00:00Thank you very much, Chairman Comer. I really do offer this on
00:05behalf of Federal workers in every State of the Nation who have
00:10been impacted by the decisions recently, the flurry of decisions
00:16by DOJ which occurred without due process. Those persons cannot
00:21be here today to speak on behalf of themselves or to offer this
00:26resolution of inquiry, but I do so on behalf of all of them. I
00:30thank you and the Ranking Member for the markup and for making
00:34this resolution in order.
00:35H.R. Res. 187 requests the President to transmit certain
00:44information to the House of Representatives referring to the
00:48termination, removal, placement on administrative leave and
00:53reassignment to any other Department of Federal work these
00:57individuals who have been affected. It also covers all of the
01:01inspector generals of the agencies that were also fired.
01:05The purpose of the resolution is simple, I hope at least. If
01:07passed, the President would receive a formal request from
01:12Congress to share information with us and with the American
01:17people about what his administration is doing to our Federal
01:21workforce, including independent nonpartisan inspectors
01:26general.
01:27Specifically, the resolution would require the Trump
01:31administration to provide documents, communication and
01:35information regarding all Federal employees who have been fired,
01:40reassigned or placed on administrative leave. It would also
01:45request the documents of the Office of Personnel Management's
01:49decision that employees classified or working in diversity,
01:55equity, inclusion and accessibility programs be subject to
02:00immediate removal. Americans have every right and every
02:04expectation to know how these determinations were made.
02:10Finally, this resolution requires the transmission of any and
02:13all documents related to the removal of nonpartisan inspectors
02:18general and whether the administration discuss Congress of any of
02:23these removals since they are legally required to do so.
02:28The resolution of inquiry is an extraordinary step that we are
02:31forced to take today after the administration has failed to
02:35respond to over six requests from members of this committee for
02:41information. The simple fact is that Elon Musk and Donald Trump's
02:46actions at DOJ or, as I prefer to call it, the Department of
02:50Government Evil, affects constituents in every congressional
02:54district in America and affects the congressional districts,
02:58obviously, of every member of this committee.
03:02Every American, regardless of race, religion, ethnicity, region
03:07or anything else, suffers when the waste times at the Veterans
03:11Administration and wait times at Social Security double, when
03:16there are no longer enough staff to administer federal grants
03:21that support cities and support farmers and support families.
03:26Those persons and those entities we all represent.
03:31And without any respect to due process, we have seen the
03:35unfolding of this and the hurt and the pain that has been
03:38inflicted upon it is not something that anybody in this committee
03:42made up. It is real.
03:44Despite the claims to the contrary, 80 percent of all federal
03:48workers live and work outside of Washington, D.C.
03:52Altogether, outside of those that represent the national capital
03:55region, members of this committee represent an estimated 416,000
04:01of those federal workers.
04:03These workers are almost equally distributed across districts,
04:07as I've said before, on both sides of the aisle in red states
04:11and in blue states.
04:13In my home district of Baltimore, 19,000 residents made a choice
04:17to dedicate their lives to the profession of public service,
04:22and they have worked for the federal government and as such
04:25supported the federal government.
04:27This resolution of inquiry is an opportunity for those
04:30constituents and really for all of our constituents to gain
04:34insight and transparency into why the Trump administration
04:38has made the decisions that they have made and give Congress
04:42an opportunity to fulfill our Article I responsibilities and
04:47demand real, intentional oversight.
04:51Beyond the impact to federal workers, this resolution also
04:54demands documents regarding the firing of independent
04:58inspectors general.
05:00As a ranking member of the Government Operations Subcommittee,
05:02I agree with many of my colleagues on the other side of the aisle
05:05that our country needs reforms to reduce fraud, waste, and abuse
05:10to make it work better for all that it is supposed to serve.
05:15That's why I could not believe it when, upon taking office,
05:18the President immediately fired 18 inspector generals.
05:23As we all know, inspector generals are Senate-confirmed.
05:27They are nonpartisan officials who work to provide oversight
05:30to the agencies that they are assigned to.
05:34These inspector generals and their teams have decades upon
05:37decades of institutional knowledge of the problems facing
05:41agencies and, more importantly, how to fix those problems.
05:46Many of them have been making important reforms to reduce
05:49improper payments and fraud, but now they are not able to do that.
05:54And if there was any instance of their repeated efforts to bring
05:58about change, just remember that the Department of Defense
06:02has failed seven straight audits.
06:05Any supporter of DOJ ought to have an interest in knowing why
06:09these inspector generals were illegally fired and why Congress
06:14didn't even receive notice as required under law.
06:19And so I'd like to close, Mr. Chairman, by again emphasizing
06:22our duty to the Federal workforce, to contractors, and to others
06:27who have been shamefully treated without due process for the
06:31crime of wanting to serve their country.
06:34These workers are Americans, Americans with families,
06:38Americans that are part of their communities, and Americans
06:41whose livelihood, in many respects, is now being destroyed.
06:46And so I invite my colleagues on both sides of the aisle to
06:50support this rare resolution of inquiry in order to give
06:54transparency and accountability a chance.
06:58Our constituents, all of them, are depending on it.
