00:00In cybersecurity, what are some of the biggest threats that Taiwan is facing right now?
00:05Taiwan has been facing serious cyber attacks for more than 20 years.
00:10And because of our special relationship with mainland China,
00:16we have been facing, we call it state-sponsored attacks, for a long time.
00:23And this kind of attack is usually cyber espionage.
00:27The purpose of this kind of attack is stealing information, including all the secret data,
00:33all the data from the military, from the public sectors, critical infrastructure, and also personal data.
00:40And they also usually want to take control or penetrate into critical infrastructures.
00:49So this is serious attacks in Taiwan, and we have very frequently seen this kind of attacks.
00:56How to defend Taiwan against cyber crime and cyber threats?
01:00This is the big thing.
01:02It's not easy thing for most of enterprise and public sectors.
01:06But what I can say is, besides the fundamental cybersecurity things you have to do,
01:13I think all the enterprise or public sectors need to start to be aware of the importance of cyber threat intelligence.
01:21What is the intelligence?
01:23Intelligence means that you need to try to understand your enemy.
01:27You know, usually in cyber security, you have too many things to do.
01:33You cannot finish everything like in very short time.
01:36And so in the cyber security, prioritize your security task is important.
01:43But how to prioritize?
01:44So we suggest based on the understanding of the enemy.
01:49You said just now that the best way to defend Taiwan is to know the enemy.
01:53So who is the biggest threat to Taiwan right now?
01:58I think the biggest cyber threat in Taiwan, I think the first one is still all the attackers from China.
02:06Yeah, Chinese, they are not only so many criminal groups attacking Taiwan.
02:13I think because of culture, because of language, because of, yeah, it's easier for them to ransom, right?
02:20But besides the criminal, I think Chinese government, every year they invest more and more resources to grow,
02:29to have more capability, to have more cyber weapons, to have more people doing cyber activities.
02:42So I think this has been a big threat for Taiwan for many years, but in future still.
