The proposed amendments to the highly anticipated National Film Development Corporation Malaysia (Finas) Act will not include censorship of streaming media, says Communications Minister Datuk Fahmi Fadzil.
During his weekly post-Cabinet briefing on Wednesday (March 19), Fahmi clarified that the amendments focus on movie production and the welfare of industry professionals.
When asked whether the changes would involve streaming media censorship, he emphasised that such matters fall under the jurisdiction of the censorship board, not Finas.

00:00The Prime Minister has approved the transition to Altafinas.
00:13This is an arrangement for the announcement that I made yesterday.
00:17This is related to some of the changes that we are witnessing in the film industry.
00:24After this, Altafinas will continue the process of negotiating with various parties,
00:30in addition to trying to pass the law.
00:35It is hoped that when it is passed and brought to the parliament,
00:40either in the June meeting or later this year,
00:46we will be able to compile the document and it will be more consistent with the time
00:53so that the audience will not only be able to go to the cinema
01:00but will also be able to watch the film in their territories.
01:06What amendments will be considered in the Finas Act?
01:09Will this include censorship to online streaming platforms?
01:12No. Altafinas is more of a film production process.
01:24And to be honest, the term film itself is anachronistic.
01:30There is no film producer today who records or produces images using 35mm film.
01:39There is no film celluloid.
01:42So, the aspects of bringing the document into the era
01:49where the film production process has changed drastically,
01:54that is one of the things.
01:57It is also to satisfy several aspects of management for Finas
02:04since the films of Malaysia were combined with Finas a while ago.
02:13So, the aspects of human resources need to be satisfied in the act of Finas itself.
02:19In addition to providing several functions specific to Finas,
02:24such as the issue of archiving of film material,
02:32it does not touch on the aspects of the film production.
02:37So, it is not under the Act of Finas.
02:39I would like to invite you to study the Act.
02:41Sorry, one more aspect is not related to the Act
02:45but is related to the rules that will be implemented along with the Act
02:51which is the aspect of goodwill for those involved in the film production process,
03:00the cast and crew, to make sure that their welfare is looked after.
03:03Before this, there was no good welfare?
03:07It was open. It was too open.
03:10So, what the government, especially the Ministry of Communication, did
03:15in the past two years,
03:17we have given a lot of focus to the aspects of social security
03:21for those involved in the media sector
03:24by helping part-timers or stringers to get compensation
03:31and we also do the same for those involved in the film industry
03:37because both sectors have what we call part-time all the time.
03:43Stringers and also cast and crew who usually work from project to project.
03:49So, we focus more on the welfare aspect.
