00:15to national sovereignty sent by President Claudia Sheinbaum.
00:23The Kremlin commented on Washington's proposal and a possible truce with Caif.
00:32And the pact reached between the US and Israel over Gaza could collapse as Tel Aviv opposes
00:37diverted communications between the White House and the Palestinian resistance.
00:46Hello and welcome to From the South, I'm Alejandra Garcia from Telesur Studios in Havana,
00:51Cuba.
00:52I'm Alejandra Garcia and this is Breaking News.
01:05The lower chamber of the Mexican Congress approved on Tuesday the constitutional reforms
01:09in regards to national sovereignty sent by President Claudia Sheinbaum.
01:14The resolution, which was approved in particular with 327 votes in favor and 116 against, sets
01:22the requirement of preventive jail time to the crime of terrorism, including arms trafficking.
01:27It also states that no foreign intervention will be allowed or tolerated under any circumstance.
01:34The legislators who defended the proposal ratified that it is not just another reform
01:39but an unprecedented advance that makes it clear that the country will not accept interventions,
01:45meddling or any other act from abroad that is harmful to its integrity.
01:51The bill was then sent to state parliaments.
02:00In the Cuban capital, Havana, experts from the International Statistics and Information
02:05Office presented the Cuba Observatory on Gender Equality to ambassadors and representatives
02:11of the European Union in the Caribbean island.
02:14At the gathering, which took place on Tuesday at the National Hotel, the office's experts
02:19Anais Montekin, together with a team of local observers on gender equality, presented the
02:25structure and details of the function of the initiative.
02:29Montekin explained that inputs from the platform, jointly developed with the Federation of Cuban
02:34Women and its Center for Women's Studies, have already been used for decision-making
02:40in various instances.
02:42The meeting sought to make the initiative known for potential users to benefit from
02:47its data in the formulation of public policies and scientific work.
02:57In the National Women's Program, the indicators that we have here, the 33 indicators, serve
03:03as a basis for monitoring public policies where we are working.
03:08We have many challenges and we think that every day, even with this type of events,
03:13with the exchanges we have, new contributions emerge and new paths towards which we can
03:17start to move.
03:21The ambassador of the European Union in Cuba, Isabel Pedrosa, highlights the advances on
03:27the matter in Cuba.
03:31It is an incomplete task. We can always be moving forward, and Cuba stands out for its
03:37progress in terms of the regulatory framework, creativity, women occupying outstanding positions
03:43in different areas. It is a task that is not finished and it is always necessary to continue
03:48working, interpreting the figures, the names, to see where there is room for improvement.
03:56More than 1,500 people have been reported missing in Chile. Because the authorities
04:01have not taken effective measures, families are considering a collective lawsuit against
04:05the state. More details with Paola Dracnyk.
04:13A neuralgic point in Santiago de Chile, the Palacio de la Moneda. Tourists stroll around
04:19and look curiously at the posters. They are the disappeared, about 1,600, but not those
04:24of the dictatorship, but those of democracy in strange circumstances, forgotten by those
04:29who should be looking for them, the justice system and the police.
04:34The case was closed by the prosecutor in 2023 and there were many things to investigate,
04:39but no, the file was closed and we were left with our arms crossed.
04:48Law 21,500, enacted more than two years ago, is still not in force. The first 24 hours
04:54are key in the search for a missing person, but justice, especially for the poorest, does
05:00not seem to exist even with confessed criminals.
05:04He confessed how he had murdered my brother and said that we were never going to find
05:08him again, and then he brags because the judges let him go free, that's our Chile.
05:15We thought that this was going to change, however, today we see that there are hundreds
05:19of cases, many of their cases are present here, when the law was already operative,
05:24however, the institutions that in theory should be in charge of the investigations do not
05:28apply the law.
05:36They came from different parts of the country to present their cases, many of them forgotten
05:39in court, while they endure the pain of uncertainty and invest their few resources in searching
05:44for their loved ones, like Fermin, an elderly man who arrived from Peru in a wheelchair
05:49and disappeared there, at the airport.
05:54Until today, I have no answer. I'm going to continue as far as God wants me to go, hopefully
05:59this will help other people.
