00:00Hi everyone, my name is Rohan Mehta and I have been working with Ministry of External
00:05Affairs India since 8 years.
00:09Last month some of my tweets got viral in which I had exposed corruption and sexual
00:14harassment cases in Ministry of External Affairs.
00:18In this video I am going to tell you about how I got to know about these cases, my whole
00:23story and I am also going to tell you how I learned that SJ Shankar is corrupt and he
00:29is not loyal to India and neither he is loyal to Prime Minister Modi.
00:34So as I said I have been working with Ministry of External Affairs for 8 years, I have also
00:39worked in Embassy of India Moscow from 2019 to 2022, during this period Covid had also
00:46occurred and due to that reason we had to assist students for their evacuation.
00:53So my name was also in the helpline numbers, I had talked to many students and also many
00:58parents during this period of time, I know many students and parents will remember me.
01:04I have a whatsapp group also confirming that I had assisted students during this time.
01:09While all this was happening, at this time also there were some employees who had gotten
01:13their names removed from helpline because they needed to sleep properly, they did not
01:18care what is going on, they just needed to sleep.
01:22After this I worked in Consulate General India Sao Paulo for 1 year 3 months, during this
01:28period I had complained about corruption for the first time.
01:31So when I had joined Sao Paulo, I noticed that the head Consul General Manisha Soni,
01:38she used to harass all employees, she had one modus operandi, she used to come to office
01:43in the morning, she used to shout at all employees in the morning, she was misusing all the resources
01:49and then within half an hour or something, she used to again shout and harass employees
01:55and then leave office.
01:57And then during the end of the day, she used to return, like for last half an hour she
02:02used to return some days and some days she never even returned.
02:07So this is how she spent 3 years in Sao Paulo, while she was earning almost 7000 or 8000
02:14dollars public money per month.
02:16Apart from this, there was another employee, Adarsh Kumar Mishra, who was sexually harassing
02:22a Brazilian woman, who made many inappropriate comments on several of them, and who was also
02:28not doing any work.
02:29Apart from these, there are 3 other employees, Harish Bhasla, Gayatri Gursain and Suraj Boman.
02:36So, now I am going to tell you how it all happened.
02:41There is actually one recording, which I am going to share here with, which will prove
02:47that Manisha Swamy was indeed harassing all employees, including Gayatri Gursain, Harish
02:53Bhasla and Suraj Boman.
02:54They are talking about this, that they were also facing harassment from Manisha Swamy.
02:59She is not talking about Adarsh Kumar Mishra.
03:02The reason she never took any action against Adarsh Kumar Mishra is very simple, because
03:09despite all complaints against Adarsh Kumar Mishra, there was actually in the same recording
03:13which I have referenced just a moment before.
03:15In this recording, Gayatri Gursain also refers to a complaint which she had made against
03:19Adarsh Kumar Mishra.
03:20This was an actual complaint which she had made, but Manisha Swamy had taken no action
03:25against this complaint, and she had told that you will not work with him, so you don't need
03:29to worry about, so forget about it.
03:31The reason she had not complained against Adarsh Kumar Mishra was very simple, because
03:35she herself was not doing any kind of work, and she needed inefficient employees like
03:40Adarsh Kumar Mishra, so that when everything breaks down, in that instance, questions are
03:44asked from the head like what you were doing.
03:46In that moment, what her plan was that she was going to say, Sir, I was managing with
03:50these kinds of employers, it was so difficult for me.
03:53This is the reason she was taking no action at all.
03:56Now, what happened was, she was also prodding and pushing Gayatri Gursain to continuously
04:03harass me, to continuously give me memorandums unnecessarily.
04:07Eventually, Gayatri Gursain did indeed write against me for no reason at all.
04:14I am going to attach the document regarding this also.
04:17She wrote regarding me, she wrote that I was not doing work properly, and she gave totally
04:26illogical reasons, because I was doing all the work.
04:29All the work which she mentioned, I was not doing, I was doing it.
