A sum of RM20mil has been allocated this year to provide skills training to up to 5,000 Malaysians in three key sectors namely cyber security, data science and artificial intelligence (AI), says Human Resources Minister Steven Sim.

Speaking at the signing ceremony of a tripartite Memorandum of Understanding (MoU) between HRD Corp, PERKESO, and HCL Technologies on Thursday (Jan 23), Sim highlighted that the MoU builds upon key discussions initiated by Prime Minister Datuk Seri Anwar Ibrahim during his diplomatic mission to India in August last year.

00:16My vision is that we in Malaysia will be able to build an ideally standard skills training sector in this country.
00:29And I'm glad that one of our investors here in Malaysia, ACL Tech, is willing to partner us today in this regard.
00:40Because I believe that skills training or education for our workforce, for our human capital,
00:47must go beyond the traditional university learning model.
00:51The university learning model, I always say, is created for you to have four years of deep and long thinking about what is the meaning of life,
01:06what is love, what is pain, where it's gone, who it's gone.
01:10But it was not built for the industrialised world.
01:18But don't get me wrong, the media will say that ministers say university education is not important.
01:23I am all for university education. I think it is important.
01:26But we will be delusional to think that this model of education will be able to fulfil the demand of our industry.
01:35Therefore, in my view, in the view of Kusuma, skills training ought to be, number one, on the job.
01:44Number two, by practice. You need to practice and be trained as you go along within the industry
01:53in order to stay relevant, in order to stay up-to-date, in order to be skilful in the skills that is demanded by the various sectors.
02:04So therefore, I am very proud that this FOU between HRD Corp and HCL Tech will be able to provide this model of training on the job and by practice.
02:19I am also very proud to announce that both HRD Corp and Perkeso will be allocating up to RM20 million to support this skills training programme.

03:10These are some of the key strategic areas that the country is striving towards.
03:14So RM20 million as an upfront commitment from Kusuma to train up to 5,000 skilled workers this year in this sector with the cooperation of HCL Tech.
03:28And I am confident that our students, our graduates from this particular training programme will be able to...
03:37They are not only industry-ready, they will be able to compete for jobs and employment of the 21st century,
03:46not just here in Malaysia, but globally because our trainer is a globally acclaimed company, HCL Tech.
03:53So I think that you mentioned the target is 10,000, so you are looking at this MOU partnership for 2 years?
04:00For this current partnership, we are working at 5,000. Of course, we hope we can improve and increase this number eventually.
04:09The target was discussed in India about six months ago was 10,000.
04:15This year we are aiming 5,000, so hopefully next year we can increase it.
04:19But if we can, they train 55,000 a year, so if we can hit up to 10,000, then I am definitely more than happy to assist.
04:28Of course, this collaboration is not just... When the discussion was done in India, it was not just between HCL and Kesumar.
04:36There were other ministries involved, so it was a general target of 10,000 students or other training participants.
04:45But Kesumar, this is our first collaboration with HCL. We are willing to take up to 5,000 trainees.
