02:50So let's get started with our top focus here on Super 6.
02:53The Vax Amendment Bill.
02:55It will be tabled tomorrow in the Lok Sabha.
02:57And expect political fireworks as the BJP is pushing for the bill to be passed tomorrow after voting.
03:03They have limited time in the Lok Sabha and Rajya Sabha.
03:06Considering that this session comes to an end in just two days from now on April 4th.
03:10So tomorrow is the Lok Sabha test, the day after that is the Rajya Sabha test.
03:14But quite honestly, numbers aren't really a concern for the BJP, especially in the Lok Sabha.
03:19The opposition vociferously has spoken out over this bill.
03:23So it will make essentially for a very interesting debate starting off 12 pm tomorrow.
03:28Union Minister Kiran Rajiju who will be tabling that bill tomorrow as the Minority Affairs Minister
03:33has expressed confidence that the NDA will vote as one in favour of the bill.
03:38He's also listed out the details of what really you can expect during the debate starting 12 noon.
03:45Now the BJP has been rallying as much support as they can for the bill.
03:49The speaker list will be finalised shortly.
03:52But listen in first to what Rajiju had to say.
04:08Don't make an excuse to walk out.
04:12Speak out openly about what has been decided.
04:15We want to listen and we are ready to respond to each and every point, each and every section.
04:38The BJP must get sufficient time and proper time to discuss and speak on the matter, on the subject.
04:49So Kiran Rajiju, they're clearly saying that the opposition will get enough time
04:53for a constructive discussion and a debate in Parliament.
04:56Now like I said, the speaker list is yet to be finalised.
04:59But the party reportedly, the BJP has conveyed to its MPs
05:03that the focus mustn't be on all of the ugly political bickering in the back and forth
05:07but on the finer details of the bill.
05:09As they aim to essentially spread their word or arm their message on the bill
05:13that it isn't to target one religion or one community.
05:16In the face of the opposition going on, opposing this bill,
05:20making it clear that they believe it's anti-Islam,
05:23the BJP is trying to kind of set their record straight on why they've brought this reform.
05:38After independence, in history, mosques have only been used for worship, never for politics.
05:47But the All India Muslim Personal Law Board has made this holy month of Ramadan
05:53a place for politics and has appealed to people to talk about the black belt.
06:00So it's clear that the All India Muslim Personal Law Board
06:06is trying to mislead people, to spread lies,
06:12and to create an atmosphere in the whole country
06:17that will cause unrest or instability.
06:21Every good deed is opposed.
06:27Similarly, this is happening with the Waqf-e-Sansudhan Bill.
06:32But I would like to ask the people who are protesting,
06:37if they have done anything through the Waqf-e-Sansudhan Bill that is of welfare.
06:43Forget about the society, if they have done anything for the welfare of the Muslim community.
06:54These are the pits of personal selfishness.
06:59These are the pits of personal selfishness for a few people.
07:04It is a means of forcibly occupying any government property.
07:10And reform is the demand of this time.
07:14Every reform is opposed.
07:17But according to the country, time and situation, we should be ready for such a reform.
07:24And I think that the Muslim community will also benefit from this.
07:29And because of this, many times, the legal system is in trouble.
07:34People will also get freedom from that.
07:37We are misleading people.
07:40We are not talking about taking back someone's property.
07:44I have said this incident before.
07:47Just to add this into my constituency,
07:52a Muslim person's property has been bought after 60 years of Waqf-e-Sansudhan.
08:02At the time of Chalukya,
08:05means at the time of 17th-18th century,
08:09the temple that was built,
08:11that temple has become Waqf.
08:14We are talking about the confusion that is being created because of this.
08:44We are against the Waqf vote.
08:58Because the BJP wants to occupy every place.
09:02The BJP wants to take control of every place.
09:05What the BJP can make people say,
09:08what they can make people do,
09:10this is the wonder of the BJP.
09:12The name of Uttar Pradesh is also connected to that of Uttarakhand.
