00:00Hello, welcome to From the South. I'm Luis Alberto Matos from Derezo Studios in Caracas, Venezuela.
00:18We begin with the news. Stay with us.
00:30Just hours away from the run of presidential election in Ecuador, the government announced a state of exemption for the city of Quito and seven other provinces due to increased violence.
00:45The measure went into effect on Saturday and it will continue for at least 60 days in provinces like Guayas, Los Rios, Manaví and El Oro.
00:53In recent months, Ecuador has witnessed over 1,200 violent homicides linked to armed groups that seek to control drug trafficking routes and racketeering.
01:03On Sunday, Daniel Novo and Luisa González will face off in a bid for the presidency of the country.
01:09And in Ecuador, presidential candidate Luisa González denounced the actions of the government of Daniel Novo after preventing the entry of delegations and international observers to the ballot on April 13th.
01:32González pointed out that President Daniel Novo is opposed to having the international political delegations and political observers that seek to guarantee the transparency of the electoral process,
01:44fact for which he ordered the control authorities to take measures in borders and maritime ports during the development of the second electoral round using decree 597 to block citizens of oversight and restrict rights.
01:58More than 45,000 military personnel from land, naval and air forces, including reservists, will be deployed during the elections.
02:14Let's now welcome once more our special colleague, Jorge Gestoso, who is in Ecuador to bring us all the details from Ecuador and what can we expect.
02:22Hello, Jorge. Welcome again to From the South. What can you tell us at this hour in Ecuador?
02:28At this hour, the situation is running against the clock because at seven in the morning, the polls are going to be opening and the state of exception has been decreed by President Novoa early this morning in seven provinces of the Ecuadorian territory,
02:49including the larger cities and including the larger cities and including areas where the voters are more inclined to vote for the candidate Luisa González.
03:00That is being interpreted as a resource trying to influence the voting in these areas.
03:08Supposedly the excuse is there is an increased level of insecurity and crimes rampant and therefore they want to assure that the situation is under control.
03:23The other side of the coin is, as I mentioned, the other side of the coin is, as I mentioned, that President Novoa is trying also to play that card and is going to be absolutely criticized for that.
03:33In another area, the National Electoral Council has decreed that Ecuadorians living in Venezuela are not going to be able to vote.
03:45They are not going to be able to vote because the excuse is they don't have the resources to hire all the personnel necessary to implement the voting in the country.
03:59Therefore, Ecuadorians living in several parts of Venezuela, but mostly the votes were going to be in Caracas are really protesting that decision because, again, they believe that is a way that they're trying to play the votes to eliminate the possibility that those votes go for Luisa González.
04:24In another area, the network CBS News in the US were publishing notes and they are mentioning or talking about what they call US intelligence without mentioning more than that.
04:43U.S. intelligence says that U.S. intelligence says that U.S. intelligence prefers Daniel Novoa to win the election because they quote unquote several things in common that they have with his government.
04:57And of course, along that situation and on that note, they start to discredit the candidate, his rival, we're talking about Luisa González, because they are mentioning the former president, Rafael Correa, that he has created, he has governed the country for 10 years, 2007, 2017.
05:21They call that movement, they call that movement, and they say that Luisa González is the one who inherited that Correa, but they tried to point in dirt in Korea saying that in that wire that President Correa is a friend of Russia to create fear, which is a lie.
05:47Which is a lie.
05:48Also, they say in the wire that Luisa González has been financed by President Nicolás Maduro, which is also a lie.
06:00And also they mention that President Nicolás Maduro will be also ready to help to install a military base in the territory of Ecuador that is not being precisely where they could be, the Galapagos Island or could be other places.
06:20So, they try to portray what they call the U.S. intelligence as President Novoa as a friend of the U.S. and in the case of Luisa González, someone who really is the bad situation, the bad call.
06:41It's also important to see that the reaction of what happened in Venezuela, that they do not let the Ecuadorians living in Venezuela to vote, has created repercussions all over the world because in terms of figures, we're talking about 450,000 Ecuadorians living overseas outside of the country.
07:04Not necessarily all of them are inscribed to vote, but definitely that could create an impact in the elections and that is being watched very closely in terms of if that situation is not going to be repeated in another place.
07:23Mostly the U.S. and Spain are the two countries where most of the Ecuadorians in exile live.
07:31So, we're talking about also what is going to go on the air tomorrow.
07:377 o'clock the polls open, 5 p.m. the closing of the polls and in this country by 5 p.m. the polls close and there's no extension if someone is not arriving on time.
07:52They are not waiting in line to vote. Definitely it's closed.
07:57And the National Electoral Council anticipates that by 9 p.m. they could have an irreversible trend of who could be the winner.

