00:00A senator will ask for a caucus or private help to discuss the impeachment of Vice President Sara Duterte.

00:15The Congress is currently recessed.
00:18But a senator believes that the Impeachment Court can convene
00:22or the people who will deal with Vice President Sara Duterte.
00:26This is a part of the legislative work of the senators.
00:30To discuss the impeachment trial, Senator Coco Pimentel will ask
00:35Senate President Chief Escudero to hold a caucus or private meeting of the senators.
00:41In the next session, they will have a caucus.

00:45If they listen to me, if they really don't like it,
00:48we will admit it to the people.
00:50It is a legitimate political issue for the people.

03:06that only one impeachment proceeding can start
03:09against an official within a year.
03:12There are already three complaints against the Vice President
03:15according to his lawyers.
03:17The actions taken by the House of Representatives
03:22in respect of the three prior impeachment complaints
03:27before it decided to finally transmit
03:30what it purports to be a verified resolution
03:35is something that is not permitted by the Constitution.
03:41Particularly that one-year bar rule.
03:45But some impeachment prosecutors said
03:48that the start of the one-year rule
03:51is not just the beginning of the complaint.
03:54The one-year ban starts when the impeachment complaint is initiated
03:59based on the Supreme Court's decision
04:02in the case of Francisco v. House of Representatives.
04:06Initiated under this Francisco case
04:09means the filing of the complaint endorsed by a congressman
04:14and referred to the Committee on Justice
04:17for proper disposition.
04:19So it is not the mere filing of a complaint
04:23that will trigger the one-year period.
04:27So for us, there was no grave abuse of discretion.
04:31There was no lack of due process.
04:33The Vice President also questioned
04:36if the Secretary General could sit down
04:39on the first three impeachment complaints.
04:41There were official reports and interviews
04:44and public pronouncements that were made by the Secretary General
04:48that supposedly these three complaints were already verified
04:52and ready for transmittal to the Speaker,
04:56but never did.
04:58And then suddenly, you see a fourth impeachment complaint
05:03that was suddenly referred to the Senate
05:07on the last day of the session.
05:09The question that we're asking respectfully,
05:13the Supreme Court to decide is whether this is permitted.
05:16The Secretary General of the House of Representatives
05:19confirmed that according to the Constitution,
05:21the fourth impeachment complaint was transmitted to the Senate.
05:25He responded to the impeachment prosecutors.
05:28This is not the first time this has happened.
05:30This happened during the time of President Erap.
05:33That's how it happened.
05:34Even though the court is not in favor,
05:36the vice president is ready to face the impeachment trial.

05:43that she's willing to face whatever charges against her,
05:49I think that didn't change anything.
05:51It doesn't mean that she filed a petition and she doesn't want to face it.
