01:41Dejará la tituralidad de la Secretaría de Hacienda y Crédito Público.
01:44En su lugar llegará Edgar Amador Zamora.
01:49Este se convierte en el primer cambio, cambio importante, trascendente dentro del gabinete
01:55de la Administración Federal.
01:58A través del video que le digo y vemos en pantalla, que se difundió a través de las
02:02redes sociales, la mandataria dio a conocer que Ramírez de la O va a ser asesor económico
02:07personal para asuntos internacionales, particularmente la relación con los Estados Unidos.
02:14Escuchemos parte de lo que se dijo en este mensaje en redes sociales.
02:44Rogelio Ramírez de la O fue un funcionario público transexenal, no hay que perder de
03:00vista que él también llevó la titularidad de la Secretaría de Hacienda en la administración
03:05del presidente López Obrador.
03:07Repasemos parte de lo que sucedió en la administración de quien fuera y el perfil también del secretario
03:15de Hacienda saliente.
03:16Él es secretario de Economía por la UNAM, también tiene un doctorado en este grado
03:21por la Universidad de Cambridge.
03:23Además es consultor independiente por parte del sector privado.
03:26Fue secretario de Hacienda desde el 2021, cuando usted recordará, reemplazó a Arturo
03:33Herrera quien a su vez había reemplazado a Carlos Urzúa en el cargo.
03:39Recordemos que la presidenta Claudia Sheinbaum le pidió quedarse en esta importantísima,
03:45muy importante agenda del sector público hasta diciembre del 2024, sin embargo permaneció
03:51sí hasta marzo del 2025.
03:56Vamos a recordar un poco de lo que fue la última comparecencia de Rogelio Ramírez
04:00de la O como secretario de Hacienda.
04:03Esto ocurrió ante la Cámara de Diputados.
04:05En los criterios generales de política económica y en las exposiciones de motivos de la ley
04:13de ingresos de la federación y del presupuesto de ingresos 2024 se expresan proporcionalmente
04:20los requerimientos financieros respecto al producto y se observa una tendencia constante.
04:27Voy a contestar otra pregunta que tiene que ver con la consolidación fiscal.
04:34El ejercicio de consolidación fiscal, así se le llama, a un a un desplazamiento de la
04:45política fiscal de un nivel alto de gasto y un nivel alto de deuda a un nivel moderado
04:53de gasto sostenible de deuda.
04:57Pero claro, su último gran encargo fue este, elaborar el presupuesto del 2025, cabildarlo
05:03con las fuerzas políticas, presentarlo ante la Cámara de Diputados y uno de sus últimos
05:09también encuentros que tuvimos ya conocimiento fue con inversionistas a principios de febrero
05:16de el 2025, una vez que conocimos la imposición de aranceles o la intención de imponer aranceles
05:25por parte del gobierno norteamericano, una charla que sostuvo con diversos analistas
05:31y también con fondos de inversión.
05:33Repasemos también ahora un poco del perfil del nuevo secretario de Hacienda, quien tendrá
05:39la enorme responsabilidad de las finanzas públicas del gobierno federal.
05:45Me refiero a Edgar Amador Zamora, es originario de Coahuila, él es licenciado en Economía
05:51por la UNAM, además fue secretario de Finanzas de la Ciudad de México durante la administración
05:56de Miguel Ángel Mancera.
05:57En 1998 fue nominado a Mejor Economista en América Latina por el Instituto Inversor
06:04de Nueva York, además es profesor en la Facultad de Economía de la UNAM.

06:42En temas de la relación entre México y Estados Unidos, hoy en entrevista con Fox
06:51News, el presidente de la Unión Americana, Donald Trump, habló de la pausa de los aranceles
06:56que tiene esta espada por encima de México y Canadá, dijo que sólo fue para darles
07:03un respiro.
07:04Quisiera ayudar a México y Canadá a un certa extensión, somos un gran, gran país
07:11y hacen mucho de su negocio con nosotros, mientras que en nuestro caso es mucho menos
07:16significativo.