08:10It's also a quick question. Is there a growing concern maybe in the country that with all these decisions that are being taken this Saturday,
08:18first with the extent of inception, now with Ecuadorians abroad that cannot vote in certain countries,
08:23do you believe that people are maybe concerned that the current executive is trying to control the outcome of tomorrow's election?
08:30I hear you pretty badly, so I'm guessing what I think that I hear that I understand that you are asking me if there's concern
08:44and that situation of Ecuadorian voters living overseas cannot vote is creating concern, is creating disgust and is creating the perception that here is smelling the word that they want to pronounce it that is fraud.
09:06And they believe that even though most of the polls show the candidate Luisa Gonzalez, the challenger to win in terms of votes,
09:17the fear is that could be fraud on the air in order of president candidate Daniel Lagoa to stick on the power.

09:58Over 40 professionals and intellectuals from different areas of social sciences are taking part in this event,
10:03sharing their visions on the historical journey of Venezuelan people.

10:23But this conference has mostly hinged upon the current challenges facing the government of President Nicolás Maduro.
10:30The Argentine president, Javier Mele, announced the 23rd agreement with the International Monetary Fund,
10:42but avoided mention in the devaluation of the dollar.
10:45Surrounded by his cabinet, the president mentioned that the amount of the bailout is $42 billion.
10:50The huge amount is the result of contributions from the World Bank and the Inter-American Development Bank.
10:56It is a new debt that adds to the enormous accumulated debt.
10:59The president announced the end of the exchange rate hedged as a success,
11:03but many analysts assured that it is one more defeat for him and his Minister of Economy, Luis Caputo,
11:09who, as will be remembered, repeatedly denied the possibility of devaluation.
11:21And Panama gave more concessions to the United States after the Defense Secretary's visit this week.
11:26Our colleague, Rekha Chandramani, tells us more.
11:30The Press Secretary of Defense, Pete Hezek, visit Panama this week loaded with the same rhetoric that President Trump uses against the Panama Canal.
11:39He arrived Monday night and left Wednesday afternoon with a memorandum of understanding
11:45and an agreement with the Canal Administration for free priority passage through the Canal.
11:51We must prevent war by robustly and vigorously deterring China's threats in this hemisphere.
12:01Because we live in an era where threats are no longer limited only to physical territories,
12:06but today we face transnational actors that adapt at full speed,
12:10such as criminal organizations operating in decentralized networks and cyber threats that attack us silently.
12:17The Memorandum of Understanding made public on Thursday.
12:22Details the Defense Department and its contractors will be free to use for training, occupation, and storage three areas that were formerly military bases before the canal reversion.
12:35Today, they are renamed the Panama Pacific Airport where the Lieutenant Octavio Rodriguez Air Base is located,
12:43the Vasco Nunez de Balboa Naval Base located in the Pacific,
12:47and the Cristobal Colon Naval Air Base in the north of the country bordering the Caribbean side.
12:53In addition, they achieve expeditious and free passage,
12:57although on the Panamanian side the authorities do not see it as a concession.
13:02What was signed the day before yesterday is an operational, administrative memorandum of understanding between two defense entities,
13:10our Ministry of Security and the Ministry or the Secretary of Defense of the United States,
13:15and up to that point, where at least four versions were returned,
13:18we withdrew the concepts of permanent military presence, of military bases, of cession of territory, because that is unacceptable.
13:26We will seek a mechanism whereby warships and auxiliary vessels will have a system of compensation for services, meaning, a way to achieve cost neutrality.
13:40Meanwhile, Panamanians took the streets all these days to reject the visits, the agreements, and the virtual occupation of the Naval Air Base,
13:51which brings back the ghost of the canal enclave and opens with a stroke of a pen the wound of serenity stolen for almost a century,
14:01a wound that many thought was closed, for Telesur from Panama City.
14:08In other news, the United Nations Children's Fund denounced the increase in sexual violence against children in the Republic of the Congo during January and February 2025.
14:18The UN agency pointed out that children could represent 45% of the almost 10,000 cases of sexual violence and rape.
14:25In this sense, the studies highlight that every half hour, a girl is raped,
14:30which affirms that sexual aggression is a weapon of war and a tactic to implant terror among families and communities.
14:36UNICEF said that the reported figures could be higher due to the growing tension that exists in territory between the M23 armed group and government forces.
14:45And talks between Iranian Foreign Minister Abbas Arakshi and U.S. Presidential Envoy Steve Witkoff in Muscat, Oman,
15:01ended up with the parties agreeing to move forward in a dialogue based on respect and cooperation.
15:06At the meeting, the two countries discussed several issues, including Iran's nuclear program and the lifting of U.S. sanctions against Iran.
15:13The delegation heads agreed to continue with a constructive dialogue based on mutual respect, aimed at preserving peace between the two countries.
15:22These talks took place in the midst of diplomatic commitments by Iran and the United States in a context of growing regional tensions.
15:29And the Israeli occupation army moves forward with the forced displacement of civilians in the Gaza Strip.
15:55The Palestinian Foreign Ministry warned of the dangers facing its citizens following the new Israeli regime's evacuation orders.
16:01Thousands of families are displaced to other areas of the Gaza Strip due to the limited capacity of shelters to accommodate residents.
16:08In this regard, the diplomatic headquarters demanded an end to the aggression against innocent civilians
16:13and call on the international community to protect the Palestinian people and expose the unjustified Israeli genocide.
