00:00The Justice Chief, DILG head Honcho and the controversial CIDG boss, Police Major General
00:06Nicolas Torres showed up for the expected grilling in today's Senate hearing on the
00:10former president's arrest and handover to the ICC.
00:14All three officials held their ground and maintained the former president was treated
00:18respectfully and humanely despite highly stressful situations and adverse reactions from members
00:24of Duterte's immediate family.
00:26Reporter Daniel Manalastas fills us in with more.
00:33More than a week after the arrest of former President Rodrigo Duterte because of the issuance
00:38of warrant of arrest from the International Criminal Court, the Senate conducted its investigation.
00:44Government officials heeded the call and joined forces to defend its legality before the Senators.
00:50National Security Advisor Eduardo Año denied that there is a grand conspiracy for Duterte's
00:55arrest.
00:56It was only on Tuesday morning, March 11, 2025, that I learned that there was already
01:03an Interpol red notice and that the ICC warrant of arrest would be served.
01:09There was also no intelligence operation.
01:11It is utterly unacceptable and unfair that my name is being dragged into an alleged grand
01:18conspiracy.
01:20I firmly deny any allegations of a grand conspiracy.
01:25My loyalty is always to the country, to the Constitution, and not to any person.
01:30Lawmakers along some government officials debate regarding the ICC's jurisdiction.
01:35Justice Secretary Boeing Remulia explained to Senators about this issue.
01:40As non-members of the ICC and as a state, the ICC has no jurisdiction over us as a country.
01:48But over the individuals who may have committed crimes that violate international humanitarian
01:52law.
01:53I think that is a universal value being held by the whole world today, that people can
02:00cross borders and hide behind boundaries so that they can run away from the law.
02:06International humanitarian law is something adopted.
02:08The principles are adopted by more than 150 countries throughout the world.
02:12He also denied they had talked with the ICC and the kidnapping allegations.
02:17Remulia also invoked the legal basis of the arrest.
02:21Whatever relationship we have is on an arm's length basis, meaning very transparent if

03:04Senators, meanwhile, grilled the Philippine National Police on how they served and enforced
03:08arrest warrant against the former president.
03:11The DILG, meanwhile, assured the former president was extended his right to seek legal remedy.
03:18They had their chance to seek legal remedy, as shown by the actions of their lawyers by
03:24approaching the Supreme Court.
03:27So there was no due process denied, ma'am.
03:48To make it very, very clear to them that we are already very, very serious.
03:54Senators, meanwhile, believe that Duterte should have been afforded a special act of
03:58courtesy as a former president of the Republic.
04:01Can you justify why you said that he's lying?
04:11The threat of he's lying was not towards the president, the former president.
04:17It was ensued after a heated argument between his counsel and General Tore.
04:24In no way was the former president threatened with bodily harm.