06:04People marched to the National Prosecutor's Office and the Presidential Palace to leave
06:08a new letter demanding compliance with the law on missing persons.
06:13We want justice for all the disappeared, in the South many things are happening, many
06:18people are disappearing, and there are no answers for the relatives.
06:25Chileans disappear under the ground, but we do manage to find vehicles, we do manage to
06:30find cars that get lost, but we don't manage to find people, that's why we go to the Prosecutor's
06:35Office, to ask them to find them. Thank you very much for being here.
06:43The letters give hope to the families, who are increasingly organized to demand that
06:46the state comply with the law.
06:48Yes, gentlemen, I am even willing to file a lawsuit against the state for non-compliance
06:55with the law, for Julia, and for all of us. Let's go ahead and not give up.
07:04There is also the family of Julia Chuno, the Mapuche leader who disappeared four months
07:08ago, after being threatened by landowners who covet the forests she protected.
07:16We support this whole movement, because we do not want my mother to be one more disappeared
07:21person in Chile.
07:27So we asked the prosecutors to open the investigative file on the investigation that is being carried
07:32out for my mother's case. We want them to listen to us, the pain we have in our hearts
07:37for our relatives, for my mother who is missing, listen to us, Mr. President Gabriel Boric.
07:46Will he listen? We'll have to see.
07:54On Tuesday, Brazilian President Luiz Inácio Lula da Silva held a phone call with United
07:59Nations Secretary-General António Guterres concerning the organization of the Climate
08:04Change Conference COP30 that will take place in Pará in November. The leaders' meeting
08:09is set to assess the progress of the Brazilian United Nations Alliance for Climate Ambition,
08:15in addition to advancing the development of targets. The conference will discuss ways
08:19to strengthen multilateralism to respond collectively to the challenge of climate change. In this
08:25regard, Guterres noted that more than 30 countries have been contacted and all are working to
08:30present their new climate change targets soon.
08:38And now we have a short break coming up, but first remember you can join us on TikTok at
08:42TELUS or in English where you'll find news in different formats, news updates and more.
08:46We'll be right back, stay with us.
09:07Welcome back to From the South.
09:09The delegation of the Colombian government in the dialogues with the guerrilla of the
09:13National Liberation Army, ELN, proposed the National Congress in view of the crisis.
09:18From Bogota, our colleague Hernan Tovar with the report.
09:25The Colombian government, at the dialogue table with the ELN insurgency, proposes a
09:29National Peace Congress, convening different sectors, human rights and social organizations
09:34and the international community, with the objective of jointly debating the guidelines
09:38for negotiation with the armed groups as a collective effort.
09:48This is a space in which we want to participate in broad sectors of civil society,
09:52organizations, networks, platforms, social movements, institutions, political
10:04economic and social sectors that are very concerned about peace in the country
10:08due to the crisis in the implementation of the 2016 peace agreement.
10:20The critical situation that the dialogue tables are experiencing, the situation in
10:24many territories where the clashes of armed groups are causing serious damage
10:28to the civilian population.
10:34It should be recalled that the peace talks with the ELN
10:38are broken after an incursion of this group in the Catatumbo region
10:42and confrontations with the dissidents of the former FARC that left several dead
10:46and displaced people, a scenario of violence that is being experienced
10:50in different regions of the country, including the paramilitary presence,
10:54for territorial control and income from illegal economies.
10:58In this context, the initiative was welcomed by some peasant organizations.
11:04Efforts must be resumed for the implementation
11:08of the final peace agreement signed in 2016
11:12and that guarantees are really generated
11:16for the reincorporation of the signatories with guarantees
11:20of security of life and permanence in the territories
11:24and that this implementation can be given.
11:28Secondly, that the dialogues with the ELN can be resumed
11:32and that there really is also a willingness
11:36of the counterpart to move forward precisely in the construction of peace for our country.
11:44This cyclical conflict
11:48continues to claim the lives of social leaders and peace signatories,
11:5248 of whom have been assassinated so far this year,
11:56in addition to the historic dispossession of land and inequality.
12:00For this reason, social organizations must insist on dialogue
12:04to overcome violence and social injustice,
12:08a demand they send to both the executive and the ELN.
