01:57one day before the scheduled interview. And we're excited to announce that our
02:02candidates have accepted our invitation to join this interview series.
02:22Today, we are joined by no other than Cebu City Mayor Raymond Alvin Neri Garcia.
02:29Mayor, good afternoon!
02:49I would like to ask Mayor Garcia, for the months that you were acting mayor and you're mayor,
02:59what are the things you considered in those limited in this month that are your milestones and
03:07the things that you think you could have done better given a longer time?
03:11Well, number one on the list is really the Sinulog. We really brought it back to the
03:16people of Cebu City. We didn't break tradition. We brought it back to where it belongs.
03:29It was very festive.
03:46It was a very uncomfortable place.
03:48It was very difficult to watch.
03:59We really brought it back to the city of Cebu and it is really for the Cebuanos, the Sinulog.
04:08So, that was the main achievement I would say because the spirit of the Sinulog came back.
04:23Yes, the people of Cebu City felt it.
04:32Yeah, it's true. Everybody, like I'm Cebuano. I grew up in a Sinulog.
04:38You have to walk along the Sinulog route.
04:43Yeah, the city is already part of the festivity which did not happen for the past two years.
04:55And year after year, people look forward to it.
05:03I was hearing stories coming from friends.
05:14So, it came back to the people, the Sinulog.
05:16Back to the Cebuanos.
05:26Well, one of my key points was really diplomacy as a way of developing our city.
05:37That's why my policy on diplomacy really worked very well.
05:44We were able to work back our good relationship with the Metropolitan Cebu Water District.
05:50In doing so, we were able to get excavation permits, digging permits, whatever you want to call it.
06:02And they were able to do it by playing.
06:06Their contractors.
06:08And it reached all the way to our mountain barangays.
06:10So, in fact, there was a ceremonial digging of water here in Barangay Pulang Bato and Barangay Luzaran.
06:17Luzaran is the farthest already in the city of Cebu.
06:19So, we were able to benefit the people of the barangay because we have a good relationship with MCWD, among others.
06:29And then, number two, our relationship with the Cebu Ports Authority was good.
06:34We were able to find a way to work together with the Cebu Ports Authority.
06:42And very soon, their Puso village will be open.
06:45They're now renovating it.
06:47Their maritima will do something about it also.
06:50And their parking area at first, now it has already become more of a headquarter for the police here.
06:59We are going to put up an MRF on their parking area.
07:02So, if you look at it now, it's not a mess.
07:05The area is already set up.
07:07So, these are the things that in the first maybe 10 months that I focused on.
07:12Yes, and not to mention also the Palarong Pambansa, which was very successful also hosting.
07:17So, these are the things that in the short 10 months that I've been mayor, I've achieved this.
07:24For like Palaro, it's a national event.

26:31Sebuanos on our Facebook page
26:33issues that matter to them,
26:34especially with the coming elections.
26:36And these are the five issues.
26:38Number one, traffic congestion
26:40and infrastructure challenges.
26:43Second, flooding and drainage problems.
26:46Number three, it's solid waste management
26:48and pollution, housing and urban development,
26:51and crime and public safety.
26:54So are you ready, Mayor?

26:57Oh, and all these questions he has to answer
27:00in two minutes and 30 seconds.
27:03So for the first question, Mayor,
27:06if elected as mayor,
27:08how will you address the first issue,
27:10which is traffic congestion
27:12and infrastructure challenges?
27:14Well, first of all,
27:15you have to understand that traffic
27:18cannot be solved overnight.
27:19And secondly, we also have to understand
27:21that you cannot just solve traffic using one approach.
27:24It should be a multi-pronged approach.
27:27Number one, for me, at the top of the pie
27:30is the mass transportation.
27:33The more people will use mass transportation
27:36and leave their cars at home,
27:37the more, the better, the less cars,
27:40so no more traffic.
27:42And we have seen that all around the world
27:44where there are different modes of mass transportation.
27:47There is the train, there is the bus,
27:49there is a cable car, et cetera, et cetera, et cetera.
27:53So that is something which we want to do
27:56in the next few years,
27:58to have an efficient mass transportation
28:01wherein the people
28:04will use mass transportation.
28:06They will leave their cars or motorcycles
28:09at their homes.
28:11So, of course,
28:12you can include the opening of new roads,
28:15widening of roads,
28:17flared intersections.
28:19Maybe also include there,
28:21more importantly also is driver discipline.
28:25All of these things will contribute
28:26to a better Cebu City,
28:30a less congested roads in our city.
28:35So right now, what we are doing
28:36is naaman tayong ongoing BRT,
28:40which is a form of mass transportation.
28:41I think we are moving towards
28:43the correct or the right direction.
28:46And then we should not stop there.
28:49We should have other modes of transportation,
28:51like maybe cable car going towards
28:54the mountain barangays of the city of Cebu.
28:58And then maybe train also can be considered
29:01whether it's underground or on level.
29:04So these are the things that
29:06is essential in order to solve our traffic problem.
29:10Okay, down to second question,
29:13flooding and drainage.
29:16Well, that is a very complex solution.
29:19Of course, we also start with discipline
29:21sa ato mga kayungsunan nga di lang magpataka
29:23o labay silang mga basura wherever,
29:25because it will clog our stairs,
29:28it will clog our canals,
29:29it will even clog our sapa and all.
29:33So ang problema mong ginaaning flooding is because
29:38our drainage system cannot accommodate
29:40any more the volume of water.
29:42You must remember that our drainage system
29:43was built maybe in the 80s or even the 70s.

