02:19Blanco is the item that will replace the more than

02:22P74.57 billion of NIA or National Irrigation Administration

02:28under the Agriculture and Fisheries Modernization Program or AFMP

02:32of the Department of Agriculture.

02:33But in 2025 GAA, it is not Blanco.

02:37The NIA is worth P56.42 billion for the AFMP.

02:41The Department of Budget and Management is determined to

02:43complete the document without any blank pages or missing details

02:47for the GAB to be submitted to the President.

02:49As a defense to Duterte,

02:51his former Presidential Spokesperson,

02:53Attorney Salvador Panelo, said

02:55that the former President only expressed a legal opinion

02:58and if there is a basis, there should be an answer.

03:00The question raised is,

03:02how complete is the GAA if there is a blank in the BICAM report?

03:05Why did the lawmakers sign the so-called

03:07Defective BICAM Report and ratify it?

03:11And why did the President sign a Defective Law?

03:15It is possible that Ungab will join the petitioners

03:18who will ask the Supreme Court

03:20to declare the 2025 budget invalid and unconstitutional.

03:25Malacanang first said that they trust the NIA in the GAA law,
