13:35In the second interview, we learned that he dated her for over 20 months.
13:38He was engaged to her, and I'm getting no feeling from him?
13:44Nothing. And that tells us something.
13:48Initially, Carlos told us that he was inside the house for five minutes,
13:52and then Carlos changed it to 15 to 20 minutes.
13:56So we were getting an ever-evolving story from him.
13:59In October 2014, investigators finally get Torres' phone records,
14:08and they blow his alibi right out of the water.
14:12And all of a sudden, I see phone calls to Etter's number.
14:14415 to 505, 507.
14:19Well, hold on.
14:20Carlos said he got to Etter's house at 345.
14:23So if I'm at your house, why am I calling you?
14:28We call Etter back up.
14:34Etter goes, okay, I'll come and talk.
14:37And I looked at Etter, and I said, you lied to me.
14:40I said, now, if I want to be a real problem,
14:43I would have just got a word for your arrest and put you in Harris County Jail.
14:46But I'm not after you.
14:48I told him, I'm after the person that did this.
14:51And I showed him a picture of Alivia.
14:54And then Etter told us the story.
14:58He was asleep with his wife in his house.
15:00Got up, and saw five missed phone calls from Carlos.
15:04Picks up the phone, and Carlos tells him, I'm in trouble.
15:06I'm in trouble. I need to come over.
15:08I said, okay, so you let him over.
15:09So what happens?
15:09Well, I meet him outside like I always do.
15:12He comes up to me.
15:14He gives me a hug.
15:16And says, I killed her.
15:18Carlos lays out the whole story to him.
15:21When they get home to Alivia's house,
15:24while she's in the shower,
15:27Carlos tells Etter that he accesses Alivia's phone
15:29and sees some pictures, a text,
15:33of another male while they were broke up.
15:38An argument ensued,
15:40and Carlos strangled her to death.
15:48He told Etter to cover up his tracks.
15:51He poured bleach over her body.
15:54And he snuck out of the room via the window
15:57and ran through the backyard and to his vehicle.
16:01Another action that Etter was upset about
16:07that he told us that was damning for Carlos
16:09was that Etter found two cell phones
16:14that he was unaware of who they belonged to
16:16inside the toilet tank of his residence.
16:21He described them as a black phone and a blue phone.
16:25And we know through talking with Alivia's family
16:28that she had a baby blue phone.
16:31He also found a Canon camera,
16:34which he described as looking professional.
16:37We can only believe that that belonged to her
16:40and that Carlos had planted that camera there.
16:45Etter calls Carlos.
16:48Say, what, did you put these?
16:49Oh, yeah, yeah, yeah, I put those there
16:50and I put her camera in the garage.
16:55And Etter says, well, you better come pick them up.
16:57Carlos came over and took the items
17:00and fled with them to an unknown area.
17:04After speaking with Etter, we knew that we had our man.
17:10On December 10th, 2014,
17:13members of the Gulf Coast Violent Offenders
17:15and Fugitive Task Force
17:16were able to take Torres into custody
17:18and charge him with the murder of Alivia.
17:23HPD homicide detectives had learned
17:26that a possible sexual assault
17:28had occurred during the murder.
17:30And so they were able to enhance his murder charge
17:32to a capital murder.
17:34But it's not enough to keep Torres behind bars.
17:38Carlos's bond was raised to $200,000,
17:42but the family was able to raise enough collateral
17:45to get him out of jail.
17:48As a condition of his release,
17:50Carlos is required to wear an ankle monitor with GPS
17:53and must surrender his passport.

20:09there was plans to silence the witness.
20:12His dad's vehicle is found abandoned a few days later,
20:16but Carlos is long gone.

20:20had actually been recovered
20:21only a few blocks away
20:22from Carlos Torres' father's home.
20:24The task force,
20:26what they're able to do
20:27is utilize various technology
20:30as well as resources
20:31to locate Torres.
20:33And we were informed
20:34that he was last located
20:36right on the border of Texas
20:37and Mexico
20:38in Laredo.
20:40And at that juncture,
20:41we believe that he crossed the border.
20:46Carlos is cold.
20:48He's calculating.
20:49I have no doubt in my mind
20:51that if a female crosses him
20:53or makes him angry,
20:54he'll do it again.
20:56I always feel that
20:57somehow he'll come back
20:59and probably hurt our family.
21:01I just want him in jail.
21:04He has a way
21:05with words,
21:06with people.
21:08If he somehow

