The Philippine Coast Guard says the Hong Hai 16 sand carrier vessel capsized off the waters of Occidental Mindoro. There were 25 people on board—13 Filipino and 12 Chinese nationals. Authorities were able to rescue 14 crew members, but one Chinese national was found dead. The Coast Guard says the missing people might still be trapped in the engine room.