09:15In democracy, we can fight.
09:17We will fight here as well.
09:18We will fight in the court after this.
09:20This is completely unconstitutional.
09:22The constitution cannot be overlapped on any line.
09:25And it is being overlapped directly.
09:27And the protection that the constitution has given us,
09:29of religious independence, is being bulldozed on that.
09:32Who is this Chishti?
09:34He is a government servant.
09:36He takes 2 crore rupees from the Dargah.
09:39He does not believe in the Muslim community.
09:41He is a Dalal of the BJP.
09:43He is a Dalal of the BJP.
09:45The government of India,
09:48which is being supported by Chandra Babu Naidu, Nitish Kumar,
09:51Chirag Paswan and Jain Chaudhary,
09:54this Waqf Bill is unconstitutional.
09:57This Waqf Bill is a grave violation of Articles 14, 25, 26 and 29.
10:06This is not a Waqf Bill.
10:08This is a Waqf Bill.
10:10They should see that,
10:12they are supporting it,
10:14but when you go to the people after 5 years,
10:18what answer will you give them?
10:20Now there is the election in Bihar.
10:22So this is unconstitutional.
10:23Understand one thing.
10:25The government is taking out Waqf by user.
10:27In Hindu religion,
10:29mud by user,
10:31temple by user is allowed.
10:33So why are you not allowing it here?
10:35In Hindu endowment board,
10:37no one can become a non-Hindu member.
10:39So why are you making a non-Muslim here?
11:06Now at this point,
11:08considering that the Waqf Amendment Bill
11:10isn't really a constitutional amendment,
11:12it doesn't really need a massive majority.
11:14Simple majority is enough.
11:16And so if you look at these particular numbers,
11:18seems fairly simple for the NDA to sail through.
11:20Even if you minus let's say a TDP or a JDU,
11:23right now they seem on board,
11:25but even if by any chance they choose to abstain in the voting,
11:28even then the NDA has the numbers comfortably on their side.
11:32So right now it's just posturing by the India block.
11:34They pass this particular test of the Lok Sabha easily
11:38because the number they need is 271.
11:41And so with this number,
11:43you will see in fact,
11:45no problems whatsoever for the BJP
11:47to ensure the passage of the Waqf Bill in Lok Sabha.
11:49What about the Rajya Sabha?
11:51And let's talk about that.
11:53That's where there could be a bit of a challenge for the government,
11:55not really a multi-one.
11:56Because again here,
11:57with the NDA at 125,
11:59the India block at 88,
12:02there are others at 23
12:04who perhaps also will play a crucial role
12:07in which way this will go in the Rajya Sabha.
12:09But considering again it's a simple majority at about 117
12:12that really the government needs,
12:14118 essentially that the government needs,
12:17it should be easily doable for the NDA government.
12:20There are some parties like the BJD
12:22still sitting on the fence
12:24and the NDA will be counting on getting them on board as well
12:27to kind of boost their numbers in parliament,
12:30particularly in the Rajya Sabha.
12:32Now what's important to highlight here right now
12:35is the fact that the BJP,
12:37forget the India block,
12:38the BJP has had a tough time
12:40actually convincing their own allies.
12:42Still a few hours ago there were questions
12:44on whether the TDP and the JDU allies of the BJP
12:48would be voting for the Waqf Bill or not.
12:50Now they will be voting for the Bill is what we hear.
12:53What did it take to get the two parties on board?
12:55Chandra Babu Naidu, Nitish Kumar,
12:57both of course wanted to ensure
12:59that their Muslim vote bank doesn't get affected,
13:01dented because of this Waqf Amendment Bill.
13:03So they put forth a number of demands
13:05and we'll break those down for you.
13:06First, they said that in the Waqf Amendment Bill
13:09the collector cannot be the final authority
13:11but rather there should be a higher official
13:13appointed by the state government
13:15who will be the final authority.
13:16That demand has been met.