29:47waka pa kayong mga buildings,
29:49waka pa kayong mga sakyanan, diba?
29:51Waka manto'y climate change ato.
29:54So ang volume mong tubig atong time,
29:55karo times 10, times 20 na kadako.
29:58So kanya imagine, hindi likid kaya sa atong drainage system.
30:01So we really need to upgrade our drainage system.
30:03And that is why we are working with JICA
30:05for a drainage master plan.
30:07And once that is done,
30:08then by phases together with DPWH,
30:10we can already improve our drainage system.
30:14Another thing that we are going to look at
30:16is to stop the flow of water from its source.
30:21So we have seven major rivers here in the city of Cebu.
30:25And kanisla, they all lead to the sea.
30:28So kaning tubig gikan sa kabaranggayan sa bukid,
30:35tungod sa kakusogang run of water,
30:37dili na maka maigo sa sapa,
30:40muad to nas balay, muad to nas tan,
30:42muad to nas et cetera, et cetera.
30:43So there are things that we have to do.
30:44We have to desilt our rivers,
30:46which is something that we are doing now,
30:48de-clogging our rivers, our canals.
30:50But what I see, which is also a possibility,
30:53is to construct mini-dams in the mountain barangays.
30:57So that before munda gayda yung tubig pa doong sa obos,
31:00i-catch osa sa mini-dams.
31:02And by that catching of mini-dams,
31:05kanang tubig ga, ma-impound wala na to.
31:07So panahon sa uwan, impound.
31:10Les na ang baha.
31:11Pero panahon pod sa huwaw,
31:14pwede si niyo magamit for irrigation.
31:16And if the water is treated properly,
31:17then it can be potable drinking water, di ba?
31:20So it's really complex and it cannot be,
31:24all of these problems that you're mentioning,
31:25cannot be solved overnight.
31:27It needs a few years.
31:29And it needs also political will.
31:34Third important issue, Mayor,
31:36solid waste management and pollution.
31:40Okay, solid waste management has always been
31:42a perennial problem of a growing metropolis
31:46or a growing city like ours,
31:48because people really want to migrate to the city.
31:50Kay naa di rin yung education,
31:52naa di rin yung trabaho,
31:53naa di rin itagan, no?
31:54So people would like to come here.
31:56And in doing so, we have housing problem,
31:59we have traffic problem,
32:01we have drainage problem,
32:03and we have solid waste problem.
32:04So right now, we are already,
32:06we have already signed a few years back,
32:09a joint venture agreement
32:11with a Chinese-based firm
32:14that has some projects all around the world
32:16for the construction of a waste-to-energy facility
32:20so that we will no longer need to use landfills.
32:25Kay, that is environmentally unfriendly
32:28and it poses a risk also to the nearby residents.
32:32So this is one thing where we are waiting for.