21:11and made friendships,

22:57the U.S. Congress
22:58passed the Adam Walsh
22:59Child Protection and Safety Act,
23:02named in honor
23:02of my six-year-old son Adam,
23:04who was abducted
23:05and murdered
23:06by a pedophile
23:07in 1981.
23:08The law forces sex offenders
23:11to register
23:12every time they move
23:13to a different area
23:14or state.
23:16In our next case,
23:17my son Callahan
23:18heads to Utah
23:19to track down
23:20a pedophile
23:21who's been flagrantly
23:23ignoring that law
23:24for years.
23:25And tonight,
23:26he's on the run.

23:51posted a video
23:52that he recorded
23:53from an undisclosed location.

23:57was when she was 16.

24:02but that's okay
24:02because I'm going to be able
24:03to explain that.

24:06is a rambling attempt
24:08to distort the details
24:09surrounding his conviction
24:11for sexually assaulting
24:12a minor.
24:13It was also
24:14the last time
24:15anyone has seen him.

24:18served his time
24:19for that assault,
24:20but has since violated
24:21the conditions
24:22of his release
24:23and is now wanted
24:24by the U.S. Marshals.

24:44for about six years.

24:47about Brockbrader's background?
24:49He grew up in Utah
24:50when he was
24:51in his early 20s.
24:52He was having sex
24:53with an 11-year-old girl,
24:54which was his sister-in-law,
24:57and the family
24:58was made aware,
24:58and then the Navy
24:59was made aware,
24:59and he was arrested
25:01in 1997,
25:02and in 1998,
25:04he gets convicted
25:04in military court.
25:07William Brockbrader
25:08was dishonorably discharged
25:10and sentenced
25:11to 11 years
25:12in the Naval Brig prison
25:13in Miramar,
25:15but was released
25:16after only three years
25:18for good behavior.
25:21After the three years,
25:23he gets out,
25:23and where does he go
25:24from there?
25:26When he gets out
25:27in 2001,
25:28he moves back to Utah,
25:29registered as a sex offender
25:30in Ogden, Utah,
25:31and he's bouncing
25:33between Utah
25:34and Las Vegas, Nevada.
25:36So he's there in Nevada.
25:38Is he doing regular
25:39check-ins somewhere?
25:40Once a year,
25:41you have to go
25:41to a local sheriff's office
25:42and get a new picture
25:43and fill out
25:44a complete registry,
25:45and he gets arrested
25:46eventually in 2011
25:48for failure to register
25:49in Nevada,
25:50but he beats that charge,
25:52and then sometime
25:54after 2011,
25:55he goes up to
25:56Garden Valley, Idaho.
25:58And that's when
25:59the marshals get involved
26:00because he's crossing
26:02state lines
26:02and not registering
26:03as a sex offender
26:03in the new state
26:04he's going to.
26:05That's a violation
26:06of the Adam Walsh Act.
26:08William Brockbrader
26:10was arrested again
26:11in 2012
26:12and served another
26:1330 months
26:14in federal prison
26:15in Seattle, Washington.
26:16But after his release
26:19in September 2014,
26:21he still refused
26:22to register.
26:23And in March 2015,
26:25he disappeared.

26:29that we've seen
26:29of Brockbrader
26:30was a video
26:31that he posted
26:32online himself.

26:35He's constantly
26:36trying to portray himself
26:39as this hero,
26:40this freedom fighter.

30:25and so forth
30:26and so she did that.

30:35at the kitchen table

30:38holding her hand
30:39and I said,
30:41what is troubling you?
30:44And I told her
30:45to write a letter
30:46to herself
30:47and it was just
30:49heart-wrenching
30:50to read the letter
30:53and begin to feel
30:55the pain
30:55and understand
30:57the pain
30:58that she was dealing with.

31:08about 11 years old

31:10of my father's funeral
31:11while we were dealing

32:32distant and then
32:33I think he was
32:34frequenting strip clubs
32:35and I would find
32:37like porn magazines
32:38around the house.
32:40Then he started
32:41to ask me
32:42to do things
32:43that I was
32:44not comfortable
32:45with.
32:46One of them
32:47was a threesome.

32:48response to you
32:49not wanting to

32:51with his requests?
32:52He would just
32:52throw a fit
32:53like a toddler.

34:24and sentenced

34:27paroled
34:28just three
34:29years later.

34:32was released,
