00:00In Saudi Arabia, Ukraine expressed its readiness to accept the U.S. proposal to introduce a
00:1430-day temporary ceasefire with Russia.
00:22Voting continued in Greenland's parliamentary elections as Icelanders head to polls on Tuesday
00:28amid ongoing U.S. threats.
00:36China's National Committee of the Communist Party called on its members to boost the Asian
00:40nation's modernization.
00:49Hello welcome to From the South, I'm Luis Alberto Matos from Televisual Studios in Caracas,
00:54Venezuela.
00:55Let me begin with the news, stay with us.
01:07Ukraine expressed its readiness to accept the U.S. proposal to introduce a 30-day temporary
01:11ceasefire with Russia that can be extended by mutual agreement of the parties to the
01:15conflict.
01:16This was announced in a statement issued following Tuesday's meeting between Kiev and Washington
01:21delegations in Jeddah, Saudi Arabia.
01:23According to the final document, drawn up after more than eight hours of negotiations,
01:27Washington was also ready to immediately lift the pulse in intelligence sharings and resume
01:32security assistance to Ukraine.
01:35According to the document, the delegations also agreed to appoint their negotiating teams
01:39and immediately start talks to achieve a lasting peace in the conflict.
01:43In this regard, while Washington pledged to discuss these proposals with representatives
01:47of Russia, the Ukrainian side reiterated that European countries should be involved in the
01:51process.
01:52At the end of the U.S.-Ukraine meeting, U.S. Secretary of State Marco Rubio summarized
01:56the main points of the agreement and shed light on further details of the talks.
02:02On the first point of your question, yes, that's the offer.
02:08The offer is to stop the shooting.
02:10The goal here is, the only way to end this war is to negotiate out of it.
02:14There's no military solution to this war.
02:16The solution to this war and the way to end it and to achieve the President's objective
02:21of peace is to negotiate.
02:23But before you can negotiate, you have to stop shooting at each other.
02:26And that's what the President has wanted to see, and that's the commitment we got today
02:29from the Ukrainian side, their willingness to do that.
02:32Obviously now that will be delivered to the Russians, it will be delivered to them directly
02:35through multiple channels, meaning not only will they obviously see it, it will be communicated
02:40to them through our diplomatic channels, through conversations and other methods.
02:45In this context, U.S. President Donald Trump offered statements to the President on the
02:48temporary ceasefire between Russia and Ukraine.
02:51I want to get, look, that's the other, it takes two to tango, as they say, right?
02:56So hopefully he'll also agree, and I really think that would be 75% of the way, the rest
03:01is getting it documented and, you know, negotiating land positions, etc.
03:06So you'll talk to him this week?
03:08I think so, yes.
03:09In other news, on Tuesday, the President of Serbia, Aleksandar Vucic, denounced that a
03:13coup d'etat is underway in the country.
03:15He assured that violent factors are trying to forcibly form a transition of government.
03:20He explained that an executive without elections, besides violating Articles 308 and 309 of
03:24the Constitution, would be the end of prosperous, modern and flourishing Serbia.
03:29This Monday night, a group of students blocked the headquarters of the national radio and
03:32television in Belgrade, the capital of the country.
03:35This preamble of the demonstrations that they are calling for next March 15th, when they
03:39will try to take more institutions by force.
03:42Sponsors claim that they are protesting the lack of justice for 15 people who died in
03:47the collapse of a train station.
03:49The government warns that the violent ones will be arrested and subjected to long prison
03:53sentences.
04:01Voting continued in Greenland's parliamentary elections as islanders head to the polls on
04:06Tuesday amid ongoing U.S. threats.
04:08With an expected border turnout of 70 to 75 percent, Greenlanders will elect 31 members
04:14to their parliament among the six running parties.
04:17In this regard, according to previous polls, main candidates belong to the sitting Social
04:20Democratic Sub-Party, the left-wing Inuit Atakatijit, pro-independence Nalarak and center-right
04:27Democratic and the liberal-conservative Atasut.