13:18It's reflected in the Bill also
13:20that we've managed to catch and access here on India Today.
13:24Second, they said that there should be no retrospective action
13:27in the sense that the Waqf Amendment Bill
13:29once passed by Parliament will come into effect.
13:32So past Waqf property remains Waqf property.
13:35What they want is that in future Waqf property
13:38you go ahead and impose the new Act, the new Bill
13:41but not retrospectively.
13:43That demand has been met too.
13:44It's been confirmed that that is very much a part of the Bill
13:47that only going forward you will see action
13:49based on the amendments.
13:51Increase the six-month deadline for registration of property.
13:55The Bill mandated within six months
13:57all property that the Waqf Board claims
13:59should be registered with the government.
14:01That demand has been met in the sense that
14:03the TDP and JDU said extend that deadline.
14:06Ensure the Waqf Board has an option in some cases
14:09to take more time than just six months.
14:11So that's something they've agreed to.
14:13Now besides that, land is a state subject
14:15so states must have final say.
14:17This was a demand that the JDU put forth
14:19that's been agreed to.
14:20And final one that you see on your screens
14:23in existing mosques, Muslim worship sites.
14:25Taking forward no retrospective action.
14:28This demand was put forth both by the TDP and the JDU.
14:31That too is something that the government, the BJP
14:33has agreed to and that's how the JDU and TDP
14:37are on board.
14:39Will they choose to abstain?
14:40Will they choose to vote for the Bill in the Lok Sabha
14:43and Rajya Sabha?
14:44There's breaking news coming in on that.
14:53So top TDP sources telling us right now
14:57that a decision, a final decision
15:00of what exactly the Telugu Desam Party will do
15:03on the Waqf Bill is yet to be taken.
15:06Deliberations are still on.
15:08There were three amendments which I listed out
15:10for you just moments ago
15:12which the TDP put out has now been accepted.
15:16It's now been accepted and adopted in the draft Bill.
15:20So essentially, whatever demands the TDP has put forth
15:23it's been met by the BJP
15:25which has therefore led to questions about
15:28whether the TDP finally now will be on board.
15:31Let's also get your reaction from Jagdambika Pal
15:34who is the Chairman of the JPC,
15:36the Joint Parliamentary Committee that looked into this Bill.
15:42Mr. Pal, tell us whether it's the TDP or the JDU
15:46both have agreed that their complaints
15:50or reservations have been corrected in this amended Bill.
15:54So did the JPC pay special attention to all this?
15:58Look, whether it's the Vipakshok Congress
16:02or the DMK or the Timur Congress
16:05they are continuously trying to harm us.
16:08We have addressed their issues as well.
16:12But they want to do politics in this country
16:15with the help of this Bill.
16:17That's why Imran Masood,
16:19the head of the Sajjada Dasein,
16:21the Dargah of Ahmed Sadiq
16:23is being called a traitor.
16:25The way he is abusing us,
16:27Rahul Gandhi, the Congress Party,
16:29will have to bear the consequences.
16:31Whether it's the JDU
16:33or the Naidu Party
16:35or Chirag Paswan
16:37all the members of the Parliament
16:39are related to the JPC.
16:41And all their issues
16:43have been addressed
16:45in our meetings
16:47at the same time.
16:49All the concerns have been addressed.
16:51All of them have been included?
16:53And when the vote has been done
16:55class by class
16:57we have all voted together.
16:59Everyone is satisfied.
17:01We are still seeing the beautiful dreams of Mughal-e-Nilal
17:03that the JDU doesn't support
17:05or the Naidu Party doesn't support.
17:07The government is bringing in
17:09poor Muslims,
17:11non-Muslims,
17:13widows,
17:15orphans,
17:17what is the benefit
17:19to the poor?
17:21But there are three big policies
17:23that have come into the bill.
17:25One is that the retrospective of the user
17:27will not be used.
17:29There will be a higher authority than the collector.
17:31And there will be time for digital uploading
17:33which is required by the TDP.
