00:00DepEd's senior high school voucher program is a classic case of an entitlement extended

00:04to students and their families who sought to fleece the government by colluding with

00:09corrupt DepEd officials since close to 10 years ago.

00:12Now DepEd is in the midst of a probe that seeks to help government plug in all the loopholes

00:18both ex-DepEd officials and parents in cahoots have exploited.

00:22Armelida Suarez has more on the probe and the upcoming inquiry on Fake News.

00:29As the House Committee on Basic Education and Culture continues its hearing on the issue

00:34of alleged ghost beneficiaries in the senior high school voucher program of the Department

00:38of Education, lawmakers have identified that as early as 2016, there were already red flags

00:44in the program.

00:45House Solons questioned why this issue was not immediately addressed, allowing the problem

00:50to worsen.

00:51In 2016, there were some students had several learner reference numbers, even if isa lang

00:58yung bata, isang bata but several learner reference numbers.

01:01And there are also issues with the billing, kasi sometimes we see in the LIS that the

01:08student is enrolled in multiple schools, one or two schools.

01:16Kung nakita ninyo na mayroong isang studyante na maraming learner reference numbers or naka-enroll

01:24sya in various schools, hindi ba red flag na yon?

01:28Actually yes, this was reported also to DepEd.

01:32The DepEd explained it continues to investigate the issue and as of now, stricter measures

01:37in the implementation of the voucher program are in effect.

01:40Number one is we do the API, that's upon the creation of the billing, binabangga na po

01:45ng system na yan.

01:47And number two, another layer po, Mr. Chair, would be once we receive the billing, ang

01:54office po namin, the GAS will conduct 100% again, validation.

02:00The third validation would be another 100% validation, this time by the PAYAC, our co-manager.

02:08Number four would be the physical validation, physical monitoring visit of PAYAC, Mr. Chair,

02:14sa mga schools.

02:16Meanwhile on Friday, the House Tri-Committee will resume its hearing on the issue of the

02:21continued spread of fake news and disinformation online.

02:25The Tri-Committee emphasized that if the vloggers and social media personalities they have summoned,

02:30including former PCO Secretary Clixi Cruz Angeles, still fail to appear, they each could

02:35face contempt and detention order.

02:38According to Tri-Comm Overall Chair Dan Fernandez, this information can now be considered a national

02:44security issue.

02:45Thus, they cannot allow social media to turn into a free-for-all platform for deception

02:50and propaganda.

02:52Alongside the hearings in the House, Speaker Martin Romualdez also provided an update on

02:57the impeachment case against Vice President Sara Duterte.

03:01He said the House prosecution team is ready to present the case anytime the Senate begins

03:05the trial.

03:06He also extended his deepest gratitude to Senate President Francis Escudero for the

03:11Senate's cooperation and readiness following the House official's inspection of the Senate

03:16facilities which will be used by the House prosecution team.
