00:00Sir, meron po kasi earlier this month to the Honorable Chairman, kumakalap na post sa Chinese
00:10social media platforms.
00:12And instead of just limiting yung discussions sa West Philippine Sea, parang expanding na
00:17po yung kanilang claim.
00:19Lately, their claim now is that, nagsasabi na ang China ay nagmamayari at na mamahala
00:25sa Palawan for a period of 1,000 years at Zheng He Island.
00:29Ito rin daw yung basis for the island to return to China.
00:33Are you aware, po, sir, of this post in relation to yung West Philippine Sea isyon natin?
00:39Mr. Chair?
00:40Yes, you're going to report to him?
00:43Yes, sir.
00:44The Philippine Coast Guard is aware of the social media post that is circulating in different
00:49social media platforms.
00:50Mr. Chair, I think the Committee Secretary, just for the information of the body, could
00:55we...
00:56Is the Committee Secretary prepared to flash this figure, one po, para lang makita natin?
01:01Let's not give it dignity, we will not play the video, but just to have... para may idea
01:06lang po ang ating mamamayan kung ano pang i-insure na rin itong post, ito po yun.
01:12Is this the same post that you're referring to, Commander Tariela?
01:14Yes, sir.
01:15Okay.
01:16So, Mr. Chair, with your permission, I wish to bring attention to this Honorable Committee
01:21these screenshots showing an individual defending China's false claims over Palawan Online.
01:26These comments were captured by the Facebook page Palawan Daily as part of efforts to debunk
01:30these false claims.
01:31This is a disturbing example of blatantly fake claims which are now spreading across
01:36the Internet.
01:37While these claims are clearly ludicrous, there is no telling how many people may believe
01:41it or what kind of effects such belief could have.
01:44What is clear, however, is that there are individuals or entities who consciously created
01:48this content, clearly aiming to undermine our national sovereignty.
01:52So as you can see po, aside po sa post na... yung sa right side po, yung lumalabas actually,
01:58parang video po sya, but then even in the comments there are people defending this.
02:02And I think it would be hard for us to determine the authenticity of these persons, Chinese
02:08nga po yung characters, that this... an issue po ng fake news in relation to the West Philippine
02:12Sea is that some of the actors are beyond our territory po, no?
02:16So that's another aspect that would add complexity to the regulation of these things.
02:22But we'll go into that po siguro with TikTok later on.
02:38ang Palawan?
02:39Well, Mr. Chair, this is the first time that I heard about this, about the social media
02:45post.
02:46That kind of claim has never been done before by the People's Republic of China.
02:50This is their new narrative right now.
02:52Ang dating narrative po nila ay simply limited to the surface features in the West Philippine
02:59Sea po, no?
03:00But never have they claimed Palawan as having their ownership?
03:03Yes, sir.
03:04At kung nakita po ninyo yung comment, kasama na rin po yung isang comment dun, kasama na
03:08rin daw yung Luzon Island na inhabited daw ng China at pagmamay-ari po nila.
03:13Is that the first time for you to hear this claim also?
03:15Yes, sir.
03:16Ano po ba... well, if this is the first time, then obviously for us walang claim, walang
03:22basis naman po yung claim.
03:24Upon hearing this po, I know this is now, ano po yung magiging reaction ng PCG in relation
03:29to this?
03:30Well, the reaction, sir, of the national government is that we asked the National Historical Commission
03:35to directly debunk such historical claim of the People's Republic of China or whoever
03:42spread that fake news or misinformation.
03:45The position of the Philippine government is saying that Palawan and the entire island
03:50of Luzon has long been part of the Philippine archipelago.
