00:33and understand that it is part of his negotiating tactics in terms of seeking to find an answer
00:41to a problem which is not working out to his advantage, which he can find a way to turn
00:48in that direction.
00:50In diplomacy, we call it creating negotiating leverage, and it can take many forms.
