While concerns over climate change prompted the Trudeau government to introduce its signature carbon tax in 2019, newly minted Prime Minister Mark Carney cut the unpopular consumer carbon tax rate to zero on Friday.
The decision effectively ended one of the Liberal party's most unpopular policies.
But as Global's David Akin reports, big industrial polluters will still have to pay.

00:00With the stroke of a pen, Prime Minister Mark Carney undid the signature environmental policy
00:08of ten years of the Trudeau government.
00:10We will be eliminating the Canada fuel charge.
00:14Carbon prices have been applied sparingly, they've been set far too low.
00:18The carbon tax had become an impossible political liability for the Liberals.
00:23Their challenge now is to convince Canadians that they really have moved on from the unpopular
00:28tax.
00:29Ultimately, folks should be very careful about getting tied to a particular tool.
00:33Ultimately, you actually are tied to the objective, which is reducing emissions.
00:38North Vancouver MP Jonathan Wilkinson has spent most of the last decade selling the
00:43consumer carbon tax, first as the parliamentary secretary to former Environment Minister
00:47Catherine McKenna, then as Environment Minister himself, and most recently as Justin Trudeau's
00:53and now Mark Carney's Energy Minister.
00:56It's also true to say that the retail price actually was a small number in terms of the
01:00amount of emissions.
01:01It's really the industrial price that drives most of it.
01:04And that reference to an industrial price on carbon, a carbon tax that big business
01:09will still pay, is what opposition Conservatives are seizing on.
01:13Very sneaky.
01:14I call it the carbon tax con job.
01:16And Conservatives point out that document Carney signed, it was all for show and has
01:20no legal standing.
01:22Well, the law hasn't been repealed.
01:24The document that was signed yesterday was a prop.
01:27It's not, it doesn't have any legal effect.
01:29This is the carbon tax law.
01:31It's in place today.
01:32Until Parliament is recalled, this carbon tax law will be the law of the land.
01:38Liberals, though, believe Carney's move Friday removes the carbon tax as a ballot box question.
01:45I think the ballot box question is pretty clear.
01:47It's going to be, you know, who in government is actually best placed to deal with Donald
01:51Trump.
01:52Well, both parties agreed that affordability will also be a key issue in the election campaign
01:58to come.
01:59And so that means that clarity on carbon pricing from all sides will also feature heavily in
02:04that campaign.

02:07Thanks, David.
