01:09It was his first appearance at a Senate hearing since Duterte's arrest on March 11.
01:26ICC prosecution reports have repeatedly named de la Rosa and Duterte as co-perpetrators
01:31of a state-sanctioned policy of killing.
01:33The U.S. Congress has not yet passed legislation that would sanction ICC officials, but Trump
01:38in February signed an executive order with the same effect.
01:41Officially, the order reads,
01:43The United States unequivocally opposes and expects our allies to oppose any ICC actions
01:48against the United States, Israel, or any other ally of the United States that has not
01:52consented to ICC jurisdiction.
01:56International human rights lawyers are concerned that the order's vague wording could extend
01:59to Filipinos due to the Philippines being a major U.S. ally and no longer an ICC member.
02:05Asked if he has actually talked to a U.S. official to pursue the sanctions, de la Rosa
02:09said,

02:11Meantime, de la Rosa says he will try to apply for a Schengen visa to visit Duterte in The
02:15Hague.
02:18Senate President Cheese Escudero says if the 1987 Constitution intended for the impeachment
02:23process to begin immediately, the framers would have written,
02:26This, in response to 1986 Philippine Constitutional Commission member Christian Monsod, who said
02:33it was shallow for Escudero to ask for more time to prepare for the impeachment trial
02:37of Vice President Sara Duterte.
02:55Article 11, Section 3.4 states that,
02:58Trial by the Senate shall forthwith proceed once the House of Representatives sends the
03:01verified articles of impeachment.
03:11Escudero's proposed schedule indicates the start of the trial will be on July 30, when
03:15the next Congress starts.
03:19Malacanang downplays China's safety reminder to the citizens traveling to the Philippines,
03:23saying,
03:24All are welcome to the Philippines, except, of course, those who commit crimes.
03:39On April 1, the Chinese Embassy in Manila issued a consular notice to its citizens in
03:43Chinese.
03:44Hours after Castro's briefing, the embassy then made public an official English translation
03:49of its notice.
03:50The Chinese embassy pointed out Chinese citizens and businesses face higher security risks
03:54and harassment concerns.
03:56It also highlighted the frequent occurrence of political assemblies.
04:00Palace Undersecretary Clarissa Castro made no mention of the embassy's reasons but noted
04:04a crackdown on Philippine offshore gaming operators, which Castro noted involved mostly
04:08Chinese nationals.
04:19In the first quarter of 2025, the Philippines arrested Chinese nationals suspected of espionage
04:23operations in the country.
04:27President Donald Trump says he would impose a 10 percent baseline tariff on all imports
04:31to the United States and higher duties in many countries, including major trading partners.
04:36The 10 percent baseline tariff will start on Saturday.
04:40This move would create new barriers for the world's largest consumer economy, reversing
04:43decades of trade liberalization.
04:46Other countries are expected to retaliate, potentially leading to higher prices for products
04:50like bicycles and wine.
04:53Chinese imports will face a 34 percent tariff on top of the 20 percent already imposed,
04:57making the new total levy 54 percent.
05:00Even close U.S. allies are also affected, including the European Union with a 20 percent
05:05tariff and Japan with 24 percent.
05:07A White House official speaking anonymously says the higher penalties will begin on April
05:119 and apply to about 60 countries.
05:15Trump claims the new tariffs will boost manufacturing jobs at home.
05:19Economists warn that tariffs could slow down the global economy, increase recession risks,

05:26The Bureau of Immigration arrests controversial Russian YouTuber Vitaly Zdorovetsky, who is
05:31now facing deportation after his viral video harassing Filipinos in Bonifacio Global City
05:36sparked public outrage.
05:38BI Intelligence Division Chief Fortunato Manahan Jr. confirms the arrest, saying Zdorovetsky
05:43was considered a quote, "...undesirable foreign national because of his disruptive
05:47behavior in the video titled, Disturbing the Peace in the Philippines."
05:51BGC Management confirmed on Wednesday, April 2, they were working with authorities to handle
05:56the incident and were taking legal action against him.
05:59Immigration Commissioner Joel Anthony Villado says that while the Philippines is known for
06:03its hospitality, foreign visitors must respect local customs and follow the law.
06:08The Russian YouTuber is famous for his controversial stunts and has over 10 million YouTube subscribers.
06:14He was arrested in 2016 for climbing the Hollywood sign and jailed in 2020 for scaling the Pyramids
06:19of Giza.