17:35Has this been included in the bill?
17:37Yes, it has been included.
17:39There was an amendment in the tribunal
17:41that there will be two people.
17:43We have included an Islamic scholar
17:45in it.
17:47If a tribunal decision is not made
17:49then there will be an Islamic scholar
17:51in it.
17:53Tomorrow when the bill comes
17:55you will see that
17:57if they don't want to do politics
17:59then this bill
18:01will be better
18:03for non-Muslims.
18:33The original August 2024 bill
18:35had in fact mandated
18:37that every property dedicated to Waqf
18:39must be registered within six months.
18:41The JPC's amendment is flexibility
18:43in that timeline.
18:45So the Waqf tribunal can actually extend the deadline
18:47not in all cases but in some cases.
18:49Now one of the most
18:51controversial aspects of the
18:53original 2024 bill was
18:55the enhanced role given to district collectors
18:57in actually determining whether properties
18:59claimed as Waqf were
19:01government properties.
19:03Now based on the JPC recommendation
19:05that changes a bit. It's been tweaked.
19:07So it's not collectors but a most senior
19:09designated government officer
19:11chosen by the state government
19:13will decide on properties.
19:15This is one of the demands put forth by the TDP
19:17based on which that change has been made.
19:19The other big change is in the
19:21composition of the Waqf.
19:23The original 2024 bill mandated
19:25for a non-Muslim chief executive officer
19:27and at least two non-Muslim
19:29members to be appointed by the state government
19:31to essentially change the Waqf board's
19:33composition of only having Muslim members.
19:35So the JPC hasn't really
19:37changed the non-Muslim member
19:39bit so there will be two non-Muslim
19:41members but also
19:43mandatory to have a member
19:45with knowledge of the Muslim law.
19:47Essentially to ensure that the Waqf
19:49board still has members
19:51who know full well about Muslim
19:53jurisprudence and there's no challenge
19:55on that front. This is what the bill
19:57looks like. This is where there are a
19:59few tweaks that have been made based
20:01on recommendations of members
20:03of the JPC. So it's this version
20:05with the JPC changes that will
20:07be tabled tomorrow. Let's get you more
20:09breaking news coming in on what to expect tomorrow.
20:19Home Minister Amit Shah will also
20:21be intervening on the Waqf amendment
20:23bill tomorrow. The BJP has been
20:25allotted 4 hours to discuss
20:27the bill. The NDA a total
20:29of 4 hours 40 minutes.
20:31So of that 4 hours 40 minutes
20:334 hours will go, the majority chunk
20:35as expected will go to the BJP.
20:37Other allies will get about 40 minutes
20:39to speak. Union Minister
20:41Kiran Rajiju as the Minority Affairs
20:43Minister will be the first speaker.
20:45He will be introducing the bill and
20:47the entire speaker list.
20:49We're yet to of course get the BJP's
20:51report today working on the same to
20:53analyse who will really be
20:55speaking on the Waqf amendment
20:57bill in Parliament tomorrow.
20:59But 4 hours the BJP has been
21:01given for this particular discussion
21:03out of the 4 hours 40 minutes that's
21:05been allotted for the NDA. Home Minister
21:07Amit Shah is also expected
21:09to speak on this, make an intervention
21:11essentially on the Waqf debate
21:13if of course it goes smoothly
21:15as the BJP hopes in the Lok Sabha.
21:17Let's bring in Aishwarya Pallival for more details.
21:19Aishwarya, who's expected to speak
21:21to the BJP or from the NDA tomorrow
21:23we understand 4 hours
21:2540 minutes has been allotted
21:27for the NDA.
21:29Well 4 hours 40 minutes that's the
21:31total time that has been given but also
21:33we did hear it was Kiran Rajiju who said
21:35that if the people want, if the members want
21:37then the debate can be extended.