04:30The island's Prime Minister, Mutebi Egede, called early parliamentary elections amid
04:35threats by U.S. President Donald Trump of annexing the territory and turning it into
04:39a strategic area, aiming to seize control of their mineral-rich homeland.
05:05In 2019, during his first term, Donald Trump suggested buying Greenland and many people
05:17thought it was a joke.
05:19Now with his return to the White House, his renewed interest in the island has generated
05:22tension globally.
05:23Let's take a look at some details.
05:28People initially thought U.S. President Donald Trump was joking when he first suggested buying
05:33Greenland in 2019, but it's now becoming clear that he wasn't.
05:38Trump has doubled down on his interest in Greenland since returning to the White House
05:41in January as part of his controversial United States' first foreign policy platform.
05:50This is the same policy that includes demanding that Ukraine hand over mineral rights in exchange
05:55for continued military aid, threatening to take control of the Panama Canal and suggesting
05:59that Canada should become the 51st U.S. state.
06:05But what is it about this island that makes Trump so interested?
06:09Greenland remains at the center of the debate over global trade and security, and Trump
06:13wants to ensure that the U.S. controls this mineral-rich country, which guards the Arctic
06:18and the North Atlantic approaches to North America.
06:22As climate change continues to thin the Arctic ice and is likely to create a northwestward
06:27passage for international trade, this has reignited competition with several countries
06:31for access to the region's mineral resources.
06:34Also, because of where Greenland is, just off the northeastern coast of Canada, with
06:39more than two-thirds of its territory lying within the Arctic Circle, it has been crucial
06:43to the defense of North America since World War II.
06:48In Greenland, there are large deposits of important rare earth minerals on the island
06:53that are needed to make everything from computers and smartphones to batteries, solar and wind
06:58technologies that will power the transition away for fossil fuels.
07:01The U.S. Geological Survey has also identified potential offshore deposits of oil and natural gas.
07:10Greenland is the world's largest island, 80% of which lies above the Arctic Circle,
07:15and it's home to about 56,000 mostly Inuit people who until now have been largely ignored
07:20by the rest of the world.
07:21At the moment, Greenland is a self-governing territory of Denmark, a long-time U.S. ally
07:26that has made it clear it rejects Trump's plans to buy the country.
07:30Denmark has also recognized Greenland's right to independence at a time of its choosing.
07:36To further enhance our national security, it is clear the hegemonic character of this
07:41second term of Trump, where even many of his allied countries are being affected by decisions
07:45that affect their economies, and that point to the United States as the main actor in
07:50this process, looking only for its own benefit at any cost.
07:54The Panama Canal was built by Americans for Americans, not for others.
07:59We have now our first short break coming up.

08:20Welcome back.
08:34In Argentina, over 70% of the Bahía Blanca population was affected by rains and floods,
08:39which led the country to declare a weather emergency.
08:42In this context, the mayor of the city of Bahía Blanca, Federico Subsvieles, reported
08:47that the number of evacuees has decreased to 523 people and that the water levels remain
08:51low.
08:52Subsvieles also detailed that the city has recovered 70% of the electricity supply, while
08:58efforts are progressing to recover the totality of the service.
09:01He also reported the distribution of 100 tons of food and other supplies, while they are
09:05in the process of distributing more aid.
09:10An Argentine lawmaker has filed on Monday a criminal complaint against President Javier
09:21Mele for the signing of an emergency decree of agreement with the International Monetary
09:26Fund.
09:27The head of state disclosed the decree aimed at cancelling non-transferable treasury bills
09:31held by the central bank, a measure with which he intends to avoid passing through Congress
09:36anything that implies increasing the foreign debt.
09:39With only four agreements, the DNU grants the Office of Economy the power to apply the
09:44necessary instruments to comply with the Fund's requirements.
