00:00Thank you very much, Tammy.
00:02I know the Administration has always been concerned about operational security for military
00:08actions and others, things that are classified.
00:12There has been an unprecedented, to my experience, breach of operational security by a public
00:21dissemination on signal of plans for the Houthi attacks and discussions about those plans
00:29that included in – has been confirmed by the National Security Council.
00:34These included the editor-in-chief of The Atlantic, Jeffrey Goldberg, on this signal
00:40chat over a course of several days.
00:43And we should note that Mr. Goldberg did not publicize any of the classified members, CIA
00:51people who were on this chat, nor any of the classified information on the ultimate day,
00:58two hours before the attacks took place.
01:00He thought he was being punked, that it was some sort of a trap, but eventually notified
01:08the White House about this, and the White House has confirmed that it's authentic.
01:13Secretary Rubio was part of all of these conversations.
01:16First of all, why was the cabinet secretaries and the National Security Cabinet discussing
01:23a potential military operation on signal, which is a public app?
01:30And why didn't they notice a phone number that was not part of their group?
01:35And how concerned is the Secretary about the implications of this?
01:40Well, I have two very short things to say to you.
01:44First is that we will not comment on the secretaries' deliberative conversations, and secondly,
01:52that you should contact the White House.
01:55But in this regard, this was a very extensive series of conversations involving a very important
02:04military action, and the Secretary of State is the leader of foreign policy.
02:12Shouldn't he have an opinion about this?
02:14Well, from this podium, I am not going to comment and never would I comment in any framework
02:20the secretaries' deliberative conversations in any regard.
02:23All right.
02:24All right.
02:25Yes, Daphne.
02:26I'm not – I've said it twice, and I appreciate your persistence.
02:30That's why you're who you are.
02:33But I won't be commenting on that particular framework.
02:37All right, Daphne.
02:38Go ahead.