21:39But one thing is very clear, 12 noon tomorrow
21:41is when the debate will start
21:43and we will see and this is what the BJP wants
21:45that the passing of the bill in Lok Sabha
21:47should happen tomorrow and that's the reason why we
21:49have seen from the BJP, whip has been
21:51issued, Akshita, both for tomorrow
21:53in Lok Sabha and day after tomorrow
21:55in the upper house, Rajya Sabha
21:57so that's something that the BJP is aiming at
21:59Home Minister Amit Shah will also be speaking
22:01and let me tell you, he will be the person who will
22:03be bringing forth all the very crucial
22:05points, something that the BJP has been
22:07saying since day one, all of them
22:09will be strung together and it will be the
22:11Home Minister Amit Shah who will be speaking
22:13tomorrow in Lok Sabha in favour
22:15of the Waqf bill and also how it
22:17will make sure that it uplifts the Muslim community
22:19so those are the lines on which we should
22:21expect the Home Minister to be speaking tomorrow
22:23a total of 4 hours 40 minutes at the moment
22:25Akshita, that's the time that has been given
22:27but if the MPs want that the discussion
22:29should get extended, then that provision
22:31also has been given. So you could
22:33see of course a much longer debate
22:35a discussion based on really
22:37what the mood of the opposition also
22:39is and if they want that time to be
22:41extended. We'll be watching out for the
22:43debate, 12 noon is when it starts tomorrow

22:53Now another aspect
22:55to the debate over Waqf
22:57is the fact that you've got Christian
22:59bodies now speaking out for
23:01this particular amendment. Let's talk about
23:03what the Kerala church body which is
23:05the Catholic Bishops Council had to
23:07say about in fact this
23:09amendment. I will tell you why it's important as
23:11well but first throwing the spotlight on what
23:13they've said. In a detailed statement
23:15they've put their full backing for the Waqf
23:17amendment bill saying it is a test
23:19of secularism. They've also
23:21urged Kerala MPs to vote
23:23in the bill's favour saying when it comes up
23:25for a debate in the parliament
23:27Kerala MPs and this is a message by the
23:29way to MPs cutting across party lines
23:31saying they should wait, vote in favour
23:33of the bill. Now the Kerala
23:35Catholic Bishops Council has also said
23:37that unfair, unconstitutional
23:39sections of the Waqf
23:41Act must also be
23:43tweaked and the amendment will prevent
23:45Waqf from making claims on
23:47lands. The reason this is important is because many
23:49Christians in parts of Kerala like
23:51Munambam where we've been seeing this Waqf
23:53fight over property
23:55is also playing out
23:57so directly Christians have
23:59been affected which is why this statement comes
24:01from the Catholic Bishops Council. Now
24:03this throws up a bit of a conundrum for the
24:05left and the Congress who of course
24:07clearly voiced the opposition to
24:09the bill with the Catholic Bishops
24:11Council very influential by the way
24:13making the statement. Why does
24:15this affect the Kerala Congress and
24:17the left? Well essentially
24:19the Kerala Congress which is a Congress
24:21ally, their primary vote bank
24:23is Christians. So for the Congress
24:25itself this is a catch 22 situation
24:27Christians are dominant
24:29in many seats in Kerala. If you look at the parliamentary
24:31seats alone, 9 out of the 20
24:33seats you've got the Christians being very
24:35dominant. So for the Congress
24:37to continue to perform well or the left for that matter
24:39they have to ensure they
24:41don't ignore the Christian voice
24:43in Kerala. The BJP has
24:45also been wooing the Christian community
24:47in Kerala that poses a serious threat
24:49to the Congress and the left and with the
24:51Catholic Bishops Council actually going
24:53ahead and endorsing a move by the BJP
24:55that further throws the Congress
24:57and the left in a lurch. The
24:59opposition to Waqf bill will
25:01then be seen as a direct
25:03ignoring of the advice
25:05given by the Bishop Council and
25:07them essentially brushing it aside
25:09ignoring what this Kerala
25:11church body has said
25:13and considering that already we've seen
25:15the Love Jihad rallying call
25:17in Kerala which by the way is a
25:19bigger issue, a bigger
25:21political issue among the Christians than Hindus
25:23in Kerala. Waqf
25:25could be the other big talking point because like
25:27I said there are scores of Christians in Kerala
25:29who've been affected because of the
25:31Waqf board arbitrarily claiming land
25:33in Kerala. So we'll have to see
25:35how really the Congress, the left
25:37react to this because
25:39there are several questions about whether they'll now buckle
25:41to pressure from the Catholic
25:43Bishops Council which is urged, let me remind
25:45you, all Kerala MPs
25:47to vote in favour of the bill.