04:32So, I gave a reply, I gave a response, and in my response, I wrote that all these works
04:38which you have mentioned, I have been doing.
04:40Apart from that, I also wrote three more things.
04:43I wrote that neither Gayatri Gursain nor anyone else speaks Portuguese, only I do, through
04:48which I also help and assist people and also do my work well.
04:53I also wrote that they have been trying to belittle me by calling my MBA background.
05:02I am a dropout of MBI going on.
05:04I did not complete MBA.
05:06I was there, but I dropped out.
05:08But they used to try, used to belittle me over this.
05:12So, I had actually written that if you think it is so simple, then perhaps you might also
05:16take that.
05:17And I had also written that she lacks networking skills, because I am the one who is speaking
05:24very highly and very positively about her to local Brazilian employees and also amongst
05:30Brazilian Indians.
05:31And this is something which can be verified.
05:33Subsequent to this reply of mine, Manisha Swami called me to her office.
05:37Manisha Swami was aware because I had talked to these three employees before who were also
05:42facing harassment that I am recording.
05:44I had said to them that I am recording while these things are happening.
05:47I had not shown them any of the recordings though.
05:50So, she called me after this reply by three people who were there in the room, Manisha
05:55Swami, Suraj Mohan and Gayatri Gursain.
05:57So, I entered the room and she told me that, Rohan, please keep your phone outside.
06:02So, I went outside, left my phone and I came back.
06:04Then she told me, Rohan, you actually gave a written reply.
06:07So, Gayatri Gursain is invoking sexual harassment complaint against you.
06:14Can you give a reply by 5 pm today?
06:18My response to her was, Ma'am, you have not provided me any document.
06:22To what should I reply?
06:23She was actually like surprised because she was actually expecting that I would be scared
06:31because she is trying to threaten me.
06:33But why would I be scared when I have not done anything?
06:35I have never even spoken any wrong about any woman in my life.
06:38Why would I be scared?
06:40So, when I gave this response, she said to me that, oh no, you can give your reply by
06:48day after tomorrow also.
06:50It's alright.
06:51I told her that please give me whatever you want to give me in writing.
06:54I will give a reply today only.
06:56And I immediately gave a written reply when they gave me the document in which they had
07:01written only these three things which I mentioned that Rohan is saying Gayatri cannot speak
07:05Portuguese, cannot take CAT and has no networking skills.
07:08That's my sexual harassment complaint.
07:10There was no sexual harassment.
07:12I have never treated Gayatri Gursain in any wrong way.
07:15I have treated her respectfully and that is how it happened.
07:18The complaint and the copy of the same is attached therewith.
07:22After this also, Miss Gayatri Gursain also used, she wrote actually lots of lies on paper.
07:30I had actually seen that paper also and they had given me another document based on that.
07:35I am attaching a copy of that document also wherein I had to write that you guys are trying
07:40to create a fake sexual harassment case against me and due to fake sexual harassment cases,
07:45there have been cases of suicide.
07:48You are trying to create mental pressure on me unnecessarily.
07:51There is a case which I mentioned which was of a kid named Manav and a copy of this document
07:56is also there.
07:58These cases can be searched easily.
08:01Once I had replied to this, during this period of time one more thing used to happen.
08:07So, Harish Baksla also used to come to the room and he used to tell me,
08:11Rohan, Gayatri is saying that this is going to go all the way and everything.
08:16And I used to reply like, what all the way and what everything are you talking about?
08:20I have not done anything. What nonsense are you talking about?
08:22The reason why he used to do this, why all this was being done was to suppress me.
08:27Either I get suppressed or I perhaps commit suicide.
08:31Basically, I never gathered courage to complain against Manisha Swami.
08:35That was the reason why all this was being done.
08:37So, as he kept harassing me repetitively, I eventually made a complaint on 5th January 2024.
08:46On 5th January 2024, I complained. 6th and 7th were holidays.
08:50On 8th January 2024, when I came to office, they had closed the doors of office
08:55and they told me that my return flight has been booked and I have been called back to India.
