00:00Right here at Birmingham City Council, tensions over the bin strike have spilled into public view.
00:08From political fallout to a man dressed as a rat, the city's mounting waste problem is creating chaos not only on the streets but inside the council chamber.
00:18The strike began when Unite raised concerns over the planned removal of a waste collection roll, warning it could leave workers close to minimum wage.
00:28But the council insists it made a fair offer and says no one has to lose money.
00:33Efforts to clear the backlog are underway, extra trucks are now leaving depots and thousands of tonnes of rubbish have already been removed.
00:42Street cleaning teams have also been redirected to tackle fly tipping.
00:47The council says every home should now get one collection a week but it could still take days to get on top of the mess.
00:55Inside the meeting tensions ran high.
00:58A man dressed as a rat questioned the cabinet member for environment about the rising rodent population.
01:04Lighter Eye councillor quit the Labour Party over the council's decision to charge for pest control criticising what she called a rat tax.
01:14Another council had read a message from a resident who said rats had chewed through their car wires costing nearly £300 in repairs.
01:23The situation they said needed urgent attention.
01:26The city's Conservative leader warned the council's reputation is at risk.
01:31Labour's leadership says the major incident declaration has helped speed up action but for residents still living next to bins, frustration remains.
