, the Muslim Waqf Validation Act was enacted.
04:48And after that, a new city was established,
04:52which was named Lutyen Zone.
04:55Then in 1943-45, another compromise was made.
04:59Before the independence,
05:01many properties of the Waqf were made under the Sunni Majlis Awqaf
05:07so that they could be looked after.
05:10What the Home Minister has been saying for the last two days,
05:13is that 123 properties were made under the same Sunni Majlis Awqaf.
05:19Mr. Speaker, India became independent.
05:23After independence, in 1954, the Waqf Act was enacted in India.
05:27Under Article 9, in 1964, the Central Waqf Council was formed.
05:33In 1970, the same 123 properties of Delhi were surveyed and notified.
05:41To resolve this issue,
05:43in 1974, the Burney Committee was formed by the former Prime Minister Indira Gandhi.
05:49In 1976, the Burney Committee submitted a report
05:54stating that these 123 properties were owned by the Delhi Waqf Board.
05:59On the basis of that report, in 1984,
06:02the Congress government decided to hand over those 123 properties to the Delhi Waqf Board.
06:09Against which the Vishwendu Parishad went to court.
06:13The matter remained pending till 2011.
06:16Then in 2011, the court ordered the government to resolve this issue.
06:22Then in 2013, the UPA government handed over those 123 properties to the Delhi Waqf Board
06:29on the recommendation of the Burney Committee.
06:33These are the properties that the Home Minister has been blaming the Congress for since yesterday.
06:39Then came the government of the BJP in 2014,
06:43which has been conspiring to seize these lands since then.
06:48The bill that is being called the bill that protects the rights of Muslims,
06:53to present it and to talk about it,
06:57the BJP government does not have a single Muslim MP in the Lok Sabha.
07:03The time, I am saying Lok Sabha, listen to me,
07:06the time when that bill is being called the bill that gives rights to Muslim women,
07:11the party that is presenting it in the Parliament,
07:14neither in the Rajya Sabha, nor in the Lok Sabha,
07:16nor in any Parliament of the country,
07:18does not have a single Muslim woman.
07:21Yesterday, Kiran Riju ji was saying that the land of the railway is the land of the country.
07:26The land of defence is the land of the country.
07:29Yes, Minister ji, it is.
07:31Absolutely.
07:32The land of this Waqf,
07:34our ancestors have donated it for religious purposes.
07:38So, we are also citizens of this country.
07:41We are also sons of this country.
07:43So, the land of Waqf is also the land of this country.
07:46Why do you call them strangers?
07:48Sabapati Mohd. Asfaqullah Khan,
07:50when he was swinging on the hanging rope in the jail of Faizabad,
07:54he was swinging for the land of this country, right?
07:57Sabapati Mohd.
07:59In Andaman's jail,
08:00the Maulana Fazl-e-Khairabadi who killed himself by cutting the punishment of black water,
08:05or Sher Khan Afridi,
08:07he was also giving his life for this land, right?
08:10Sabapati Mohd.
08:12The one who fought against Pakistan and gave his life,
08:15the great warrior, the winner,
08:17be it Brigadier Usman,
08:19or the one who blew up Pakistan's Patton tank,
08:21the great warrior, the winner, be it Veer Abdul Hameed,
08:24he was also giving his life for this land, right?
08:27And, Minister ji,
08:29in this court, I declare that
08:31whenever the land of this country needs blood,
08:34Imran will be two steps ahead of you.
08:36I assure you.
08:39Sabapati Mohd.
08:41I want to say to the government,
08:43please don't take away our places of worship from us.
08:46Please don't build a bulldozer on our homes.
08:49Please let us sleep peacefully in our graves.
08:54Sabapati Mohd.
08:56By cutting the budget of the minority ministry,
08:59by stopping the scholarship of Muslim children,
09:02now the government is saying that
09:04we will do good to the poor Muslims.
09:08After the release of the rapists of Gujarat's daughter Bilqis,
09:12the leaders of the people who gave her a garland,
09:16are saying that
09:18this bill will give Muslim women their rights.
09:22Thank you, Modi ji.
09:24You are giving such great gifts to Modi.
09:27First you gave us Gujarat-Modi,
09:29now you are giving gifts to Modi.
09:31But the government should remember,
09:34that along with this bulldozer,
09:36the CAA law was also brought in the parliament.
09:40And it was said after giving big speeches,
09:42that Hindu brothers will be brought from neighboring countries
09:45and citizenship will be given to them.
09:47But I bring this to your attention, sir,
09:49that in the last so many days,
09:51not even 2000 people came to take citizenship from them.
09:56On the contrary,
09:58in their own government,
10:00more than 15 lakh Indians
10:02left India's citizenship
10:04and settled in other countries.
10:06This is the result of that law.
10:08Mr. Speaker,
10:10along with this kind of stubbornness,
10:12laws were also brought against the farmers.
