00:00After the declaration of dry season in the country, what are the expected effects of this on the energy sector or on our power supply?
00:08Let's find out from the Department of Energy Assistant Secretary Mario Maracigan.
00:13Good afternoon, ASEC.
00:16Good afternoon, ASEC Wing and ASEC Joey, especially to our listeners.
00:22Sir, now that the dry season has started, how is the capacity of our power plants?
00:28As of now, our power supply is sufficient and we do not expect to have a shortage when it comes to providing power.
00:42I think we will continue to produce energy by simulating various situations so that we can meet our needs,
00:55especially when the heat or the sun enters.
00:59We are also preparing for the upcoming election on May 12.
01:07That's why we are doing our best to ensure that our power supply is sufficient and we will not have problems.
01:19ASEC Mario, when was the maintenance shutdown of some of our energy facilities?
01:25How is it now? Is it possible to experience the yellow alert status of the ozone grid this April and next month?
01:33The temporary shutdown of one of our liquefied natural gas facilities is part of our preparation for the upcoming elections.
01:48The purpose of closing our two power plants is not because our plants are different.
01:57If not, it provides a way for us to have and enter the service of what we call onshore gas storage facility.
02:08At present, we rely on floating storage.
02:13This is a component of our liquefied natural gas facilities that was built by Linseed Power Corporation.
02:25This is a supply of natural gas.
02:28We need to run Unit 1 to increase the capacity that will be available for our plants.
02:38We are aiming for that at present.
02:42From P1,300 is what our plant will provide from the natural gas to the supply of Linseed.
02:52From P1,300, because we started using Unit 1 of their storage facility, it became P1,350.
03:02At the beginning of May, especially on May 15, we expect that it will increase.
03:10It will be 2,500 megawatts that our gas can supply to run our plant, which is run by Excellent Energy Corporation and our so-called Ilihan Power Facilities.
03:30You mentioned earlier that there will be no problem.
03:33But around May last year, during the El Nino, we heard various alert statuses.
03:40There was yellow, there was red.
03:42So what are these alerts and can we experience them this year even though you said that there are no problems so far?
03:52In our simulations, we do not rule out the possibility or the situation that we will have a yellow or red alert.
04:02But it is good to say and explain to everyone that if there is a yellow alert, we do not need to have a brown out.
04:11What I mean is that we will have a reduction in our reserves.
04:17When it comes to a red alert, we need to run other plants or make mitigating measures.
04:26Where? That is what we are preparing for now, such as activating our so-called Interruptible Load Program.
04:35Where? Our industrial and commercial facilities that have their own generating facilities.
04:45If we have a red alert, they can use their own plants so that the electricity that our line will provide will go to the other parts of our service.
05:01Through that, we will avoid having a rotational brown out if ever we have a red alert.
05:12What we are saying is that even if we cannot avoid it, our contingency and mitigating measures are prepared so that we can avoid the so-called brown out.
05:25So it does not mean that even if we have a yellow or red alert, we already have a brown out.
05:31So Sec, the target of the DOE is to deploy more than 7,000 electric vehicle charging stations across the country by 2028. How will this be implemented?
05:43That is what we are preparing for now. We are changing the rules and regulations. We are doing it quickly.
05:53We are also implementing the standards in the public consultation so that our so-called electric vehicle infrastructures will be clearer and faster.
06:07So basically, those are our charging stations.
06:12If we have a formal case, we are hoping that more people will be able to participate and participate in the construction of electric vehicle charging stations.
06:29Sir, will this be the expansion of our charging stations to other parts of the country under the leadership of President Ferdinand R. Marcos Jr.,
06:36where half of the vehicles in the country are e-vehicles by 2040?
06:43You are right, Sec. At the moment, our target is to reach 10 percent first.
06:53But our ambition by 2040 is to have a repleting that as much as 50 percent of our transportation will be under the electric vehicle concept,
07:06especially since we have more needs in public transportation, including three-wheelers, four-wheelers and our railway system.
07:18We will be able to accelerate not only the implementation of the electric vehicle program,
07:27but we will also be able to improve the traffic flow because our public transportation will be more open.
07:36Sir, according to the expectation, it is possible to experience a high heat index this dry season.
07:42What are your expectations on the effect of this on the supply of our electricity?
07:47Thank you very much, Mr. Queng.
07:49Because we have already included the advice of our Department of Science and Technology, especially from Pagasa,
07:58their policy on increasing the temperature in our country.
08:03We have included that in our simulation wherein instead of relying on our peak demand forecast,
08:13we are now adding the effect of a hot environment.
08:19That is why we have increased the amount of our peak demand projection so that our supply can be replenished.
08:28Sir, you mentioned earlier that you are preparing for the May 2025 midterm elections.
08:35What steps will the government take to ensure that electricity will not be cut off, especially in polling stations?
08:45Thank you very much for asking that question.
08:49At the moment, we have activated what we call the Energy Task Force on Elections.
08:59It is like what we call the Energy Resiliency Task Force,
09:04wherein we have had two meetings with the Commission on Elections
09:11to prepare the places and facilities that we will need during the elections.
09:19We have also given our advice to all our stakeholders in the power industry on what we should do now.
09:30It is included in our law that no preventive or repair and maintenance program will be conducted
09:38at least one week before and one week after the election.
09:42It is also included in our law that all our power plants should be ready to provide to the full capacity of their plants.
09:53It is also included in our transmission and distribution system.
09:57We have issued a law that they should be inspecting their lines of power by now.
10:05So that when the election comes, we are ready and 100 percent ready for all our needs.
10:14In places that need contingency or redundancy of power supply,
10:19we are also identifying those locations where we will be ready.
10:25If not for the emergency solar lamps, we have already prepared the generating facilities.
10:31Sir, how can the public or every community help in saving energy during this hot season?
10:39Thank you very much ASEC because that is what we always call for.
10:44In the new Philippines, we should all be united and help each other with our consumers.
10:54We are encouraging them to be united in observing what we call energy efficiency and conservation program.
11:04It is not necessary to save energy.
11:08What we need is the efficient use of electricity.
11:12We will only use electricity when we need it.
11:16We have a lot of information and guidance on how we can save energy.
11:26In the end, we have a premium for that because we can reduce our consumption of electricity
11:33if we can reduce our consumption of electricity.
11:37In one way, we can save energy.
11:40That's right. Thank you very much for sharing the information.
11:44Department of Energy Assistant Secretary Mario Maracigan. Thank you sir.
11:49Thank you very much also Ms. Gwen and ASEC Joey. Long live to you.
