00:31in connection with the war on drugs,
00:33his administration issued petitions for the writ of habeas corpus
00:38to his children, the former Davao 1st District Representative Paulo Duterte,
00:42Davao City Mayor Basté Duterte, and Kitty Duterte.
00:46They ask for their father to return to the Philippines
00:49and for the Supreme Court to issue a temporary restraining order
00:53to stop the cooperation between the International Criminal Court and the Interpol.
00:58In 33 pages of the Consolidated Compliance,
01:01the Justice Department ordered that the petitions for the writ of habeas corpus should not be given.
01:07Mute, or none of these are valid, and lack of merit.
01:12They no longer have legal and physical custody of the respondents to the former President.
01:17Also based on the rules of court,
01:19the writ of habeas corpus can only be implemented in the Philippines.
01:22And since Duterte is already in the Netherlands,
01:25it is impossible to implement it.
01:27Arrest of Duterte is also legal,
01:30based on Section 17 of the R.A. 9851 of the Philippine Act
01:34on Crimes Against International Humanitarian Law, Genocide, and Other Crimes Against Humanity.
01:40Under this, it may not be allowed to investigate or prosecute a crime
01:46if it is done by another court or international tribunal.
01:50Authorities may submit or extradite the suspects or accused in the Philippines to other states,
01:57in accordance with the appropriate extradition laws and treaties.
02:01The Supreme Court has ordered the petitioners to comment on this within five days.
02:06The DOJ is now responsible for all respondents
02:10after Solicitor General Menardo Guevara
02:14made a Manifestation of Recusal,
02:16or refusal to laugh at the government agencies that responded to the petition.
02:21He stated that the ICC has no jurisdiction in the Philippines
02:26and that the justice system is working in the country.
02:29That is why it is possible that the OSG may not be able to laugh effectively at the respondents.
02:34When asked by Malacanang if it is possible to replace Solicitor General because of this,