09:01First, I was surprised because I was the one who had complained and I was the one who was doing work.
09:07These people were not doing anything and I was being recalled.
09:11Regardless, I realized that I could not travel because I had not taken yellow fever vaccine.
09:19And it is mandatory to take yellow fever vaccine when you return from a country where yellow fever exists.
09:26So, I informed them that I had not taken yellow fever vaccine and I cannot travel and therefore I cannot travel.
09:33So, they may kindly allow me to take the vaccine.
09:37And then I can leave and they can book the ticket after 10 days once the vaccine becomes effective.
09:42But Harish Prasad gave me an exemption certificate.
09:46And that exemption certificate also is over here.
09:49I am going to attach a copy of this exemption certificate over here.
09:52This exemption certificate was basically a safety hazard.
09:55It was a safety hazard because in case I would have contracted yellow fever,
10:00the same disease could have become prevalent in India also.
10:04Only on the basis of this exemption certificate, Harish Prasad should have been fired by now.
10:10But till now, no action has been taken against him.
10:14I returned back to India and I talked to Director ADP, Jatin Patel.
10:22I asked him, can you please tell me what action has been taken against the complaint which I made?
10:27He told me, no action has been taken against your complaint and forget about that complaint.
10:32You stay here, you stay for 2 years and then you leave.
10:35The day I was actually returning, I wanted to make everything public that day only, honestly speaking.
10:43But my fiance and another Indian in Brazil, his name is Vipan,
10:51he had told me, do not complain against these guys because you are waiting for your marriage approval
10:57and they will start creating problems in your personal life and everything else.
11:02Looking back at everything, I would have made everything public then only.
11:06But looking back at everything now, I think if I would have made everything public,
11:10I would have never gotten to know that S.J. Shankar is corrupt.
11:12Which is something I will get to by the end of this video.
11:15So, I returned, this happened and they told me no action will be taken.
11:25Within one month, in February, they gave me a document opening a fake case against me
11:35saying that my fiance was living with me in Brazil.
11:38The truth is my fiance was not living with me in Brazil and I had proof of that also.
11:43They were doing this only because I had complained against their police civil servant, Manisha Swamy.
11:51So, I immediately gave a reply that my fiance was not living with me.
11:57I immediately gave a reply and in the same reply I also wrote that I was facing harassment
12:01and I submitted a corruption complaint to vigilance section also.
12:04But they did nothing. I gave this reply in February.
12:08Over February, they did nothing. March, they did nothing.
12:11In April, they eventually called me. They called me to their section
12:14and they asked me that they wanted to talk to me.
12:17So, before entering their section, I turned on recording and I entered the section.
12:21In that recording, there is a person named Kaushal. He is a section officer.
12:25He tells me that Rohan, generally action is taken against people who complain against senior officers.
12:32Not against the corrupt officers but against the person who is complaining against the corrupt officers.
12:39And this is there in the recording.
12:41And by the way, this guy also lies to me because he was trying to set me up to accept something
12:46which they had planned, which they wanted me to.
12:50He tells me that they had also tried to stop my promotion
12:55and Kaushal had done something specifically so that it has not stopped.
13:01But the reality is this. My promotion and everything, the process had already finished before this fake case was started.
13:08When I moved, in the same recording, when I go to the next room and I talk to Under Secretary Monica Agarwal,
13:15she actually tries to tell me and forces, she forces repetitively and she tries to tell me
13:20that we are unbiased. We have nothing against you.
13:23Rohan, you are a young, dynamic individual. You have a long career.
13:26We have all recordings. Your landlady has written and everything.
13:30The fact is, my fiancé was not living with me and my landlady knew about it.
13:36And she had written to me about that.
13:39So, they were basically trying to set me up.
13:42They wanted me to write because they were trying to harass me.
13:46They were actually also withholding my marriage application.
13:49My marriage application, you need marriage approval if you are marrying a foreigner.
