00:00My fellow New Yorkers, like so many of you, I grew up in a city that failed my family.
00:08My mother raised six children on her own, working three jobs, yet even when her hard
00:16work was met with injustice and indignity, she soldiered on.
00:22She believed in New York.
00:25She taught me that you can never do wrong by doing right.
00:30That resilient spirit is the essence of New York, and her example and the grit of everyday
00:36New Yorkers is what inspired me to public service and what gives me strength today.
00:44It's a simple truth.
00:45New Yorkers are strong, and they deserve strong leadership.
00:50And when New Yorkers worry about their bills at the kitchen table or feeling safe on the
00:56subway platform, they don't expect a political party to help.
01:01They want leadership from a person who understands their struggle and their story.
01:08There isn't a liberal or conservative way to fix New York, but there is a right way
01:13and a wrong way.
01:15And true leaders don't just know the right path.
01:18They have the guts to take it.
01:22I've always put New York's people before politics and party, and I always will.
01:28Some leaders choose rhetoric over results and fail to make working people their North Star.
01:34But the values of a working class base, pro-public safety, pro-worker, pro-quality of life, are
01:42still there, standing strong, even if many who share them have left the party.
01:50Those are my values, New York's values, and I will always fight for them.
01:56I had hoped to fight for them again in a Democratic primary for mayor, and more than 25,000
02:03New Yorkers signed my Democratic primary petition.
02:07But the dismissal, the bogus case against me dragged on too long, making it impossible
02:13to mount a primary campaign while these false accusations were held over me.
02:20But I'm not a quitter.
02:21I'm a New Yorker.
02:24And that is why today, though I am still a Democrat, I am announcing that I will forego
02:31the Democratic primary for mayor and appeal directly to all New Yorkers as an independent
02:37candidate in the general election.
02:40I firmly believe that this city is better served by truly independent leadership, not
02:47leaders pulled at by the extremists on the far left or the far right, but instead those
02:54rooted in the common middle, the place where the vast majority of New Yorkers are firmly
03:00planted.
03:05I know that the accusations leveled against me may have shaken your confidence in me,
03:13and that you may rightly have questions about my conduct.
03:17And let me be clear, although the charges against me were false, I trusted people I
03:24should not have.
03:26And I regret that.
03:28But the issues I face are nothing compared to yours.
03:32Rising costs, public safety concerns, deep concerns about the future.
03:39All the candidates in this race will tell you that they have solutions to all that.
03:45You should hear them out.
03:47But you should also ask them where they were and what they did over the last four years
03:55to address those concerns before they were running for mayor.
04:01Some were advocating against more police, even if they are for them now.
04:06Some were fighting the pro-growth strategies of our administration.
04:10Some even sought to limit housing production.
04:15Some voted to give more of your tax dollars to other cities and towns in this state while
04:21refusing to change laws that let dangerous criminals run wild on our streets.
04:29And some sat at home and did absolutely nothing.
04:34I humbly put my record up against any of these other candidates.
04:39While they were playing politics or sitting on a couch, my administration was building
04:44record levels of housing, driving down crime, distributing $30 billion in benefits to low
04:51and middle-income New Yorkers, and creating the most jobs ever in our city's history.
05:00As Mayor Lindsey said, when he successfully ran as an independent candidate for mayor,
05:06I had made mistakes.
05:08And I am saying to you, my fellow New Yorkers, so did I.
05:13But it was not a mistake to invest more in housing than any other mayor.
05:19It wasn't a mistake to put a cop on every train.
05:22It wasn't a mistake to increase the value of housing vouchers and earn income tax credit
05:28to the highest levels ever.
05:32And it wasn't a mistake to put politics aside, defy my party when needed, and speak with
05:39the voice of working New Yorkers.
05:43Ultimately, it will be up to you who runs this city for the next four years.
05:49As someone who has always fought for you and who is accountable to only you, I hope I can
05:56earn your vote.
05:58God bless you, New York, and God bless the great city that we live in.