09:47In this context, analysts and experts have qualified the document as a nonsense that
09:52does not withstand with the slightest analysis.
10:04In Chile, at least six people died and dozens were injured after the collision of four buses
10:08in the Coquimbo region.
10:10According to local authorities, the accident took place after one of the units suffered
10:14mechanical failures on Route 5 North, causing two overturns.
10:18Two other buses stopped to render aid, but minutes later a fourth bus, apparently speeding
10:22and not respecting the warning signs, caused a chain collision.
10:26The authorities said that more than 40 injured were taken to hospitals in the cities of Coquimbo
10:31and La Serena, while work was being done to clear the road.
10:46Local authorities in Ecuador denounce that the government of Daniel Nopoa has not paid
10:49dependent finance debts to provinces affected by floods.
10:53According to the Consortium of Decentralized Autonomous Provincial Governments of the nation,
10:57over 60% of the population of the country has pending payments.
11:01The institution unveiled that its debt amounts to more than $500 million, most of which corresponds
11:06to territories affected by torrential rains, such as Manavi and Guayas.
11:11Likewise, the institution assured that Nopoa's government is turning its back to citizens
11:15because it does not have resources to assist those affected.
11:28The Alliance of People United for Life of Panama announced on Monday a plan of action
11:32in the face of threats from the United States and rejection of their proposed reforms to
11:36the Social Security Fund.
11:38The activities begin with picketing outside the National Assembly, as well as leafletting
11:44and marches in different parts of the country.
11:47The unionist organization assured that Panama is going through very complex times and it
11:51is necessary to be united to face the ambitions of the President of the United States, Donald
11:55Trump.
11:56It also added that it is necessary to suspend the project of reforms to the Social Fund,
12:01as well as the claims of the Rio Indio Dam, the reopening of the mine, and the increase
12:06in the subway fare.
12:16And during a televised interview, Ambassador of Barbados to Cricom, David Camisón, condemned
12:21the Donald Trump's administration's ongoing efforts to subvert Cuba's medical brigades
12:25by threatening government officials and family members of these professionals.
12:31A lot of our CARICOM countries actually depend on these Cuban medical personnel to save lives.
12:40Many of them are specialist doctors that they don't have in their countries.
12:46Barbados, we don't depend as much as some others, but we definitely needed them during
12:51COVID and we had something like well over 200 medical personnel come here to help us.
13:04Venezuelan President Nicolás Maduro, during his program CONMADUROMAS, supported the denunciation
13:08made by the executive vice president, Dulce Rodríguez, on Monday against ExxonMobil.
13:13Evidence of the payment of lobbying by the transnational ExxonMobil, which operates illegally
13:17on unlimited waters, in favor of the government of Guyana, was produced so that the U.S. government
13:22would suspend the operating license of the oil company Chevron in Venezuela.
13:27The head of state also revealed that these documents have arrived with sufficient material,
13:32evidence and elements.
13:34He recalled that Chevron has more than a century of oil operations in Venezuela and this company
13:40has shown that it wants to invest and has done so and has reached a good level of growth
13:46together with the Venezuelan state in accordance with the laws and the Bolivarian constitution.
13:51ExxonMobil is right at the center of this operation of vengeance against the people
13:59of Venezuela, an operation also of persecution and to exterminate the U.S. company Chevron.
14:10So it is a fight that they have over there in the States and there are a lot of components
14:15in this conspiracy against Venezuela, against the economy, against the territorial sea and
14:24specifically against the very productive investment that Chevron has today in Venezuela.
14:29I've said this before, Chevron has more than a hundred years in Venezuela.
14:36They wanted to invest and they began to invest and to grow and they have reached a great
14:43level of development and growth alongside the Venezuelan state, according to the law,
14:49according to the constitution.
