00:00The Department of Science and Technology, Negros Island Region, Regional Office was officially announced
00:08to expand and speed up the implementation of science and technology innovations in the province of Visayas.
00:17And now, we will have with us the OIC Regional Director of DOST, Negros Island Region, Engineer Rowen Galonga.

00:38With the opening of the DOST Regional Office in Negros, what are the key priorities and initiatives of the new DOST-NIR Office?
00:48Well, essentially, our priorities will still align with the priorities of the Department of Science and Technology in general.
00:56So, it's not as if we are creating new provinces or new operations,
01:04but rather we are just reorganizing the operations of the Department of Science and Technology
01:09in accordance with our Negros Island Region Law, which was passed into law by the President,
01:16or rather signed into law by the President last year, on June 11, 2024.
01:21So, we will still align with the priorities of DOST, particularly in the four pillars na binibigyan po ng priority ng ating secretariat,
01:32which are in the areas of human well-being, wealth creation, wealth protection, atsaka po sustainability.
01:41So, the projects will still be the same, but of course, we have to take into consideration the priority economic sectors also of Negros Island Region.
01:50And doon kami may contain calibration, because as we know, Negros Island Region is the biggest producer of sugar in the country.
01:59So, more than 50% of our sugar production is actually produced by both Negros Occidental as well as Negros Oriental.
02:07We have more than 50% of the lands there devoted to sugar cane production.
02:13And because of that, we will be giving special focus on the sugar industry, among many other things.
02:19Sir, marin niyo po bang ibahagi ang timeline ng full operation ng DOST-NIR office?
02:27Well, essentially po, yung ating DOST-NIR office has already been formally and officially established last month, January 10.
02:37That is when we created officially the Negros Island Region by way of a special order signed by DOST Secretary Vineso Ridom.
02:48So, kumuha na po tayo ng ilang personnel ng DOST-6 tsaka ilang personnel ng DOST-7, and they are now comprising the entire regional office of DOST.
03:02So, as far as we are concerned, fully operational na po yung ating DOST-NIR office.
03:10However, we also take note that hindi pa po kasali sa ating national budget this year, 2025, ang NIR.
03:18So, what is now happening is that we are not only deploying organic personnel from the two regional offices as mentioned before,
03:26but we are also using the budget of DOST-6 as well as DOST-7.
03:32But just the other day, we also had a meeting with all the regional directors and designated heads of the government agencies in NIR,
03:44and we are now preparing the budget, talaga si talik budget of NIR for 2020 seats.
03:53Sir, isa nga po sa ilulunsan ninyo sa Negros ay ang DOST-IHUB.
03:58Paano po ba masusuportaan ng IHUB yung innovation, research, and technology transfer sa regyon ng Negros?
04:06Well, yung IHUB or yung innovation hub natin is a priority project also of our secretary.
04:12And yung katuyuan talaga ni ko is really to ensure that viable ideas, yung ating mga R&D outputs,
04:22as well as other innovations, not only by our researchers, inventors, but even our students,
04:32will actually be considered and assisted so that they become innovative startups.
04:37So, we know full well the importance of business and industry, growth and development in the country.
04:43So, kailangan natin suportahan yun.
04:45And what we intend as IHUB is really to create a space where people can talk to each other,
04:51can actually consult DOST about their ideas, and hopefully they can be assisted so that
04:56they become innovative startups that can be further nurtured by the DOST.
05:03So, yun talaga yung purpose niya, which is really to convert yung ating mga ideas,
05:10yung ating mga research outputs into viable business enterprises later on.
05:16So that these enterprises, which are very innovative,
05:20can really support the growth and development of the Philippine economy.
05:24So, yun talaga yung gusto nating mangyari.
05:26And Western Visayas, as well as NIR, has been at the forefront of establishing
05:31the first innovation hubs in the country.
05:34Well, Sir, marin niyo mo bang ipaliwanag kung ano yung kahalagahan ng Metals and Engineering
05:39Innovation Center sa Negros Oriental State University at maging sa TUP Visayas?
05:46Tama po yan. As I have mentioned earlier,
05:49although we are helping all the other economic sectors in Negros Island Region,
05:54but there is a special focus to be made with regards to the sugar industry.
06:00Kasi yung ating Negros Island Region is very dependent also on this economic sector.
