00:15Davao City Rep. Isidro Ungab and former Executive Secretary Atty. Vic Rodriguez filed a petition in the Supreme Court to cancel the 6.3 trillion pesos 2025 national budget due to the presence of blanks in the BICAM report based on the 2025 General Appropriations Act.
00:44The petition was answered by House Speaker Martin Romualdez, Senate President Cheese Escudero, and Executive Secretary Lucas Bersamin.
00:53We welcome any petitions to question any law that Congress passes.
00:57And for me, this is an opportunity for the Supreme Court, the third branch of the government, to interfere in the process of the budget.

01:23Earlier, JM Integrated News saw a copy of the BICAM report of the 2025 budget from the Legislative Library, Archives, and Museum of the Camera.
01:31Here, you can see that there are blanks in the document.
01:35Yesterday, House Appropriations Chairman Rep. Stella Kimbo admitted that there are blank items in the BICAM report.
01:42But this will not affect the validity of the budget because the funds have already been discussed for these items.
01:48It was also mentioned in the Supreme Court petition of Naungab and Rodriguez that the addition of the Camera and Senate to their budget is against the law.
01:59They said that the biggest budget allocation is based on education because it includes several institutions under the Defense and Interior and Local Government Department.
02:09They also said that the removal of the PhilHealth fund is against the Constitution.
02:14But Rep. Zia Alonto Adiong, Vice Chairman of the Appropriations Committee, said,
02:19PhilHealth is technically an income-generating agency.
02:26So it's a wrong nomenclature to say that this is a budget given annually. It's a subsidy of the government.