14:53Now they've shot themselves in the foot by delivering this hit, Chevron, with the objective
15:01of doing harm to us, but I can tell you right now they are not doing any harm to us because
15:06Venezuela is going to continue moving forward and this year we are going to grow in all
15:10aspects of economy.

15:29Welcome back.
15:39A shell explosion in the patriotic ward of a hospital in South Kibu, east of the Democratic
15:43Republic of the Congo, killed five people on Sunday.
15:46A local radio station reported that several people, including patients and medical personnel,
15:50were seriously injured, as penitentiary reports attribute the incident to the actions of M23
15:56occupying the capital of South Kibu and Bukavu.
15:59In the aftermath, the hospital has reportedly resumed its activities, with medical authorities
16:04calling for an immediate recovery of the affected area, which requires urgent reconstruction.
16:25The United Nations reacted to the Israeli regime's decision to limit electricity supply
16:34to Gaza, a move that has sparked international concern.
16:38The electricity cuts, which have lasted for nine consecutive days, are having devastating
16:42consequences for the Gazan population, which are relieved in extreme conditions.
16:47The UN emphasizes that a blockade should not be used as a weapon against the Palestinian
16:51people.
16:52UNRWA commissioner warned in a press conference in Geneva about the risk of a severe famine
16:57crisis.
16:58He also strongly criticized the use of humanitarian aid as a political tool.
17:02According to the UN, the lack of electricity in cities like Deir al-Bala, Hanjounis and
17:07Rafa not only affects the energy supply but also the health care and education systems,
17:12increasing the risk of a total collapse in these areas.
17:15The Secretary General is very concerned about Israel's decision to limit electricity supply
17:25going into Gaza.
17:27This latest decision will substantially reduce the availability of drinking water in the
17:32Gaza Strip.
17:33Starting today, the facility is set to run on backup generators, which will reduce the
17:38water production capacity.
17:41Restoring this connection is vital for tens of thousands of families and children.
17:46Our colleagues at the Office for the Coordination of Humanitarian Affairs tell us that all crossings
17:52into Gaza have been closed for the entry of cargo for nine consecutive days now.
17:57OCHA tells us that the Karim Shalom crossing also remained closed for the collection of
18:02cargo for the ninth straight day, which is severely impacting the delivery of humanitarian
18:06assistance across the Gaza Strip.
18:09We and our partners warn that fuel shortages are affecting aid operations.
18:13We're currently examining how to prioritize the remaining stock.
18:17Last week in Hanjounis and Deir al-Bala, six bakeries shut down due to the lack of cooking
18:23gas.
18:24And as of yesterday, 19 bakeries supported by the World Food Program are still operating
18:30and trying to maximize their capacity to bridge the gaps.
18:37In other news, former Philippine President Rodrigo Duterte has been arrested following
18:41an International Criminal Court warrant for his so-called war on drugs.
18:45The former leader is accused by ICC prosecutors of crimes against humanity over his anti-drugs
18:50crackdowns from 2016 to 2022, in which as many as 30,000 people were killed, according
18:56to local non-governmental organizations.
18:59Most of the victims were men in poor urban areas who were gunned down in the streets.
19:04The president's office said Duterte was arrested on Tuesday morning at Manila Airport after
19:08flying back from Hong Kong.
19:10The arrest brings solace to the relatives of victims, which had expressed concern that
19:14Duterte would not be prosecuted for the crimes.
19:24And China's National Committee of the Communist Party urged its members to boost the Asian
19:28nation's modernization.
19:30With the attendance of President Xi Jinping and other authorities, the closing ceremony
19:34of the highest political advisory body was presided over by the chairman of this national
19:38committee, Wang Huning, who unveiled its political strength and democratic vitality.
19:43Wang reaffirmed that the organization should better fulfill its function to expand the
19:48capacity of political consultation, to strengthen the determination and confidence for the creation
19:52of a new era.
19:53Finally, the committee urged the advisors to keep united, pushing forward the national
19:58revitalization and modernization of the Asian giant.