25:51KCDC had issued a
25:53letter saying that all MPs
25:55should support this Waqf amendment
25:57when it comes in the parliament. Her party will
25:59discuss and take a final decision.
26:01Poor Muslims, they are supporting
26:03this one and now
26:05Catholic Bishop of India, they are supporting
26:07and one by one this
26:09all communities are coming out
26:11and people of India
26:13is supporting the bill
26:15and the opposition
26:17these parties, they are merely
26:19opposing it because they want to show that
26:21they are opposing this amendment and Modiji.
26:23They will be compelled
26:25by the people,
26:27compelled by separate communities
26:29to support this
26:31bill. That is the condition now.
26:33This does not have to be only
26:35an opinion
26:37of the Catholic community. It is an opinion
26:39of the Buddhist community. It is an opinion of the Parsi
26:41community. It is the opinion of the
26:43Sikh community that while they are all
26:45minority communities, each of the
26:47minority communities must have the same
26:49rights as every other minority community.
26:51Right to property is one of those
26:53constitutional rights that have been given in the constitution
26:55and it cannot be anybody's
26:57case. It makes no sense
26:59for anybody to push the argument
27:01that one minority community should
27:03have greater rights than the other minority
27:05community. That just does not make sense
27:07and does not find place in a secular
27:09republic, constitutional republic like India.
27:13And joining me here on Super 6 is
27:15Father Joshi Mayadil, the Kerala
27:17Catholic Bishop
27:19Council Father has now
27:21given support to the Vakf
27:23Amendment Bill. You've highlighted
27:25the plight of people in
27:27Munambam, in Kochi, which is under
27:29dispute, which means many Christians also, their
27:31land also has been claimed
27:33by Vakf. Can you also share more
27:35light as to why you think this new bill
27:37is the need of the hour and how it could bring
27:39some change?
27:41For the last
27:43three years, the people
27:45over there are
27:47almost under
27:49revenue arrest.
27:51They who have
27:53bought the land
27:55some 30, 35, 36
27:57years back, that is 19,
27:59from 1989 to
28:011991,
28:03218
28:05families bought
28:07the land.
28:09And for the last 35 years
28:11with all the records, with all the
28:13documents, with all the tax,
28:15everything, given they were,

28:53the Vakf Board
28:55ordered it to be
28:57the land of
28:59Vakf.
29:01And that's shocking. But father, also,
29:03you know, the other issue here,
29:05there's a lot of talk right now
29:07that the bill will take away
29:09rights of the Muslim community.
29:11So what's your message on that? How do you look at this matter?
29:13You're talking about the rights of people being taken away.
29:15The other flip side to that is that this will
29:17take away rights of the Muslim community.
29:19Is the claim being made by several opposition
29:21parties?
29:23The issue is
29:25basically
29:27the issue of constitution. You see,
29:29we have a constitution, Indian constitution.
29:31When anti-constitutional
29:33or non-constitutional
29:35legislations are passed
29:37in the parliament, how can
29:39the people live here in this country?
29:41What can we do?
29:43So what should the politicians do?
29:45First of all, they should
29:47recognize the issues, the
29:49constitutional issues
29:51involved in the matter.

29:55easy to actually, you see,

30:01at least 610 families
30:03are not just Christians.

30:07only 400 families, Christian families.

30:25WAKF board can go ahead and take away land,