12:14It is a necessary and important initiative
12:18because there is no other choice, both for civil society
12:22and for a government inclined to peace.
12:26It is necessary to insist on negotiated dialogical ways
12:30and solutions to end the war and make a peace pact
12:34from a vision of complete peace, particularly with the ELN,
12:38however, what is really required is political will.
12:46This initiative is scheduled to materialize on April 5th
12:50and will take place in the Colombian capital.
12:56On Tuesday, Ecuadorian President Daniel Novoa
13:00announced a strategic alliance with businessman Eric Prince,
13:04the owner of the U.S. mercenary agency Blackwater, to fight
13:08narco-terrorism. With the action, Novoa opens the door
13:12to the concession of the monopoly of the use of force
13:16exclusive to the state to a private company that is also foreign,
13:20even though Article 158 of the Constitution
13:24establishes that the agreement is an irregularity,
13:28the President will delegate the country's security to a company
13:32with a dark past, responsible for massacres and human rights
13:36violations that led it to face international lawsuits.
13:40The head of state also relegates his military and police forces
13:44to the background and will give privileged security and defense
13:48information to foreign mercenaries.
13:54In Greenland, polling stations closed on Tuesday in parliamentary
13:58elections marked by high turnouts. With around 40%
14:02of the votes counted, the centrist Nalirak party, which advocates
14:06rapid independence from Denmark, is in the lead, while
14:10the Liberal Democratic Party is in the second place and the
14:14Social Democratic Summit the third. In this context,
14:18unofficial election results should be available within hours, but will not be
14:22certified for several weeks as ballots from remote settlements
14:26arrive in the capital by boat, plane and helicopter.
14:30Voters are expected to elect 31 lawmakers who will shape the
14:34future of the island and are a turning point in the history
14:38between a choice for total independence and the US President's
14:42intentions to control the island.
14:53On Wednesday,
14:57the Kremlin made a statement on Washington's proposal and a possible
15:01truce with Caif. Spokesman Dmitry Peskov assured that they are
15:05waiting for a report with details of the agreement, as promised by
15:09Secretary of State Marco Rubio and National Security Advisor
15:13Mike Waltz. As that time comes, Moscow is renewing the final
15:17statement of the meeting held in Saudi Arabia on Tuesday, in which President
15:21Volodymyr Zelensky agreed to a 30-day truce with Russia. Although
15:25he did not rule out the possibility of a videoconference to be organized
15:29relatively quickly, if necessary, he preferred not to anticipate
15:33any events.
15:37The Kremlin will
15:41not consent to Ukrainian decisions that could address citizens who
15:45identify themselves with Russian culture on the territory of
15:49Ukraine. Ahead of a possible peace deal with the Caif regime, the Russian
15:53government ensured it would not accept resolutions that may
15:57affect or endanger the safety and life of citizens. The Kremlin further
16:01noted that Ukrainian measures should not have been focused
16:05on just the territory, as these laws issued by the Zelensky
16:09administration were seeking to deprive citizens of their historical
16:13Russian roots. Moreover, the Russian foreign ministry stressed
16:17the importance of the land and the efforts of villagers to preserve
16:21their cultural identity.

17:17Welcome back to From the South.
17:21The pact reached in Washington between President Donald Trump and
17:25Israeli Prime Minister Benjamin Netanyahu over Gaza could collapse as
17:29Tel Aviv opposes direct communications between the White House and the Palestinian
17:33Resistance. This Tuesday, the meeting in Qatar ended without agreement,
17:37while separate dialogues between Washington and Tel Aviv and Washington
17:41and Hamas are moving in different directions. Zionism questions
17:45direct hostage negotiations between the White House and the Resistance,
17:49while Washington leaves Tel Aviv out of key meetings. Adam Boyle,
17:53the White House envoy, affirms that Hamas is willing
17:57to reach new agreements, while the Resistance reiterates that Israel continues
18:01to commit violations and war crimes against the Palestinian people.
18:05Yemeni forces have resumed the naval blockade against the Israeli occupier,
18:09effectively launching the operation after the expiration of the deadline
18:13given to the genocidal regime to reopen the border crossings.