07:17Hacemos muy poco con Canadá en comparación y quería ayudar a los automóviles americanos
07:25hasta el 2 de abril, el 2 de abril se convierte todo en recíproco.
07:28Lo que nos encargan, lo encargan nosotros.
07:30Es un gran negocio, pero lo que nos encargan, lo encargan nosotros.
07:58La presidenta Cláudia Chemba tampoco, bueno, también tocó el tema de los aranceles por
08:22parte de Donald Trump, la mandataria reveló que espera que tras el 2 de abril, Estados
08:28Unidos ya no imponga aranceles a México gracias al propio Teme, que es lo que escuchábamos
08:32de esta explicación, ya que este es un asunto de tarifas recíprocas y México no le ha
08:37impuesto aranceles a Estados Unidos debido al respeto que se tiene entre el tratado
08:43de los tres países, México, Canadá y la Unión Americana.
08:46La mandataria negó cualquier arreglo en lo oscurito con el mandatario estadounidense.
08:51Nosotros somos, eso es muy importante para todos, yo me comprometí a no mentir, no robar
08:58y no traicionar al pueblo, entonces no mentimos, no es que haya una negociación en lo oscurito
09:03con Estados Unidos, no, lo que hubo fue una plática de decir, a ver, hay resultados en
09:09seguridad y se hicieron todo esto por parte de México y no solo para que no llegue fentanilo
09:16a Estados Unidos, sino porque nosotros tenemos una responsabilidad con el pueblo de México
09:21de alcanzar la paz y la seguridad que tienen que ver con la justicia.
09:25Recordará que a finales del 2024 se aprobó el cobro extra de dólares por pasajero de
09:32cruceros que desembarquen en puertos mexicanos, un tema que sin duda preocupa mucho a las
09:38navieras ya que tienen en México uno de sus principales destinos.
09:42Si bien esta medida fue pausada por seis meses, miembros de la industria solicitan
09:47audiencia con las autoridades mexicanas para que se genere esa conciencia del posible impacto
09:53que puede tener esto, impacto negativo a la industria y a los puertos e intentar detener
09:59la medida.
10:00Así me lo expresó Michelle Page, la directora general de la Asociación de Cruceros de la
10:04Florida y el Caribe, en esta charla que sostuve de forma exclusiva en Radio Fórmula.
10:10In our opinion we had an excellent relationship with the Mexican government and we were in
10:18transit and designated in transit for decades.
10:23About ten years ago the federal government looked at it, sat down with us as good partners
10:29and agreed that the cruise passengers are in transit.
10:33We're only in a Mexican port for six or seven hours and then we go on to the next port and
10:39then the next port.
10:41We have successfully had tremendous economic impact that we deliver to Mexico.
10:49We did sit down with the Secretary of Tourism approximately two weeks ago to explain to
10:57her all the benefits that the cruise industry brings to Mexico and that we could provide
11:04right here and now additional economic impact to creating more jobs for Mexicans for the
11:11cruise industry, creating better promotion for Mexico through what we spend, having more
11:17purchasing direct lines of purchasing for the utilization on our ships.
11:23I'm glad you said an extra tax because this is something that the cruise industry has
11:29never paid.
11:30We have always been designated as in transit.
11:34We are taking it on faith that the Mexican government will understand the importance
11:40of the cruise industry and sit down with us.
11:43Mexico has opened up what other destinations look at as an opportunity.
11:48As I said, we have right now projections of 10 million cruise passengers coming to Mexico.
11:57So ports around the world have been contacting the cruise lines, come to my destination.
12:04We are very optimistic that the plans for the cruise industry concerning the investments
12:11are going to move forward.
12:13We're very, very convinced that the Mexican government is going to sit down with the cruise industry.
12:19This is going to hurt everyone in Mexico.
12:22What if you think that you don't derive an economic impact from the cruise industry?