13:55For instance, Foreign Secretary, sorry, H.R. Rajesh Minister, H.J. Shankar, he is married to a foreign minister.
14:00So, you need an approval from the ministry.
14:03In case of Brazil, what happens is, for approval you need security clearance.
14:09So, security clearance is easy to get for Brazilian citizens.
14:15Why? Because like we have Aadhaar card, Brazilians have CPF number.
14:19And they have a website on which, if you enter this CPF number, it immediately provides you information.
14:25If in case there is something adverse against that individual and if not, then there is a clear report.
14:30That report had come while I was in Southall. It had happened immediately then.
14:35So, by the time when I had returned in January, all security clearance had been done.
14:39But B. Vallal Bhavna started withholding my marriage application,
14:44saying that there is a vigilance case going on against me.
14:47Although this vigilance case is a totally separate thing and it had nothing to do with my marriage application.
14:52What he was doing was basically, he was trying to intervene into my personal life
14:56because I had complained against their colleague, another civil servant, Manisha Swami.
15:02So, after all this happened and all this recording which I talked about with vigilance section,
15:08which is also there, this happened in April.
15:13And after April, although this lady, Monica Agarwal had told me that they have all the proofs,
15:22they have everything in this, but by the end of that recording, I had actually shown the proof to this guy Kaushal.
15:29And he had asked me to provide that proof to him.
15:32But I told him that I will give it to you when you give me a written reply.
15:35They gave me no written reply, nothing.
15:38This happened in April. I kept requesting, I kept waiting for my marriage approval.
15:43Because my fiance was travelling from another country which is on the other side of the world.
15:48April, May, June, July, nothing. I did not receive my marriage approval.
15:54Eventually, in July, I wrote to Central Vigilance Commission.
15:57I wrote to External Affairs Minister. I wrote to two other ministers.
16:01And I actually named B. Vallabhbana that he is withholding my marriage application.
16:06I actually wrote everything what I had been facing.
16:10And once, and I am attaching a copy of this complaint also here, so anyone can read this.
16:19After this complaint in July, in August now finally, because I had named B. Vallabhbana,
16:26now my marriage approval came.
16:29Now it came, because obviously their names have started to come out.
16:33Then what happened was, Puneet Agarwal, who is the head of vigilance,
16:37he gave me, regarding that case which they had opened against me,
16:42that my fiance supposedly, according to them, was living with me, for which they had all proofs.
16:48He gave me a written reply actually, which was a very stupid reply.
16:53And the reply is right over here with me. I will pick that up and I will actually read it from here.
16:58So, this is the reply actually.
17:01It was a very stupid document. They wrote in this document that it had been brought to their notice
17:07that my fiance was living with me in Brazil.
17:10Then they write that I informed that my fiance was not residing with me.
17:16And now after this they write, now notice the language.
17:19They wrote that after examination it was found that I had managed access to my fiance and her car in my condominium.
17:27I wanted to ask you guys one question.
17:29When a guest comes to visit you, do you provide them access?
17:33Or do you manage access?
17:35Are you allowing your guest to enter your building?
17:39Or are you allowing a criminal?
17:41Why was this word managed used?
17:44It was used purposefully by them because they had actually nothing.
17:47I provided access because when my fiance is going to come to meet me,
17:50I am going to allow her to come inside the building.
17:53I am not going to say like, please you stand outside or please leave your car outside.
17:58I don't know what kind of stupidity these guys wanted to convey through this message.
18:03And after this, they have written that she used to visit me from June 2023 to January 2024.
18:12Which is obviously she is going to be visiting me.
18:14We did not decide to get married randomly.
18:18We got to know each other for some time.
18:21I met her, she used to meet me.
18:23That's how we decided.
18:25It's not something which happened in one go.
18:27And after that, this is what has been written.
18:30It has been decided to issue a recordable warning to me.
18:33Recordable warning for what?
18:35That my fiance used to visit me?
18:39There was no ground or any reason for a recordable warning.
18:42But this was given to me.
