00:00The next executive order relates to defense procurement.
00:09Our current defense procurement process has been criticized by many folks on both sides of the aisle
00:14as being too slow to adapt to new and changing technologies,
00:19not delivering the sorts of weapons and systems that our warfighters need
00:23in order to compete on the battlefields of the future.
00:25So with this executive order, we're going to be modernizing the procurement structure
00:30the Department of Defense uses to allow it to more quickly adapt to changing circumstances around the world.
00:36Next up, sir, we have a series of executive orders and memorandum all relating to deregulation,
00:42which has obviously been a major priority of your administration.
00:45The first of these is an executive order.
00:47The Biden administration launched what you've called a war on showers.
00:51They had certain regulations that basically killed the water pressure of showers and other water appliances.
01:01You can say it.
01:02Go ahead.
01:03What are the appliances?
01:04I mean, it's everything, sir.
01:06Sinks and toilets.
01:07Dishwashers, toilets, sinks.
01:10But the shower heads are a huge deal.
01:11There's no water.
01:12You don't get water.
01:13It's ridiculous.
01:14So with this executive order, we're effectively going to be reversing that set of regulations
01:19to ensure that Americans have choice in the consumer market.
01:22If they want a low-flow shower head, they can buy one.
01:24If they want a real-deal shower head, they should have the ability to get one.
01:28That's true.
01:29You buy a new house, you pay a lot of money, and the developers, you're not allowed to do anything more.
01:35They put restrictors on.
01:37They used to have a restrictor where you could take it out, but now they weld it in.
01:40And you take a shower or wash your hands, whatever you do, including dishwashers where no water comes out.
01:46But you wash your hands, and in my case, I like to take a nice shower to take care of my beautiful hair.
01:54I have to stand in the shower for 15 minutes until it gets wet.
01:58It comes out drip, drip, drip.
01:59It's ridiculous.
02:01And what you do is you end up washing your hands five times longer.
02:04So it's the same water.
02:06And we're going to open it up so that people can live,
02:08and we're going to hopefully have Congress approve it so it's memorialized.
02:14Okay.
02:19From shipbuilding to having a merchant marine that's capable of supporting American military efforts,
02:27really up and down the line, restoring maritime dominance has been a priority of this administration.
02:33This executive order, which was prepared primarily by your National Security Council staff and National Security Advisor Walt,
02:40has a number of very significant policy steps, all aimed at restoring American maritime dominance
02:47and ensuring that we have the shipbuilding capacity and ability to compete globally, both militarily and in the civilian space as well.
02:54And that could be a good one for Michigan, too, because we're going to be spending a lot of money on shipbuilding.
03:00We're way, way, way behind.
03:02We used to build a ship a day, and now we don't do a ship a year practically, and we have the capacity to do it.
03:08So we'll talk to you about that.
03:10Okay, Matt, think about that.
03:12That's a natural.
03:23Okay.
03:24Shipbuilding.
03:26That's a good one.
03:28Okay.
