00:00Viewers would be astonished that 400 jihadists or potential terrorists can even be walking the streets of Britain.
00:06Surely it's time to jail them all.
00:08Good afternoon. Well, that's exactly what this report looks into.
00:12The Human Rights Committee has been following this so closely because of the genocide that we saw happening in Syria
00:20with Daesh fighters killing over 5,000 Yazidi minorities.
00:26And it is really important that they are held accountable for that.
00:31And that's why this report has called for more action to be done to prosecute for crimes against humanity,
00:38for genocide and for war crimes.
00:41But I do just want to be really clear.
00:43These 400 ISIS members who are over here, that happened on the previous government's watch.
00:51And we have seen, as you said, you know, only about 10 percent of them being prosecuted for terrorist offences.
00:59It isn't good enough.
01:00We need to understand why the previous government didn't act.
01:03And it's right that this government is looking at the findings of this report and will take that action.
01:08So you want to clamp down on those who are walking among us.
01:11A lot of people agree with that.
01:13What about the contentious issue, Mr Swallows, of those who left the UK to join ISIS who are still abroad?
01:19Of course, I'm talking about people like Shamima, Begum.
01:22A lot of people watching this show will think they have no right to return to the UK.
01:25What's your position on that?
01:27So, again, this report looks into that issue, looked at the power that the government does have to cancel citizenship.
01:34It rightly reflected that that is a very powerful ability that the government has
01:41and should only be used in the right circumstances.
01:45And there should be scrutiny of that.
01:46Should Shamima, Begum stay in Syria and not be allowed back?
01:50Is that your position?
01:50So we also looked at what we can do to prosecute those who have been involved in ISIS overseas.
01:57Many jurisdictions have the ability to prosecute when, frankly, these terrorists,
02:05these perpetrators of genocide aren't in the UK.
02:08And that's what we should be looking at here.
02:10It has been Sakeir Star's position in the past that Shamima, Begum, should come home and face justice on British soil.
02:16Many people disagree with that, think she surrendered her right to any British rights
02:20the moment she joined a death cult that wants to eviscerate the West from the surface of the planet.
02:27A pressure again, Mrs Swallows, should Shamima, Begum, be allowed to come back and face justice or left to rot in Syria?
02:33She should face justice, whether that is in Syria, which, you know, for me, that is the logical, practical solution.
02:41It's important that we can prosecute these terrorists wherever they are.
02:45But she could be allowed home under a Labour government?
02:48That is not the government's view.
02:50That's not the Prime Minister's view.
02:51But as I say, this report is looking into how we can make sure that we can prosecute those offenders.
02:58And look, Robert Jenrick today has been spouting all kinds of nonsense about getting tough on these ISIS criminals.
03:05It was under his watch that these 400 ISIS fighters came over here.
03:09It was under the previous government in which he was Immigration Minister.
03:12So it's all well and good him spouting off today.
03:15But what he needs to be honest about is why he didn't act and why he's left it to this government to take the action we need to do to keep our country safe.
03:24OK, well, thank you.
