00:00At long last, a much-awaited piece of legislation institutionalizing the linkage of education
00:06and training to industrial requirements.
00:08Hence, it was an auspicious moment in the People's Palace as the President, led by
00:13key members of the Legislature and its men and women in the Cabinet, in inking Republic
00:17Act 1203 or the Enterprise-Based Education Training Framework Act earlier today, as Bien
00:25Manalo lays out in this report.
00:29Manolito Rojas was a factory worker for more than two years in Navotaza.

00:59Good news for people like Manolito because President Ferdinand R. Marcos, Jr. signed
01:18the Enterprise-Based Education and Training or EBET Framework Act today, proof of government's
01:24dedication and contribution, together with the private sectors, in strengthening technical
01:29vocational education and enterprise-based training programs.
01:33The newly minted law aims to address the perennial job skills mismatch dilemma in the country's
01:39workforce, reduce unemployment and underemployment, and ensure all Filipino workers are globally
01:45competitive and ready for any changes in the labor market.
01:50This law directly addresses the issues of the lack of formal training and skill mismatches,
01:55ensuring that every Filipino can contribute and benefit from our nation's growth.
02:02This legislative milestone is anchored in the government's aim to consolidate, regulate,
02:08and unify enterprise-based training under a single framework.
02:12Through this act, we will harness private sector partnerships to align our training
02:17programs with real-world industry needs.
02:21According to Senate President Francis Escudero, the country's labor market or workforce pool
02:27cannot remain stagnant in any time because of rapid changes in the labor market.
02:32The principal author and sponsor of the law, Senator Joel Villanueva, insists,
02:36We wanted to create jobs that are sustainable and that gives decency and integrity to our
02:46would-be workers.
02:47Through E-VET Framework Act, the relationship between the private sectors and the government
02:52will be stronger in providing trainings to workers who have the ability to adapt to global
02:57needs and build a brighter future for all Filipinos.
