00:00U.S. Secretary of State Marco Rubio says the United States has prioritized defense and
00:07now expects its partners to do the same.
00:11Rubio spoke ahead of a joint meeting of NATO foreign ministers, having arrived in Brussels
00:17just a day after Trump announced sweeping global tariffs on exports to the U.S.
00:24So we do want to leave here with an understanding that we are on a pathway, a realistic pathway
00:28to every single one of the members' committee and fulfilling a promise to reach up to five
00:33percent of spending.
00:35Trump's presidency has marked a shift in global relations, with European allies increasingly
00:41concerned by his readiness to improve U.S. ties with Russia, which sees NATO as a threat.
00:49This unease has been deepened by recent White House insults directed at NATO allies Canada
00:55and Denmark, along with a warning from U.S. Defense Secretary Pete Hegseth that U.S. security
01:01priorities lie elsewhere, namely in Asia and on the U.S.'s own border.
01:09As a result, European governments are developing plans to assume more responsibility for their
01:15own security, with hopes of preventing a vacuum if U.S. troops and equipment are withdrawn.
01:22Rubio stated, however, that Trump is not against NATO, but he is against a NATO that
01:28does not have the capabilities it needs to fulfill its obligations.
