00:00Let me start with a simple truth something we both know. It's good to
00:05produce more American energy. Energy that is available, affordable, and reliable.
00:12It's good for our workers, good for our country, good for our safety, good for our
00:17nation's security. We in America are an energy superpower. Under President Trump
00:25and Republicans we are finally beginning to act like it. Last week
00:30President Trump announced a dramatic change. America is going to produce more
00:35critical minerals in addition to more energy. Like we've been doing for years
00:39in the last administration locking away our critical minerals. They
00:45need to be developed. Interior Secretary Doug Burgum is spearheading this change.
00:51Part of the bold agenda of mine baby mine. It's exactly what America needs to
00:58do to get back on track. There's a growing demand for critical minerals and
01:03America must boost our mining workforce in order to meet it. That's why this week
01:08I've introduced bipartisan legislation to support our mining schools. The
01:14students that we recruit, the students we train, the students we empower, the talent
01:18that we unlock will fuel America's energy dominance for generations to come.
01:24We need to fuel our success by fueling theirs. A vital piece of the Trump energy
01:30dominance strategy is unleashing clean coal. President Trump wants America to
01:36produce more coal. I agree this is good for Wyoming and it is good for America.
01:41Wyoming is America's energy breadbasket. We have world-class coal and Wyoming's
01:48Powder River Basin produces the cleanest burning coal in the world. Now
01:55the climate alarmists are going to say coal is the energy of the past. They are
01:59misinformed. Clean coal is the energy of the future. Tomorrow's technologies are
02:04going to need more affordable, reliable, available energy, not less. America is
02:11making bold innovations in new technology. Only and all of the above
02:16energy approach is going to sustain it. Coal is one of the most affordable,
02:21reliable, and abundant sources of energy on the entire planet. In America today it
02:26is much cleaner than ever before. With it we can power our data centers. We can win
02:33the energy race. We can win the artificial intelligence race and clearly
02:38this is a focus against communist China. Wyoming energy producers and Wyoming
02:44energy workers are going to lead the charge to victory. American energy
02:49dominance is the source of our nation's strength. It keeps America and our allies
02:54safe and secure now and into the future. We learned from Europe an important
02:59lesson. Dependency is deadly. Europe banned franking because climate zealots
03:05in Russia told them to. Europe shut down nuclear power plants because the
03:11extremists told them to. Unreliable and unaffordable energy sources couldn't
03:17keep up with the demand for energy. As a result you know what happened. Europe
03:23last year spent 23 billion dollars on Russian oil and gas. 23 billion is
03:30actually more money than Europe sent in aid to Ukraine. It doesn't prove that
03:37if this doesn't prove that energy dependence is self-defeating nothing
03:41else will. Under the Trump administration things are now different. America finally
03:46has an all-of-the-above energy strategy. On day one President Trump declared a
03:51national energy emergency. President Trump slammed the brakes on Joe Biden's
03:56electric vehicle mandate. I have legislation that pulls the plug on the
04:01Democrats electric vehicle subsidies. President Trump withdrew from the
04:05disastrous Paris climate deal. President Trump lifted the
04:10self-destructive Biden ban on liquefied natural gas exports. President Trump
04:16created the National Energy Dominance Council. The president and Republicans
04:20are serious about building the infrastructure we need to power our
04:24nation. President Trump supports new natural gas pipelines and more power
04:29plants. This is a 180 degree turn from the previous administration. For four
04:35years the previous administration went on a regulatory rampage. Heavy-handed
04:41Washington bureaucrats attacked American energy producers and American energy
04:45workers including those in my home state of Wyoming and the costs were
04:50catastrophic. Let me ask a few rhetorical questions. Does anyone believe that
04:57America was better off when energy prices rose 31%? Of course not. Does
05:03anyone believe that we were better off begging dictators to power our nation? Of
05:07course not. Were America were Americans more prosperous? No we were not. The truth
05:15is American energy is not the enemy of the economy. American energy is the
05:20engine of the economy. America energy is a God-given blessing and we finally have
05:27an administration that treats it that way. So I applaud Secretary Burgum,
05:32Secretary Wright, Administrator Zeldin. They are America's energy all-stars.
05:37Their bold actions are restoring American energy dominance. Republicans
05:45in Congress are working aggressively on legislation that will fully unleash
05:49American energy and here's why. When we produce more affordable, reliable
05:54American energy our nation is better off. When we empower energy producers and
05:59energy workers America is better off. America has the energy, we have the
06:04workers and we have the capacity to produce energy responsibly. Today America
06:10has a Senate majority that is committed to making America energy dominant. Thank
06:17you Mr. President. I yield the floor.