10:16Just like the benefits of wax are being counted,
10:19the benefits of agricultural laws
10:21were also counted for the farmers.
10:23But what was the result?
10:25After the martyrdom of 700 farmers,
10:29the government had to kneel down
10:31in front of the farmers
10:33and take back the agricultural laws.
10:36The Republic of India
10:39does not run on hatred and stubbornness.
10:42It does not run on wisdom.
10:44In that, everyone's participation is important.
10:49Yesterday, the country's minority minister
10:52stood in the parliament and recited a couplet
10:54so that I do not have any misunderstanding.
10:57I would like to recite a couplet to him.
11:01If I am on the throne today,
11:03then do not be so happy.
11:05If I am on the throne today,
11:07then do not be so happy.
11:09Everyone's lights will be extinguished,
11:11but no one's air.
11:15Whether it is Mr. Nitish Kumar,
11:17Mr. Chandrababu Naidu,
11:19Mr. Chirag Paswan,
11:21Mr. Jayant Chaudhary,
11:23Mr. Deve Gowda,
11:25everyone will have to understand
11:27that when there is a fire in the jungle,
11:29then neither the fireflies
11:31who turn the air into fire
11:33nor the mosquitoes
11:35who produce sparks from the fire.
11:37Mr. Speaker,
11:39when the country gets a capable
11:41Prime Minister like Manmohan Singh,
11:43then the country gets an act like RTI,
11:45an act like SAGE,
11:47an act like MNREGA,
11:49liberalization,
11:51right to education,
11:53National Food Security Act.
11:55But when the country gets
11:57a capable Modi,
11:59then what does the country get?
12:01It gets CA,
12:03Forms La,
12:05Article 370,
12:07an act like Electoral Bond,
12:09and bills like
12:11Waqf Amendment Act.
12:13I want to ask
12:15my fellow countrymen
12:17that do you need
12:19your children's
12:21education and job?
12:23Or do you need the law
12:25which conspires to loot
12:27the land of Muslims
12:29and give it to rich people?
12:31Mr. Speaker,
12:33this government
12:35was waking up the whole country
12:37at 3 in the night
12:39and bringing bills
12:41to humiliate its own citizens.
12:43But at 1.30 in the night,
12:45America was imposing
12:47a 26% tariff on us.
12:49The priorities
12:51of the government
12:53are known to the country.
12:55Mr. Speaker,
12:57I am very emotional today.
12:59And I am glad that
13:01the Honourable Member of Parliament,
13:03Mr. Jagatprakash Nadda,
13:05spoke very well.
13:07He spoke from his heart.
13:09Because his name is associated with light.
13:11So I always see a ray of light in him.
13:13I want to say this
13:15to him with great respect.
13:17If there is a storm
13:19in the journey of light,
13:21then the result will be nothing
13:23but darkness.
13:25This world is at the last stage of hatred.
13:27There will be no cure for it
13:29except love.
13:31I am emotional.
13:33My eyes are wet.
13:35If a very large population
13:37of the country
13:39feels that you are not doing
13:41good for them,
13:43but are bringing bills
13:45to destroy them,
13:47then you are
13:49unsuccessful in explaining
13:51to them.
13:53First explain to them,
13:55then bring a bill.
13:57Then perhaps we will
13:59oppose you.
14:01But Mr. Speaker,
14:03I just want to say
14:05that the points
14:07that have been given
14:09in this bill,
14:11if you look at the BOMC portal,
14:13you will understand.
14:15We are not afraid.
14:17We are just appealing to the government
14:19to consider us as our own.
14:21We are your own.
14:23We are the citizens of this country.
14:25And you are in power.
14:27You can pass the bill on the basis
14:29of the number of votes.
14:31But you will have to understand
14:33that we are history.
14:35We have to live in the minds
14:37that will not be torn apart.
14:39The land on which I stand
14:41is my identity.
14:43If you are a storm,
14:45will you blow me away?
14:47You will have to understand this.
14:49If you get so many points
14:51from the opposition
14:53in the JPC,
14:55and then from tomorrow
14:57in the Lok Sabha and Rajya Sabha,
14:59you are not ready to listen.
15:01You are not thinking
15:03about getting rid of people's doubts.
15:05You are just saying that
15:07this bill is a new ray of hope.
15:09Even if Mr. Kiran has brought it,
15:11it is not a ray of hope,
15:13but a ray of disappointment.
15:15And a large part of the population
15:17is in doubt
15:19that you want to
15:21loot their land
15:23and sell it to the rich.
15:25I still appeal to you
15:27to take back
15:29this bill.
15:31This bill is not good
15:33for your own citizens.
15:35This bill is only
15:37to humiliate the Muslims
15:39and to please
15:41one of your supporters
15:43who will not get anything
15:45by passing this bill.
15:47But you want to give
15:49a narrative, a message.
15:51I appeal to you
15:53to please
15:55put this slogan
15:57of everyone's support
15:59into practice.
16:01Thank you very much.