32:39DNR, DOST, no?
32:41Because this is a new technology
32:45that will be introduced here in the Philippines.
32:47I think there's none yet here in Cebu,
32:50maybe in Manila, in Luzon.
32:52But this is one of the aspects

32:57para masulbad ang problema sa basura.
33:00But more importantly,
33:03we have to train,
33:05because this is behavioral paranako.
33:07We have to train people to segregate.
33:10And it should start with the children,
33:12di ba, in the schools.
33:14No, malata, di malata,
33:15on say plastic, on say paper.
33:17Kay, once you reuse all of this,
33:20and sometimes they sell it for a price,
33:24gamay na lang kay atong ilabay sa landfill
33:26or gamay na lang kay atong ilabay
33:28sa waste-to-energy facility.
33:31So it's not easy
33:33because even the city of Yokohama,
33:34atong sister city sa Japan,
33:36they were able to perfect it in 40 years.
33:39Can you imagine that?
33:41So it really,
33:42kanang-segregation, which I feel
33:44should also be key
33:46in solving our garbage problem.
33:51Ang problema lang yun karoon is that
33:53ang mayor magsigil-agilis every three years.
33:56So kung ang policy niya,
33:58segregation, nang yung surod-mayor din nasa adsagul,
34:00muna na ang problema.
34:02So that's why it is very important also
34:04to set that policy

34:13Next is housing and urban development.
34:16That's a problem because, again,
34:18we are a big city
34:20and people want to migrate here
34:21because the jobs, opportunities,
34:23schools are here.
34:24And because of that, there's a lack of housing.
34:27So people want to live
34:31within city limits,
34:32in the center of the city.
34:34But there is a problem

34:44outside of the center of the city.
34:46So, you know, the mountain barangays,

34:58Problema lang is that sometimes,
35:00hindi sila ganahan mo ato sa relocation site
35:02or where we offer them to live.
35:04Kaya layo man sila trabuhan.
35:07But least would masyad kaayo
35:08wak naman tayo makita sa yuta,
35:10nga barato,
35:11nga nasa sintro sa syudad sa sugbong
35:12na dito na to sila iparelocate.
35:15So, to solve that problem is duha.
35:19You provide a relocation site outside,
35:22layo sa ilang trabuhan,
35:24or the second thing that you do is
35:25look for a property within the city
35:29and go vertical.
35:32Muna ng medium-rise building,
35:33condominiums,
35:35wherein, with a small area,

35:40So, these are the two things that we are doing now,
35:43and we're giving the option to the residents.

35:53we will build 10 buildings.
35:57So, again, this is a work in progress,

36:03of resolving the housing problems
36:06here in the city of Cebu.
36:07The fifth issue, Mayor,
36:08we see this a lot in social media,
36:10crime and public safety.

37:05worth about Php 49 or Php 50 million,

37:09So, we really have to show our support.
37:11We are also giving them allowances.
37:13Gasoline,
37:14financial to everybody
37:16that is assigned here
37:17in the city of Cebu.
37:18We have to boost their morale
37:20so that they can work efficiently
37:22and effectively.
37:23So that is one of the things
37:24that we are doing.
37:25Pero ang atong clear kaayong order nila
37:27is really police visibility.
37:29Because bisag-asa ka pa doong,
37:32labi na ang mga subuano na,
37:34taga na kay kong nasugat
37:35nga city director,
37:37and they always tell me nga,
37:39uy, ang mga tao dito sa Cebu daw,
37:42kadang mahadlog pa ang polis,
37:44unlike other areas.
37:46And even us growing up,
37:47diba, mahadlog ba'tag polis?
37:49Ayg pabadlog diha,
37:50kay isumbog dikas polis,
37:52diba, even growing up,
37:53inguna na aman ta.
37:54So, muna nga,
37:55we really have to give them
37:57the proper equipment,
37:59the proper support,
38:00for them to be able to
38:01really do their job.
38:02So, balik ka sa police visibility.
38:04So, that is why
38:05ang police visibility is very important.
38:08Muna, nagsiging kong balik-balik
38:09sa atong city director nga,
38:11be more visible.
38:12So, that's why
38:13naatay eight patrol cars
38:14nga atong gidonate nila,
38:16which is roaming around,
38:18nag-blinker.
38:19And then, not only that,
38:21naatay mga outpost,
38:23mga bayintay,
38:24trying takabuk
38:24nga atong gibutangin
38:26key strategic areas.
38:27And then, very soon,
38:29we are going to donate
38:3030 mountain bikes.

39:05to achieve so many things
39:06in just 10 months,

39:12mga empleyado sa
39:15Cebu City government.
39:16So, I think,
39:17you know, I've seen
39:20the problems
39:21besetting our city.
39:22And we have already started
39:24with solutions and plans.
39:28So, I think it is important now
39:30that we make plans
39:32and we execute those plans.
39:3410 months is too short
39:35to execute those plans.
39:36And I think,
39:38to be more effective,
39:39we need several years
39:41to really change Cebu,
39:42make it progressive,
39:43make it develop,
39:45and make the lives
39:46of the Cebuanos better
39:48with our leadership.
