00:00The Maritime Domain Awareness Flight earlier today of the Bureau of Fisheries and Aquatic

00:08Resources Cessna Caravan Plane in the West Philippine Sea assisted in the distribution

00:13of aid to Filipino fishermen.

00:16The before ships BRP Datu Tamblot, BRP Datu Pagbuwaya, BRP Datu Sumkad, and BRP Datu Balinsusa

00:23were deployed to the vicinity of Baja de Masinloc or Panatagsyol for the said humanitarian

00:29mission.

00:30Aside from the four before ships, the Philippine Coast Guard's BRP Bagakay was also in the

00:35mix.

00:36Seen from the MDA flight were at least 26 fishing boats of Filipino beneficiaries receiving

00:42the aid, but they were also surrounded by China Coast Guard ships.

00:48Up to five China Coast Guard vessels were positioned around the before ships, PCG vessel,

00:53and fishing boats 30 nautical miles from Baja de Masinloc where the activity took place.

00:59A warship of the People's Liberation Army or PLA Navy was also nearby.

01:05During the MDA flight, as we flew over the lagoon of Scarborough Shoal, a Chinese military

01:11helicopter identifying itself as belonging to the PLA Naval Air Force was once again

01:17spotted but unlike in previous incidents, the military helicopter did not come as close

01:23this time.

01:24I would like to believe that the PLA Navy learned its lesson of the dangerous maneuvering

01:33that they did last month.

01:37I would like to believe that the publication of such dangerous maneuvering that the helicopter

01:45was widely criticized by other countries.

01:50So I think they also recognize that such unprofessional dangerous maneuver is reckless and very dangerous

02:00not just on the part of the Philippine aircraft but even for the People's Republic of China.

02:07Inside the lagoon, two Chinese maritime militia vessels were seen side by side.

02:13China has not removed the floating barrier it placed at the mouth of the shoal.

02:18We have shown that the floating barrier is dependent on the deployment of the Coast Guard

02:27vessel.

02:28They are thinking that the Filipino fishermen will try to enter the shoal of Baja de Masinloc.

02:37The distribution of fuel and food aid to Filipino fishermen earning their livelihood in the

02:42West Philippine Sea will continue.

02:45This is also a good opportunity for us to encourage more Filipino fishing vessels in

02:52Sambalis and Pangasinan to come here to get aid from the Bureau of Fisheries and Aquatic

02:59Resources.

03:00The regular maritime domain awareness flights are part of the Philippines assertion of its

03:05rights within the country's exclusive economic zone including Scarborough Shoal or Baja de

03:11Masinloc.