18:44I will tell you, I will get back to this, why it was given.
18:47After this, along with this, my APR had come.
18:52It had been given annual performance report which was given by Gayatri Goswami.
18:56She had reduced it to as much as she could reduce it.
18:59And she had also written a separate integrity note about me.
19:07So, basically, now I will tell you, since my posts have become viral.
19:12Some people had asked me, why did you complain actually?
19:15Why did you complain?
19:16So, let me give you the brief why I complained.
19:19You all remember that they had tried to make a fake sexual harassment complaint against me?
19:25So, let me be brief about it.
19:27This case was sent to headquarters, but it was never opened.
19:31It happened because of two reasons.
19:33One, because the people in headquarters saw that this is clearly a fake case.
19:37And it is being like unnecessary, they are trying to set me up.
19:41Or second, they also asked the person who had filed the case, basically Gayatri Goswami.
19:46So, she was aware that if you file a fake case, action can be taken against you.
19:50Or maybe she, out of shame, she actually backed off.
19:53One of these reasons.
19:54This case never opened in the first place.
19:56But there was a case which was filed.
19:58Second, I was recalled.
20:00I was recalled from Brazil.
20:03Although it was done in a wrong manner, but I was recalled.
20:05If in case my tweets would not have gone viral, none of you would be knowing it.
20:09So, third is that Puneet Agarwal gave me a recordable warning.
20:14This is one thing which happened.
20:16And fourth is Gayatri Goswami gave an integrity note against me.
20:21Doubting my integrity.
20:22Putting doubts on my integrity.
20:24So, let me tell you what would have happened if I would have not made any of these things public.
20:29There was a clear cut plan basically.
20:31If none of you guys know about any of this,
20:34there was a clear cut plan that this guy is not even speaking against any of these things.
20:38That implies that he did all of the wrong things and everything.
20:41He indulged in many wrong acts.
20:43And therefore, now they can create many other things against me.
20:48And they can spoil my career totally.
20:50This was the plan.
20:52This was their plan that basically you have complained against a civil servant.
20:55Now we are going to show you who we are.
20:58So, after this, I eventually made first FB post on Facebook
21:05with all the recordings and all the proofs.
21:08They thought I do not have any of these proofs.
21:11But I had all of these proofs and I posted them online.
21:14There are many proofs and they are clearly indicating what actually happened.
21:19So, after this post, actually a former employee contacted me
21:23and he informed me about some other corruption cases.
21:26He informed me about corruption by Suresh Reddy
21:29He informed me about corruption by Suresh Reddy
21:33while he was in Baghdad in 2018.
21:36And he told me that he had changed the embassy building
21:40and increased the rent four times.
21:42But this he said orally only.
21:44So, secondly, he also informed me
21:47and now I am taking the name of the place.
21:49He also informed me that 22 years ago
21:51there was a rape case in Istanbul.
21:54And the ambassador had raped the maid.
21:57And the thing is this, that this lady is still working.
22:00I am going to also attach the WhatsApp messages of this person
22:03who had informed me all these things here.
22:06Apart from this, after I got to know about this information
22:13I made another video on Instagram on 16th September.
22:16And in this video, I provided all this information
22:24which I just told you, this information also.
22:27After this video got published
22:30another ministry's former employee
22:33he created an Instagram ID
22:36and he sent me a video of Adarsh Kumar Mishra
22:39physically assaulting his wife
22:42while he was working in Embassy of India, Cambodia.
22:45And that video is also now in public domain.
22:48This video was actually recorded in the place
22:51where he was staying in Cambodia, in the lift
22:54and it was sent to Embassy.
22:57This employee had recorded this video
23:00and he sent this video to me and he deleted that account.
23:03This video is also online but no action has been taken against this employee.
23:06By the way, after this video, there is one more thing which happened
23:09which now I am going to reveal.
23:12This is my video actually.
23:15This is something I wanted to reveal about B. Vanzalvagna.

23:46I will tell you why this account liked my video now.
