00:00Meanwhile, we got an update from the Philippine National Police up to the Hatol ng Bayan 2025.
00:08On the phone line is Police Brigadier General Gene Fajardo, the Regional Director of the PRO3.
00:15He is also the spokesperson of the Philippine National Police.
00:19Good evening, General Fajardo. This is Patrick Desus of PTV Ulat Bayan Weekend.
00:25Good evening, Sir Patrick. To all the viewers and listeners of your program, good evening.
00:31General Fajardo, my first question is, how was the first week of the election period?
00:36And what are the preparations we are doing for the security of the election in May?
00:43We are still carrying out our permanent checkpoints. We have been carrying out them since January 12 until yesterday.
00:54We have reached 177 firearms confiscated nationwide. We have also arrested around 187 individuals.
01:08Aside from that, of course, we are continuously monitoring the identified election risk factors
01:15to make sure that when the election is near, the so-called election areas of concern will also be reduced.
01:25General Fajardo, please repeat the update on the gun ban, how many were arrested and the firearms confiscated?
01:34As of 11-59 of January 17, 2025 sir, our source, our National Election Monitoring Action Center,
01:43has reached 177 firearms confiscated. 40 were confiscated from the checkpoint, 104 from the police response,
01:5632 were confiscated from the violence operation and one from the drug net operation.
02:03The most were confiscated from NCRVO, 47, and Region 3, 42. Next is Region 7.
02:14Those are the three regions where our firearms were confiscated.
02:20As for the arrested persons, we have reached 187. The most were confiscated from NCR, 52 civilians were arrested.
02:30Next is Region 3, 46. 45 were arrested civilians and one member of the Armed Forces of the Philippines.
02:38The top three are still Region 7 when it comes to the arrested, 24 civilians.
02:45General Fajardo, aside from the gun ban and the Komelek checkpoints, what should the PNP do during the election period?
02:56When it comes to our election period, aside from the gun ban and the Komelek checkpoints,
03:02as I mentioned earlier, we are being monitored by areas of concern, particularly those under the yellow, orange and red category.
03:12Because the intention of our Komelek, the PNP, is to minimize the number of areas under election areas of concern.
03:24What we are focusing on is the intense political rivalries that we are monitoring.
03:31Of course, the possible use of private armed groups are the election risk factors that we are monitoring.
03:38Of course, we are also checking the data of the previous elections where we witnessed election-related incidents.
03:46Those are the factors that we are monitoring because we know that these factors may influence the coming election.
03:57As of now, General Fajardo, there is no serious threat to the security that the PNP is monitoring, especially the Hathol ng Bayan 2025.
04:07As of now, sir, there is no serious threat that is being monitored nationwide.
04:12But we do not trust the PNP. We are still maintaining our aggressive stance and that is precisely the reason, sir,
04:19if our strategic deployment, particularly the placement of Komelek checkpoints,
04:26has reached 41,000 nationwide to make sure that we will monitor and intercept the possible instruments that can be used,
04:37not only in the upcoming elections, but also in our daily monitoring, so that it will not be used to commit crimes.
04:45General Fajardo, in other words, how is the PNP's approach to the police,
04:52which is said to be involved in the 990 kilos of shabu in Bat in Manila in 2022?
04:59I understand, General Fajardo, if I am correct, there is a new warrant of arrest from the court
05:05and the PNP has already formed Task Force 29, as it is called.
05:09That's right sir. Because of the new warrant, our chief PNP ordered the creation of a task force to run after the PNP personnel,
05:20both retired and active, so that they can be accounted for.
05:24That is the new development. There is a new warrant of arrest initiated by the court.
05:29This is with respect to the violation of section 29 of Republic Act 9165 or the planting of evidence.
05:39As of yesterday 12 noon, 15 of our accountants and three judges were arrested,
05:47while the rest are voluntary surrenders.
05:52We are still accounting for 14 at large and hopefully, they will heed our appeal,
06:00to follow the example of their fellowmen who chose to surrender and face the case that was filed against them.
06:08But General Fajardo, is 29 the final number or is it possible to add more?
06:14That will depend on the appreciation of the DOJ's prosecution.
06:18If we need to file a new individual, with respect to this case, no less than our SALG and Viseo Bernabe of Napulco,
06:30they are asking the DOJ to review the evidence that we submitted to them.
06:45If there is a need or a possibility of filing a new individual, other than the 29 that I mentioned.