18:17Precisely, the leader of the Ansar Allah movement,
18:21Abdou Malik al-Houthi, gave the mediators a deadline to allow the entry
18:25of humanitarian aid and to restore electricity to the Gaza Strip.
18:29As the government's response to the Israeli occupation has been
18:33to restore electricity to the Gaza Strip, as the cut continues from Wednesday,
18:37the naval blockade against Israel will be enforced in the Red Sea,
18:41the Arabian Sea, the Strait of Bab al-Mandab,
18:45and the Gulf of Aden, and will be maintained until the genocidal occupier
18:49meets the demands set in solidarity with the Palestinian people.
18:53Local authorities in the Gaza Strip warned of the intensification of the crisis
18:57as a result of the blockade imposed by the Israeli regime
19:01on the entry of humanitarian aid.
19:05The Union of Municipalities of Gaza says that after the order
19:09of the Israeli Minister of Energy and Infrastructure
19:13to cut the electricity supply to the Palestinian territory,
19:17the health system and the water supply were banned.
19:21The health system and the water supply were paralyzed due to the lack of energy
19:25in the desalination plant in al-Bala.
19:29In this regard, the Palestinian government denounces that Israel is exposing the lives
19:33of more than 25,000 patients to the impossibility
19:37of receiving the treatment they require.
19:41A federal judge in New York on Monday
19:45blocked the deportation of Palestinian student Mahmoud Khalil.
19:49The recent Columbia College graduate was arrested
19:53by immigration officials over the weekend for his role in organizing
19:57the Gaza Solidarity protest in 2024.
20:01President Donald Trump celebrated the arrest, saying he was proud
20:05that it was made possible by his executive order.
20:09However, the order was overturned by a federal judge
20:13as the student has legal status.
20:17The arrest has caused widespread outrage and several demonstrations
20:21of support have taken place.
20:29Human rights organizations in Sudan reported
20:33Wednesday bombings have claimed two civilian lives
20:37and five others injured in the country.
20:41These organizations announced military planes had launched attacks
20:45on two markets and a mine in an attempt to evict presidential areas.
20:49They further described these aggressions as a war crime.
20:53In all, over 14 million Sudanese have been displaced from their homes
20:57due to the armed conflict between the military and the rapid support forces.
21:01Amid this situation, the movement denounced the severe shortage
21:05of foreign medical supplies in the country, which has triggered the death
21:09of the elderly and children.
21:15In Pakistan, several passengers were taken hostage
21:19by an armed group that attacked a train in the southwest of the country.
21:23The armed group, identified as the Balochistan Liberation Army,
21:27claimed to have detonated an explosive on the railway track
21:31before taking control of the train.
21:35The passenger train was carrying several hundred people
21:39and the insurgents claimed to have taken more than 100 hostages,
21:43including members of the security forces.
21:47Later, the country's authorities said at least 104 had been rescued.
21:51In this regard, some of the rescued passengers were given medical treatment
21:55at the makeshift relief center set up at the Kedat railway station.
22:01In this context, China condemned on Wednesday
22:05the hijacking of a Pakistani train in the Balochistan province,
22:09which is still in process.
22:13We noted the relevant reports
22:17and strongly condemned this terrorist attack.
22:21China firmly opposes all forms of terrorism
22:25and will continue to firmly support Pakistan
22:29in its efforts to maintain social unity and stability and protect the safety of the people.
22:33China is ready to further strengthen counterterrorism security cooperation with Pakistan
22:37to jointly safeguard regional peace, security and stability.
22:51The 23rd International Festival of Film premieres
22:55and the film The Spirit of Fire was held in Russia.
22:59At the event, the Colombian film Seed of the Desert, directed by Sebastián Parra,
23:03won second place in the category of Best Film Debut.
23:07The film, which narrates the difficult decision of a couple
23:11facing an unexpected pregnancy and the consequences it brings,
23:15was prized for its quality and was in contention for the Silver Tiger Award,
23:19which was finally granted to the film To Kill a Mongolian Horse

23:28this festival has consolidated itself as one of the most important in Russia.