23:49So generally what happens is
23:52these Instagram profiles
23:55are being handed over to the local employees.
23:58So some local employee
24:01has seen this video and she has liked it.
24:0499% I know who this local employee is
24:07and I am even attaching a photo of this employee
24:10along with B. Vanzalvagna while she was interpreting while he was in Baku.
24:13Most probably this guy has harassed this employee
24:16that is the reason she liked this video.
24:19But regardless, nothing has happened.
24:22No action has been taken.
24:25Apart from this, after these videos got viral
24:28I also got to know about one more case.
24:31This happened in Bangladesh.
24:34In 2015
24:37a miner was raped and murdered
24:41by 3 employees of Indian High Commission.
24:44Her body was dropped
24:47in the official vehicle of Indian High Commission
24:50outside.
24:53That case has gone in Bangladesh courts.
24:56If cross referencing is going to be done, lots of details are going to come out
24:59regarding this case.
25:02But nothing has been done.
25:05So apart from this, now getting back to the Baghdad case
25:08which I had gotten to know.
25:11In the Baghdad case, that personnel had told me
25:14that the price was increased 4 times.
25:17But this is something he had informed me verbally only.
25:20So that's not a proof.
25:23So I filed an RTI.
25:26While I filed the RTI, I was expecting that
25:29they will not provide me any official reply.
25:32They will probably reply that due to security reasons
25:36But fortunately there was someone honest who was working in Bangladesh
25:39and I got the RTI reply.
25:42The price, the rent was not increased 4 times.
25:45It was actually increased 7 times from $2916
25:48to $20,800
25:51per month in 2013.
25:54I do not need to say anything.
25:57You can yourself understand this.
26:00What special things happened
26:03or what special building they took
26:06with special AI technology, special security
26:09that the rent increased 7 times.
26:12The thing is this, they do not want to
26:15actually convey right now also to me
26:18that there are some reasons due to which rent was increased
26:21although they have not mentioned any of the reasons
26:24which they have given me here in all of this.
26:27So after all of this had happened
26:30after my Instagram posts also went viral
26:33despite all these truths, instead of taking action
26:36against any of these people, they suspended me.
26:39So after all this happened
26:42I tried to go directly
26:45to BJP's office. I went to their office.
26:48I talked to the person responsible for external affairs ministry.
26:51I asked him, I informed him of all of this
26:54and I asked him, can you help? He told me that he cannot help me
26:57to go to a court which was actually weird
27:00despite the fact that it is written on websites
27:03on many websites it is written
27:06about anti-corruption and everything else
27:09but while the cases of corruption are here
27:12he told me that I have to go to court and they can do nothing.
27:15Then I also contacted
27:18Kavan Khera from Congress. He has read my messages.
27:21He saw my messages but he did nothing.
27:24I also contacted Mr. Shashi Tharoor.
27:27His nephew knows me personally. He forwarded my messages
27:30to Mr. Shashi Tharoor also but he did
27:33nothing. Actually nothing. Mr. Shashi Tharoor
27:36has gone on stage
27:39and he has spoken about
27:42basically saying that
27:45beta padhao, beti bachao
27:48basically meaning educate the boy and save the girl
27:51but when there are people like me who come out with clear cases of corruption
27:54which is clearly evident, they stay silent.
27:57He did nothing.
28:00So after all of this was going on I was meeting many people
28:03trying to get help. I was also tweeting
28:06eventually on 13th January 2025
28:09my tweets got viral. Once my tweets
28:12got viral, after this I learnt
28:15that SJ Shankar is also corrupt and this is how
28:18I learnt about that. After my tweets got viral
28:21a page, Khur page
28:24this is the name of that twitter account
28:27a person from this page contacted me
28:30I informed them about a corruption case
28:33which had gotten printed in media also.
28:36This corruption case is of Renu Paul
28:39If you search Renu Paul corruption you will find details about it.
