00:00The lawyers believe that the former President Rodrigo Duterte is laughing at the EJK victims who are about to return to the Philippines.

00:07Aside from this, it is also possible for them to freeze the former President's account through the Anti-Money Laundering Council.

00:19The former President Rodrigo Duterte's chances of returning to the Philippines are low.

00:25According to the lawyers who attended a press conference in the Netherlands with several civic organizations based in Europe.

00:32According to Atty. Cristina Conte of the National Unions for People's Lawyers and the Assistant Council for Victims of War Against Drugs by the former President Duterte,

00:42minor crimes such as offenses against the Administration of Justice are the only cases that could be granted interim release.

00:55No interim release has been granted by the court for any of those accused of these crimes.

01:03So, from my point of view, there is zero probability that Sara Duterte or the Duterte camp could bring home Duterte by May 2025.

01:14The Center for International Law of the Philippines also believes that the ICC will not grant the interim release if the former President Duterte returns to the Philippines.

01:25Because the conditions for actually granting it are not there.

01:30There are still serious security concerns for the victims, for the potential witnesses.

01:36In fact, we have seen that online and in person.

01:40Secondly, Mr. Duterte, as stated in the arrest warrant, is still a very influential man.

01:46It is possible that the former President's account could be freezed through the Anti-Money Laundering Council.

01:52Another thing to watch out for is if the former President's camp will use the grounds to exclude criminal responsibility.

01:59He has to tell the court right now, by April 11, if he intends to evoke insanity, incapacity, self-preservation, duress, alibi, and the like.

02:12Duterte should be able to submit this before the confirmation of charges on September 23.
