Four Chinese nationals who were arrested for alleged SPY last January donated money to Manila and vehicles to police forces.

National Bureau of Investigation (NBI) Director Judge Jaime Santiago believes this is merely a tactic by the suspects to justify their stay in the Philippines. | via Cherry Light

Under Philippine law, public officials are generally prohibited from accepting gifts or donations, especially if it involves influence or conflict of interest.

Presidential Decree No. 46 prohibits public officials from receiving gifts, whether directly or indirectly.

Republic Act No. 6713 (Code of Conduct and Ethical Standards for Public Officials and Employees) also strictly prohibits officials from accepting gifts, donations, or benefits in connection with their official duties.

This applies to donations given by private individuals, corporations, or even foreign nationals, especially if there are underlying interests that could compromise public service integrity.