28:42She had basically rented an apartment for 15 lakhs per month
28:45while she was in Austria and she had also
28:48indulged in financial irregularities to the tune of crores
28:51and she was called back.
28:54So while she was called back, I actually provided this information to this person
28:57they made a post on this and while they made a post
29:00they also found out some additional information.
29:03In that post there is another article which mentions
29:06that this lady was recalled but after she was recalled
29:09immediately after one month she was promoted and she was given a special

31:39would expect a massive vocabulary

31:45of a 10 year old child, you know.
31:48Basically what he is doing is trying to pontificate
31:51and force his opinion on others. That you know.
31:54You actually do not know. I am telling you this.
31:57There is another interview of SJ Shankar which I am
32:00actually attaching here with another journalist.
32:03In this interview, SJ Shankar talks
32:06that he has to think
32:09about all the Indians and everything while buying
32:12petrol so that petrol is purchased at lower prices
32:15for Indians. But I don't think
32:18I need to give you any more details. Petrol was
32:21indeed purchased from Russia for lower prices but it has not
32:24been provided at lower prices to Indians.
32:27So this is basically a random marketing gimmick.
32:30In the same interview, he also talks about one more thing.
32:33He says in this interview
32:36that a state
32:39should be called a state and terrorism
32:42is something which should be called out where it is
32:45so or wrong acts should be called out.
32:48But the thing is this, I wanted to ask like what is this
32:51going on in the Ministry of External Affairs
32:54which I have been facing for last one year
32:57because I complained against a corrupt officer.
33:00It is not terrorism.
33:03They are trying to like go after me with full
33:06force and everything else despite very
33:09clear proofs. Okay, anyways
33:12I will also tell you one more thing actually
33:15since he talked about calling a state a state
33:18this is regarding some comments made
33:21by UN Resident Coordinator in 2020.
33:24UN Resident Coordinator had made some comments about
33:27increasing violence against
33:30women and such activities should be stopped.
33:33The UN Resident Coordinator had not made
33:36any adverse comments.
33:39They had only made simple remarks but
33:42the Ministry of External Affairs showed high handedness that other agencies
33:45should not comment about what is happening here.

33:54Nothing had been done by that
33:57coordinator and while the reality is this, even foreigners

34:36that I should be calling the most corrupt officers the most honest.

34:42they take action against
34:45sexual harassment cases seriously.
34:48I am going to talk about two other sexual harassment cases.
34:51One occurred in 2019. There was an event
34:54in 2019 in Varanasi
34:57of Prime Minister Modi.
35:00Many employees had gone there for
35:03arrangements for the event. There were many student volunteers also.
35:06One student volunteer was harassed by
35:09Ministry of Fiscal Affairs employee Tarachand Gujar.
35:12Only one
35:15newspaper in Varanasi had reported this.
35:18There was some ITS officer who had stopped this
35:21from spreading to others.
35:24Eventually nothing happened.
35:27This case went to vigilance section. I hope that lady
35:30is going to come out and is going to speak
35:33what she faced. Because if nothing like this happens,
35:36these kind of employees are going to continue to exist.
35:39The other sexual harassment case happened here in Ministry only.
35:42There is a 25 year old girl
35:45after whom
35:48another 45 year old guy started pursuing her
35:51and he started pursuing her to marry her.
35:54He consistently started doing this despite her
35:57repeatedly refusing her many many times.
36:00He did not stop. Eventually what happened is
36:03that one day he entered Ganesh bathroom
36:06behind her.
36:09She went to the bathroom and he was inside
36:12there. She came out and she shouted
36:15and this guy ran out and stood outside.
36:18This lady comes outside the bathroom and he
36:21followed her to her section also. Eventually this lady complained.
36:25After her complaint, what happened was
36:28she also wrote that you can even check in video recordings
36:31that the proofs are there.
36:34It will be there. You can easily see that this guy
36:37had entered the bathroom.
36:40But who were going to provide these recordings?
