00:00The International Criminal Court ruled that the arrest of former President Rodrigo Duterte
00:06for giving justice to victims of serious crimes under their jurisdiction was an important step.
00:13In the DOJ's opinion, it ruled that the due process was followed
00:17and that the former President's human rights were respected.
00:21Luisa Erispe is in the center of the news.
00:24The DOJ ruled that the arrest of former President Rodrigo Duterte was legal
00:31following the arrest of the International Criminal Court
00:35that was brought to the Philippines by the International Police Crime Organization or INTERPOL.
00:40In the statement issued by Assistant Secretary Nico Clavanol,
00:44DOJ spokesperson, the Philippine law or international law,
00:49there is nothing wrong with the arrest of Duterte.
00:52In the DOJ's opinion, there was a due process
00:55and that the former President's human rights were not neglected
00:59in the arrest of Duterte.
01:01In fact, the arrest of Duterte was peaceful and professional.
01:07In the case of bringing Duterte to the Philippines,
01:11DOJ said that it was in accordance with the law of the Philippines.
01:16An international law expert also agreed with the Philippine authorities
01:20in the arrest of Duterte.
01:22It is only natural that the process and bringing Duterte to Dahig was fast.
01:27This is an implementation of a warrant of arrest.
01:30You can't just implement a warrant of arrest and go shopping
01:35or go on vacation, right?
01:37So there is an urgency on this.
01:39Because the reason why there is an issuance of warrant of arrest is number one,
01:43there is a need to bring his person to the jurisdiction of the court
01:48to confirm his identity and to confirm the crime.
01:51To those who are questioning why Anya did not give Duterte a chance
01:56to approach the courts in the Philippines,
01:59I hope she will not blame the government.
02:02It has been a long time since Anya appeared in the documents held by the ICC
02:06in the Philippines.
02:08The cases related to extrajudicial killings,
02:12in the previous administration.
02:14If they were not able to exhaust the remedies based on their lack of exercise
02:22or failure to exercise and failure to demand such during that time,
02:28so there can never be a time where we have to shift the burden and blame
02:37to the international court or even to the President of the Philippines
02:44who is just doing also his prerogative as the President of the Republic of the Philippines.
02:52We will see there that the issue on whether the administration during that time
03:01was willing or unable to comply with its obligations.
03:06Because what is being said there is, there are records like in the local NBI, etc.
03:14And the records will show that no one went to court.
03:18Meanwhile, the Office of the Prosecutor of the International Criminal Court or ICC
03:23said that the importance of arresting Duterte is great.
03:28Well, the arrest of the former President of the Philippines, Mr. Rodrigo Roa Duterte
03:36is an important moment.
03:37And in issuing the warrant, the judges have found reasonable grounds to believe
03:42that Mr. Duterte has committed the crime of murder
03:50as the founder, as the head of the so-called Davao death squad,
03:55as the mayor of Davao City, and then later as the President of the Philippines.
04:09And the fact that it's been executed is important to victims.
04:11It means a lot, I think, to victims.
04:13That's the feedback we've already received.
04:15And many say that international law is not as strong as we want.
04:20And I agree with that.
04:21But as I also repeatedly emphasize, international law is not as weak as some may think.
04:28When we come together, when we work, when we build partnerships, the rule of law can prevail.
04:35But they are sure that Duterte is still innocent until he is not put in court.
04:41He still has a chance to defend himself and give his testimony during the trial.
04:47Luisa Erispe for Pambansang TV in Bagong, Philippines.
