00:00Mr. President Putin, I would like to send my best regards and my embrace of solidarity
00:13and of brotherly sentiment of eternal support for you and the Russian people.
00:19We can still remember our summit in Kazan during the BRICS summit, our meeting during
00:29the BRICS summit, and we discussed some shared criteria for the new world that is coming
00:40about.
00:41This is the world that is in tune with our Bolivarian concept, so it is going to be multipolar,
00:52polycentric world.
00:53This will be the world where the mutual respect, where the cooperation is something that is
01:01going to be the essence of cooperation between the states, between the countries.
01:11You remember Francisco de Miranda, our general who contributed a lot to the cause of our
01:19independence.
01:21He had joined us from the French army, and he later became colonel of the Russian army.
01:31And he was a token of this rapprochement between the two countries, between Venezuela and Russia.
01:38He was a truly great South American, and he fought for the independence of South American
01:47nations, and he also did a lot for the people of Russia.
01:52And another chapter in our history, important chapter, is Russia and its recognition of
01:59our independence.
02:01It helped Bolivar's, Bolivar's army with weapons back in 1840s.
02:12And you also remember Comandante Hugo Chavez, he launched a great era, a great epoch, we
02:20can call it that, and launched the new types of relations between our countries that are
02:27growing better and better, I might say.
02:33And now we are entering the phase when our relations, relations between Russia and Venezuela
02:41are growing even more mature, when we start trusting each other more and more, because
02:48our stance on the strategic vision of the world development, of the global development is
02:54coinciding, and we have a practical understanding that a new world is possible.
03:00We know that it is possible to build relations, to develop relations based on mutual respect.
03:06We know that it is possible, and as you know, we work jointly to continue with this progress,
03:14with the progress along this path.
03:17And we will join you with the celebrations of the 80th anniversary of the great victory.
03:27So I would like to congratulate the Russian people already now on this anniversary, on
03:34the anniversary of the great victory in the Great Patriotic War, because that's something
03:39that the entire mankind must cherish, because it is impossible to understand the humankind's
03:46history without understanding our joint victory over the Nazis, and in Venezuela I have already
03:54given instructions to celebrate, to celebrate on high level, both on the political level,
04:05on popular level, and from the political point of view.
04:09So we are going to celebrate these days as well, and we are going to inaugurate a large
04:14monument dedicated to the liberators, to the Red Army, to the Soviet Army.
04:29And I hope that we will have a chance to sign an agreement during the days, an agreement
04:35on strategic partnership between Russia and Venezuela that will help us bring our relations
04:42to the highest level possible, our relations across the board, as we've mentioned, in trade
04:48and economy, in financial matters, in banking matters, our cooperation in energy that is
04:55going to grow even stronger, our cooperation in industry, in public healthcare, in transportation,
05:03in agriculture, in space exploration, on the minerals use, our cooperation in tourism,
05:13in science, in education, in culture, in sports, and so on and so forth.
05:25So as I've mentioned, we have reached the highest level of mutual understanding of the
05:30maturity of the relations between the two countries, and I am confident that the 80th
05:38anniversary of our relations for 80 years, we've been working together, our modest country
05:51made a modest contribution towards the victory over the Nazism, and now, 80 years later,
05:57we still work together, we work jointly, and I'm happy that like this, via video link,
06:09we have a chance to celebrate the 80th anniversary of our relations, and further, we will celebrate
06:14the 80th anniversary of the great victory.
06:16I'm very happy, Mr. President.
