00:06I am really grateful, Mr. President, grateful you're in the chair, and I'm grateful to be
00:12able to rise right now and speak.
00:18In just 71 days, the President of the United States has inflicted so much harm on Americans'
00:24safety, financial stability, the core foundations of our democracy, and even our aspirations
00:35as a people for, from our highest offices, a sense of common decency.
00:42These are not normal times in America, and they should not be treated as such.
00:56John Lewis, so many heroes before us would say that this is the time to stand up, to
01:02speak up.
01:03This is the time to get in some good trouble, to get into necessary trouble.
01:10I can't allow this body to continue without doing something different, speaking out.
01:18The threats to American people and American democracy are grave and urgent, and we all
01:23must do more.
01:24We all must do more against them.
01:27But those 10 words, if it is to be, it is up to me.
01:30All of us have to think of those 10 words, 10 two-letter words, if it is to be, if it
01:34is up to me, because I believe generations from now will look back at this moment and
01:40have a single question.
01:44Where were you?
01:48Where were you when our country was in crisis and when American people were asking for help,
01:57help me, help me?
02:01Did we speak up?
02:02When 73 million American seniors who rely on Social Security were to have that promise
02:13mocked, attacked, and then to have the services undermined, to be told that there will be
02:24no one there to answer if you call for help?
02:27When our seniors became afraid and worried and panicked because of the menacing words
02:33of their president, of the most wealthy person in the world, of cabinet secretaries, did
02:39we speak up?
02:43When the American economy in 71 days, 71 days, has been upended, when prices at the grocery
02:51store were skyrocketing and the stock market was plunging, when pension funds, 401ks, were
02:57going down, when Americans were hurting and looking up, where the resounding answer to
03:03this question was no.
03:05Are you better off economically than you were 71 days ago?
03:13Where were you?
03:16Again, this whole speech is because, Chuck, because Senator Schumer, business as usual
03:24in this place, when that kind of threat is happening, when the stories that I read, I
03:30had to struggle through, we should be doing hearings.
03:35We should be bringing in people.
03:37I know the values that we share on both sides of the aisle.
03:41How could we be so abjectly cruel, and why, to push through a tax break plan that families
03:49in the neighborhood I live in won't see benefits?
03:54I thank my colleague for his strength, his courage, his effectiveness in letting the
03:59American people know how badly this upcoming bill will affect them if our Republican colleagues
04:06insist on passing it, and thank him and yield the floor back to him.