06:06As mentioned, we account for more than 50% of the sugar production in the country.
06:11And more than 50% of the agricultural land in Negros Island Region is devoted to sugarcane production.
06:18And because of that, we need to really level up the competitiveness of the sugar industry,
06:22among other priority sectors of the national government, of course,
06:26and of the local government units.
06:28And that is where the FEIC comes in very critically.
06:33Kasi itong ating mga Metals and Engineering Innovation Center,
06:36magkaroon niya ng mga focus depending on the priority sectors ng ating mga pavilises.
06:42And so, itong ating FEIC, both for Negros Oriental, located in Tumagete,
06:49as well as in Negros Occidental, located sa Talisay,
06:53will essentially be focusing on how to support
06:56the metals and engineering requirement of the sugar industry at all stages ng ating industry.
07:03Among others, we would like to develop agricultural machinery
07:08that will address yung productivity requirement ng ating mga sugarcane growers.
07:12And then down the line, papunta tayo dyan sa pag-supply ng mga parts
07:18and components ng ating mga sugar mill.
07:21We have noted, for example,
07:24that less than 30% of the spare part requirement ng ating mga sugar mills
07:28are actually provided for or supplied by local companies.
07:33And we would like to increase that one.
07:35So just imagine if we can develop more technologies
07:38that will allow us to supply more spare part requirement dun sa ating mga sugar mill.
07:43Napakalaging bagay siya sa productivity and profitability ng ating sugar industry.
07:48And of course, we are not ignoring yung requirement for other priority sectors
07:54like sa food possessing, furniture production,
07:59even sa natural fibers and textile sector natin.
08:02These are things that we are also giving attention
08:07sa ating metals and engineering innovation center.
08:11Sir, ano naman po yung nakikita ng DOST na magiging
08:14kontribusyon ng Alpha Bakolot Accelerator sa innovation ecosystem ng buo pong Negros region?
08:21Malaki siya actually.
08:24Kasi para yung ating innovative startup ecosystem,
08:28talaga ecosystem siya.
08:30Yung sabi nga nila, it takes a village to raise a child.
08:35In the case naman ng ating innovative startup,
08:37kailangan din ng maraming players and stakeholders
08:41so that talaga man-nurture natin yung ating mga research outputs and innovative ideas
08:47finally into becoming and transforming them into viable business enterprises.
08:57We first start with innovative ideas
09:00that will be nurtured sa ating innovation hubs or i-hubs.
09:05And we have already seen its market potential.
09:09Then we will endorse these innovative startups
09:11to our technology business incubation facilities or TBIs.
09:16And we have also one of the most number of TBIs in the country.
09:21So halos lahat ng universities in Western Visayas and of course NIR
09:27have already their own technology business incubation.
09:30So dito sa ating mga TBIs, dito natin siya further in the development
09:34yung ating innovative startups.
09:36Pag medyo mature na siya and ready for the market,
09:39we can already push them to the next stage.
09:43So yun yung acceleration stage natin.
09:45And we are very glad because in Negros Occidental and in Bacolod in particular,
09:50we have this accelerator program, the Alpha Accelerator,
09:54which is not only being implemented by DOST
09:58but strongly partnered already with the city of Bacolod and other government agencies.
10:04So parang labas nito, parang siyang chain of assistance that are being given
10:10or that is being given to our innovative startups.
10:14So we start with the innovation hubs where the initial ideas are discussed and nurtured.
10:19Ipapasok natin sa technology business incubator facilities.
10:23Pag medyo mature na siya, ipa-forward natin sa accelerator.
10:26Parang ready na siya for take-off talaga.
10:29And hopefully, after sa accelerator program,
10:32magiging mature na yung ating business enterprise
10:35and pwede na sila talaga maging competitive both in the local and international markets.
10:41Along the entire process, within the entire process,
10:45the DOST Propel Program will be assisting us.
10:49So just recently, DOST also launched the Propel Program,
10:54which is essentially geared towards the commercialization,
10:57particularly of our research and development outputs.
11:00I would say that Bacolod City is one of the first cities ever that have an accelerator program.
11:07And yung concept talaga nito is really to further assist,
11:11particularly sa other dimensions ng being a viable startup,
11:16yung ating mga clients dito.
11:18And make them more competitive in the market already.
