00:05That's why the programs and operations of the Philippine Drug Enforcement Agency, or PDEA, remain strong.
00:12Let's talk about the updates about this with Atty. Joseph Frederick Calulot,
00:17the spokesperson of the Philippine Drug Enforcement Agency.
00:20Atty., good afternoon and welcome to our program.

00:27And good afternoon to the viewers of our program.
00:31Sir, first and foremost, what are the new efforts of the Philippine Drug Enforcement Agency
00:35so that illegal drugs can be removed from our country?
00:40First and foremost, Asek, the program of our Director General is aligned with the program of our President
00:48that if we have anti-illegal drug operations, it must be human rights-based.
00:55So, in our program now, we can see that we are doing more demand reduction.
01:03What is this demand reduction?
01:05This is the preventive measures that the agency is doing
01:09so that the public can avoid the use of illegal drugs.
01:14Sir, in your drug bust operations, how many foreigners are involved?
01:18And what is the PDEA's plan to stop the entry of foreigners who are involved in illegal drugs?
01:24In the current time of the President, the number of foreigners we have arrested is slightly higher.
01:33If we can remember, this was several weeks ago,
01:36we have arrested three Nigerians who were dealing with ecstasy.
01:44Sir, as you mentioned earlier, in order to remove the use of illegal drugs,
01:52we have to start from the grassroots.
01:54So, how are your barangay clearing operations?
01:58And how many barangays, if you have the figures, are drug-free now?
02:05As of now, Asek, the total number of drug-cleared barangays is 29,390.
02:13So, this is a large number because the number of drug-affected barangays is 6,113.
02:21Where are those places? At least, even the province or city?
02:26These are different places.
02:29The 6,113, this is scattered around the country.
02:33So, it's not just limited to one province.
02:36Do we also have data, sir, on what kind of drugs are used in a specific area or province?
02:46And why are we able to get that data?
02:50Based on our data, shabu is the most prevalent drug that we use.
02:57And based on the data of our confiscations,
03:00shabu is also the drug that we confiscate the most in our bypass operations and search warrants.
03:07The second is marijuana.
03:10So, where is it in the province, sir?
03:12Although, of course, if there are people who really operate in the whole country,
03:18that's the reason why those drugs are available.
03:23But why are these drugs also available in small barangays, in remote provinces?
03:33In shabu, Asek, if we look at the geography of our country,
03:38we have a very vast coastline.
03:40So, the entire coastline of the Philippines cannot be monitored
03:46to prevent illegal drugs from entering the country.
03:50As for marijuana, in our mountains,
03:56that's where marijuana is grown.
03:58That's what's produced there.
04:00For example, in Cordilleras,
04:02we have a lot of marijuana plantation sites there.
04:05From the Cordilleras, that's what's produced in Cordilleras.
04:08It will be brought to the NCR and other provinces like regions for Apo.
04:17Sir, let me just go back to the drug-free barangays.
04:21Before, you said that Metro Manila has the highest number of cases.
04:25But is it still the same here in Metro Manila?
04:27Or at least there are a lot of barangays that are drug-free?
04:30There are a lot of barangays that are drug-free here in Metro Manila.
04:35When it comes to barangay drug-clearing,
04:39we have drug-affected and drug-unaffected,
04:44and drug-cleared.
04:45So, when we say drug-unaffected,
04:47there are very few barangays that have not had an incidence of drug-related activities.
04:58So, based on our data,
05:00in unaffected barangays,
05:02it's only 0.76%.
05:05That's 320 barangays.
05:08Since you were arrested and confiscated illegal drugs,
05:12can you explain to us how the process of disposing of illegal drugs is done?
05:20In terms of disposing,
05:23we have a facility where the bulk of the evidence that we confiscate,
05:32we bring it to, this is located in Cavite,
05:35we have a facility there that schedules the disposal of illegal drugs.
05:42So, this is what we burn there.
05:45Earlier, sir, you mentioned that because of our geography,
05:49there are many coastal towns,
05:53and our borders are very porous.
05:56So, how is PIDEA's partnership with the Cybercrime Investigation and Coordinating Center,
06:02or CICC, for data and technology sharing,
06:05up to drug importation and supply to the country?
06:09Our partnership with CICC is good
06:12because last January 28,
06:14we had a MOA signing between PIDEA and CICC,
06:18and with this, our information is linked together with other agencies.
06:24We are able to use technology to check on the use of cyber,
06:35what we call cybercrime link,
06:38or cybercrime-related drug transactions.
06:45Sir, because the midterm election is approaching,
06:47how is PIDEA monitoring the use of drug money,
06:51if there's such a thing as that?
06:53Regarding the use of drug money,
06:55this is not yet verified.
06:57Although, there are many who say that
07:00there are people who report running political rallies,
07:04this is very regular, especially during elections.
07:09Because there are many who report their opponents in politics,
07:14but these are all being verified by PIDEA.
07:17Sir, in our operations,
07:19how do you ensure that there is no violation of the rights of illegal drugs?
07:26One of the means is the use of body-worn cameras.
07:29So, the violation of human rights is the primary objective of PIDEA.
07:39If we look at our data,
07:42this is just a comparison,
07:46how many people have died compared to before?
07:51There's a big decrease, that's 95%.
07:54So, do you have data on drug-related crimes that are being reported now?
08:01For example, if someone is arrested for rape,
08:05and they say it's because of illegal drugs,
08:07do you have such data?
08:09They say that someone is arrested for drug-related crimes.
08:15We have a law in Republic Act 9165,
08:19which states that you can only test a person for drug use
08:24if he committed a crime specifically under Republic Act 9165.
08:30So, if someone is arrested for rape,
08:32you can't have them drug-tested immediately.
08:35What is the primary crime committed?
08:39That's rape, it's not under Republic Act 9165.
08:43So, what are you doing to the people who are being arrested?
08:48How are they being jailed? Are they being rehabilitated?
08:50The people who are being arrested, especially for bypass operations,
08:54are being jailed.
08:56So, they are being processed.
08:59Then, for the use of dangerous drugs,
09:03this is what we bring to the rehab.
