00:05Well, thank you much, Chairman.
00:07I just want to start by expressing my deepest sympathies and appreciation to those who are
00:13here today who lost loved ones.
00:16We just lost a Minnesotan, Wendy Jo Schaefer, in the tragic midair collision in Washington,
00:24D.C.
00:26My thoughts are with all of you, and I hope we can make this better.
00:31As Chair Cruz noted in his opening statement, there was a recent close call unrelated to
00:38Boeing involving a Delta jet that was filled with Minnesotans, including a member of my
00:45staff that came within 500 feet of a military plane.
00:52I actually talked to the DOD over the weekend, Mr. Chairman, and they have assured me this
00:58was going to be an immediate FAA investigation.
01:02From what I understand, this was not about the airline, and we have to figure out what
01:07went wrong here.
01:09So my questions of you, Mr. Orberg, thank you for being here.
01:14In your testimony, you discussed the efforts to elevate Boeing's safety and quality culture
01:20and how you have engaged workers in the process, generating 26,000 improvement ideas for employees.
01:27Could you talk about what work you have done on open communications and how are you ensuring
01:34that employees continue to speak out on issues when they see them?
01:40Thank you, Senator.
01:43The culture change and allowing people to speak up is critically important to me and
01:48I think to the success of the long term of the Boeing company.
01:52We've made significant changes in our business processes to get people, as I mentioned, closer
02:01to the people building and designing the aircraft.
02:07We've initiated a culture change process within the company, which, again, I believe culture
02:11starts with the values and behaviors at the top, the leadership.
02:16We need to walk the talk and people need to see that in the organization.
02:21We're putting those values and behaviors into our performance management system so that
02:26people are evaluated and their annual performance is determined based on how they exhibit those
02:35values and behaviors.
02:36We're putting it into our training program so that we're training our leaders.
02:41We're also making leadership selection decisions based on how do these people exhibit the behaviors
02:48in the company.

02:52You have one more thing.
02:53My experience is that once people understand what behaviors are acceptable, they tend to
03:00align to them.
03:01It's when we have a leadership that maybe is not exhibiting the behaviors that are on
03:08the poster on the wall, but not exhibiting those.
03:11People are smart.
03:12They figure out how to understand what they're really being rewarded on.
03:17We're really working to change that culture and, I think, get to a culture where people
03:23feel free to speak about issues and communicate across their teams so that we can get issues
03:29resolved quickly before they turn into bigger issues.
03:34We also have the issue of pipeline of workers.
03:37Wall Street Journal did a report on this just last year.
03:42Senator Moran and I got included in the FAA reauthorization, our bill that created a new
03:48grant program to train aircraft manufacturing technical workers.
03:54Could you talk about what you've done to make sure that we're getting in more workers and
03:59what we should be doing better on that front?
04:02Senator, we spend a lot of activity in early STEM education, supporting STEM-related activities
04:08to try to get more young students into STEM fields to support the work that we need.
04:17Our workforce is relatively stable right now, which is good.
04:22I think we came out of COVID and had significant workforce demand.
04:28We've been through that.
04:29Our focus right now is on training and ensuring the people that we've brought in are effective
04:36and efficient in what they're doing.
04:39Just one last question.
04:40Following the Alaska Airlines flight 1282, the door blowout, can you walk through what
04:47the enhanced oversight, because since then you've been under this enhanced oversight,
04:51walk through it very quickly compared to the previous FAA oversight?
04:58There's additional formal inspections being done at Boeing.
05:02There's more formal inspections being done at Wichita.
05:05Every door, whether it's a door plug or an active door, is going through additional inspection
05:12to make sure there's no workmanship errors that would require rework at a later date
05:17in our production facility.
05:19As I said, we're seeing very good improvement in the overall quality of the fuselages and
05:26particularly around any door-related issues.
05:29We've added significant amount of inspection.
