00:00Let's now continue with other news, and we're going to continue with the analysis that Donald Trump marked 100 days in office.
00:06Let's now go over with all that this has meant for the U.S. and for the world with our guest, international law expert Dr. Yvonne Tellez.
00:16Welcome, Yvonne, to From the South.
00:19Thank you. Good afternoon. Thank you for the invitation.
00:21Oh, it's always our precious. Yvonne, a lot has happened in these 100 days.
00:27A lot has happened in these first 100 days that has happened.
00:30In the U.S. with all the different policies that the President Donald Trump has imposed and all the different tariffs.
00:35So we're going to talk little by little. Let's break it down by part.
00:39Let's talk about what has been his policy toward countries that do not align with the U.S. policies
00:45and do not believe in the agenda that wants to be imposed by the U.S.
00:48I'm referring to Cuba, Venezuela, Nicaragua, all these other countries.
00:52What has been his policies in these first 100 days?
00:55Okay, well, we have seen a very disruptive Donald Trump, probably worse than compared to his first term, more aggressive.
01:12In the sense, I think what we have seen is not what I think, but what we have seen is more aggressive approaches towards those non-aligned countries.
01:25But, however, I do want to make a statement where you're seeing this aggressive behavior.
01:31I'm talking about aggressive economic behavior, political behavior, non-diplomatic behavior, even with its old allies.
01:41So that means that, in a way, we're seeing a Donald Trump that is not discriminating as much as we thought that he would do.
01:50He's behaving in a very disruptive way, in a very aggressive way with his allies and with his non-alleys.
01:59However, I think he has been a little bit careful regarding, for example, some issues with Venezuela regarding the trade agreements that they have had previously.
02:22And we saw that, for example, when officials from the U.S. government came to Venezuela to have some talks when he started in office.
02:33So this shows that Donald Trump doesn't follow a unique path.
02:44Every day we're seeing very different measures, executive orders, new establishment of, abolishment of some policies and the establishment of other ones.
02:58So I think it's very difficult to follow a unique trend or a unique path regarding his behavior, because we are seeing this towards, as I said before, not just his allies, but other non-aligned countries.
03:16And I think what he's being prioritizing is just not the political part, but mainly he's focusing on the economic part.
03:28And with that, I'm talking about that he's prioritizing the economic interest that the U.S. may have under his reign or his domain, if we can say it in those words.
03:45More than those political approaches, and that can show or explain us why is he behaving this way, as I'm saying, with his friends and with his non-so-closed partners.
04:02Migration has also been a main topic on Trump's agenda in these first 100 days, with mass deportations that have been considered by many, even within the states, as illegal, the way they are being carried out.
04:17What can you tell us about these policies and what consequences are the migrant communities in the state facing due to these policies of President Trump?
04:25Well, what we're seeing is dreadful for the human rights system, because what we have achieved regarding, for example, the respect, at least in the formal part of the civil liberties, we're seeing that this has been turned down.
04:49Not just, I'm talking about not just migration policies, because we have seen those migration policies, not just in the United States, in some other countries as well.
04:58I mean, migration is always a vague issue for states.
05:01But the way that those measures have been imposed, the way that, for example, just a regular person that goes to the supermarket during the day, it's being deported, and it's not following a due process, and it's just being deported.
05:19That means that those ways are just represent a back path regarding all those social and all those right gains.
05:31What does this mean?
05:32Well, definitely not just a challenge for the normal people that face these measures, but also what we're seeing is that, in a way, a fracture in the international relations system, because we've seen how some countries have answered and have responded to those measures.
05:57For example, what happened between Colombia and the United States when he was just beginning office.
06:03So I'm talking about also countries, states trying to come along in favor of its citizens, just to restrain a little bit, at least the way that those citizens are being treated.
06:21So for the people from other countries or those migrants, what we are expecting and what we are facing and what they will be facing probably during these years in office is a serious limitation of their rights,
06:45a serious threat to the legal and judicial guarantees that they should have guaranteed, I'm sorry for that reinstatement.
06:59But I mean, those legal warranties means that they have the right for the due process, they have the right of transparency, they have the right to defend themselves against those actions,
07:12those non-legal actions, and we are seeing a limitation on those warranties as well.
07:19So I do not have an optimistic view of this, because if even what we're seeing is that probably what can restrain a little bit Trump's measures is the judicial system, the courts.
07:37We've seen that, we've seen that, we already saw it regarding that person that was deported to El Salvador.
07:44But also what we're seeing is an executive power that is not willing to complain with this legal decision, this judicial decisions.
07:54So what we can expect is just a little restraint from the judicial branch of the government.
08:03But if the executive is not willing to accept this, and if this centralization of power continues to grow,
08:14because we've seen that the administration has taken steps to weaken the independence of the institutions,
08:20the restructure of agencies and all of other things,
08:26that means that people have rights, because the measures that normal people have in order to restrain and to face these abuses are getting less and less available to them.
08:42Another topic that we must talk about is the tariffs, which is one of the latest policies in these first 100 days,
08:48the imposition of tariffs around the world, forced with this measure percentage all to different countries,
08:54and then it seemed more targeted specifically to China, even though he kept a 10% to most countries,
08:59but it seemed that the tariff war that he intended to launch from the very beginning was specifically targeting China.
09:07What impact does this have for the world as a whole, that is also affecting their own economy,
09:12but also what impact it has for the Global South for its trade?
09:15Okay. Well, those are three parts of the question.
09:20First of all, tariffs being, the way the U.S. is imposing tariffs is breaking the world commerce,
09:31because those tariffs have been agreed before.
09:35The system, the whole tariff system and the whole commercial agreements and the whole commercial system in a whole sense has already previous agreements.
09:53And that means that what he has done, and that was said, for example, I think it was the European Union who said this in the first place,
10:03is that he was breaking those commercial, international commercial rules.
10:08So that is a first very big impact because he's just changing the rules of commerce.
10:14So that has a very big impact.
10:17The other one, as you already mentioned, is those measures are inflationary.
10:24So the United States citizens are not seeing that right now, but they will definitely face it in a near future and a very close future,
10:33because those measures are just going to help grow the inflation and just life.
10:43It's going to get more expensive than the United States.
10:46So that means that definitely that is going to affect the economy,
10:50as we've already seen how the markets have responded to those measures.
10:55And related to the Global South, of course, we're going to be the ones who face the worst effects on this,
11:02because we do not have that the same agency as the biggest countries do.
11:10And I'm talking about economy.
11:11So if we don't have that agency, we don't have that big margin of action, that wide broad of action.
11:19That means that we just get, I mean, we just get in a way like suspended or engaged on the U.S. decisions
11:30because we cannot just retaliate with the same kind of actions because we tend to lose more.
11:38The way how the system and the commerce system, international commerce works.
11:43So this is not a good movement.
11:46This is not a good measure.
11:48And, of course, what we are seeing is the very aggressive measures and very responsive measures from China
11:56that is, of course, has the capital and the economic muscle to respond to the U.S. the way it is doing so,
12:06but not the rest of the world.
12:07Probably we're expecting this from the European Union, from China and from other big economies.
12:14But the rest of the world does not have this economic muscle to respond to this.
12:21So this is definitely probably going to end in a recession.
12:25Hopefully not worse than the 2008 recession that we have, but it's going to probably follow that path,
12:41a path for recession and a path for more inflation in the U.S.
12:48And the worsening, of course, of the diplomatic and the commercial relations,
12:53because also what Donald Trump is doing with those measures is affecting trust.
13:01And trust and good faith are essential values for the international system.
