00:00Meanwhile, an accredited International Criminal Court or ICC lawyer has reaffirmed that the

00:05arrest of former President Rodrigo Duterte was carried out in accordance with legal procedures.

00:16Even Attorney Joel Butuyan, an International Criminal Court accredited lawyer, confirmed

00:21that the arrest of former President Rodrigo Duterte followed due process.

00:25During the Senate hearing yesterday, the lack of a court order from a Philippine court before

00:29the former president was arrested was raised.

00:32Butuyan explained that a domestic judicial authority has no power to question an arrest

00:36warrant issued by an international body such as the ICC.

00:40The only thing it can do is to identify the subject of the arrest warrant and ensure that

00:44their rights were respected.

00:46These rights were said to have been given to the former president.

00:49Butuyan also

01:19pointed out that the arrest of the former chief executive was not warrantless because

01:49the former president received a diffusion notice or a red notice when he was arrested.

02:13So whether it's a diffusion or a red notice, it doesn't matter because if the red notice

02:25is given by a shotgun to all the members of Interpol, the diffusion is usually country

02:30to country.

02:31But regardless of the terminology, Interpol is just a coordinating agency, an organization.

02:39Ang mahalaga is valid warrant of arrest yung binigay ng Interpol sa atin, no regardless

02:44of how it gave it to us.

02:46But is it still possible for the former president to return to the country?

02:49I don't think makakabalik pa siya.

02:51It's either madi-dismiss yung kaso or mabibigyan siya ng interim release na papupuntayin siya

02:55dito, which I think very, very slim.

02:58The palace, however, emphasizes that the current administration will ensure justice for the

03:02victims of the drug war.

03:04Ngayon po, nakikita po natin kung papano po magtrabaho ang administrasyon.

03:09Nagkataon lamang po siguro kaya nagkaroon po ng kaso sa ICC dahil gumaga naman po ang

03:15justisya sa ibang tao.

03:17Nagkataon lamang po siguro na yung justisya na dapat na makamit dahil sa pangyayari sa

03:23war on drugs ay hindi nakamit sa panahon ni dating Pangulong Duterte.