36:43Similar police like his, they actually gave a reply
36:46that on this particular day all cameras were off
36:49and for 3 years this case
36:52has been going on. This guy has also said in some hearing
36:55that this girl's mother
36:58and her brother were pushing him to marry her.
37:01I think you can join the dots.
37:04Why would any mother or brother push a 45 year old guy
37:07to marry a 25 year old lady?
37:10And by the way, this is not the only lady who has complained
37:13against this guy. There is another lady who has complained against this guy
37:16but no action has been taken against
37:19this person.
37:22I hope, I have informed about
37:25SJ Shankar also. I feel if there is any kind of
37:28solidarity in diplomatic community
37:31on the basis of human rights, I feel
37:34SJ Shankar should be banned from travelling to any country
37:37because what I have been facing is not normal.

37:43about certain cases wherein I actually
37:46helped people as I had told you.
37:49There was one accident which had happened while I was in Brazil.
37:52There was a person who used to work on a ship.
37:55He had an accident on a ship
37:58and he had some severe damage on his head.
38:01Harish Vaxla could not speak Portuguese so he had actually
38:04called me and asked me to talk to the hospital. I had immediately
38:07talked to the hospital and provided him immediate response
38:10on this so he could
38:13talk to
38:16hospital authorities and get in touch with them.
38:19I am going to attach the WhatsApp messages regarding that.
38:22I think everyone in India knows about
38:25Manushi Chilwe. She represented India
38:28in Westworld. There was another
38:31contestant during that time from Brazil.
38:34Her name is Gabrielle Villela. She had also come to consulate
38:37for a visa to India. The day she had
38:40come, she was waiting for more than one hour or so
38:43in consulate because Harish Vaxla had gone outside during
38:46work time.
38:49Because this lady was waiting, I had actually talked to her for a short period of time
38:52because she was unnecessarily waiting.
38:55She had eventually submitted her passport and
38:58unfortunately she had forgotten to collect it back.
39:01Almost after 6 or 7 months, I had reminded her and
39:04she had collected that passport. She is also going to speak about me.
39:07Apart from this,
39:10I also assisted another person
39:13whose name is Deepak Kaur whom Gayatri Gosain was harassing
39:16because this guy had come to consulate for some
39:19consular services and by mistake he had deposited some extra money
39:22in consulate account.
39:25So, he had
39:28actually asked Ms. Gayatri Gosain
39:31Actually, he had deposited this money while I was there
39:34but when I had submitted this note for
39:37returning his money, I remember very well, CG had refused
39:40that she is not going to sign it. When I had gone back,
39:43he had actually talked to Gayatri Gosain, he had written many mails,
39:46he had come to consulate once and then Gayatri Gosain had told her
39:49yes, we are going to return your money but
39:52she told him in person that we are going to return your money
39:55and then he goes back to his place which is far away
39:58from Sao Paulo. She replies to him in a mail that
40:01we cannot return your money and gives a very baseless reason.
40:04So, this guy had talked to me.
40:07I had assisted him when I was in consulate.
40:10So, I had told him that there is no reason, I am going to attach
40:13the mail wherein he had to give a reply,
40:16a very big reply to get his money back.
40:19Eventually, his money was returned but this is how embassy and consulate
40:22employees harass local employees.
40:25Apart from this, Harish Baxla had also harassed
40:28a Brazilian lady who had come
40:31for a simple signature because
40:34her parents had some property in Goa and they had
40:37expired unfortunately. Harish Baxla
40:40was misbehaving with her. The recording is there.
40:43Brazilian media picked this case up. I think this lady is going to
40:46come out because her case is very unique
40:49because her parents were from Goa and
40:52they had property here. So, it's a very unique case.
40:55It is possible that
40:58she will come out.
41:01Apart from that, Harish Baxla had also misbehaved with
41:04Deepak Kaur and he had also
41:07spoken about his wife to him.
41:10This can also be confirmed from him.
41:13Apart from this, there is one more businessman
41:16against whom Harish Baxla
41:19had harassed. The name of this businessman is Mahmood Khan.
